A component of this initiative includes milling and resurfacing as well as raising the existing roadway in low laying sections and construction of an injection well system. During the design phase, it was determined that the westernmost portion of the existing roadway is located within property belonging to the National Park Service(NPS). The National Park Service has requested that a Phase 1 Archaeological Survey be performed in the portion of the project area falling within NPS jurisdiction. Archaeological field work,analysis of any cultural material recovered,and report preparations will be performed by Rob Stewart,a Secretary of Interior(SOI) qualified archaeologist.The monitoring and all excavations shall follow standard archaeological practice and the level of description and documentation in the report submitted to NPS and Monroe County for review shall be consistent with The Secretary of the Interior's Standards and Guidelines for Archaeological Documentation. PROJECT DESCRIPTION The goal of the Phase 1 survey will be to identify evidence of historic and/or prehistoric human/cultural activities that may exist within the project.The Area of Potential Effects (APE)will be within the approximately 1 meter wide(3 foot) roadway shoulder for the 292 meters(960 feet) between Sta. 24+92 and Sta.34+53.82 as depicted in project contract plans.This area represents all NPS land potentially impacted during the proposed project. Environmental, Coastal, � &Civil Engineering BACKGROUND REVIEW Field investigations will be preceded by identification of previous archaeological work in the general vicinity by a variety of means including consultation with the Florida Master Site File maintained by the Florida Division of Historic Resources as well as the National Park Service and John Pennekamp State Park, located adjacent to the project area. Predictive modeling will be based on a review of relevant data on topography,geology, botany and other related disciplines. Topographic provided by U.S.Geological Society(USGS) and Soil maps provided by the U.S. Fish and Wildlife Service(USFWS), U.S. Department of Agriculture(USDA), and South Florida Water Management District have been obtained for review. FIELD METHODOLOGY Field investigations will begin with a visual/pedestrian survey to identify any potential material or features that may be present,or which may warrant additional investigation. Following this examination,shovel testing will be performed nominally, but at a minimum of, 25 meter(75 foot) intervals for the entire—1 meter(3 foot)corridor between Shaw Dr. and adjacent wetlands. Where possible,all excavated material will be screened through%" hardware cloth.Shovel tests will extend 1 meter(3 feet)or until bedrock or impenetrable strata. Preliminary field investigations have determined the soil matrix in this location consists of Key Largo muck and limestone,which is periodically inundated by high tides. These existing field conditions will likely require some modification to traditional screening methods and material may be troweled and visually inspected. In addition to the single transect testing,judgmental shovel tests will be performed in any locations deemed likely to contain cultural material. Likewise,additional testing will occur to determine site boundaries in the event of a positive test unit. Environmental, Coastal, )1'� &Civil Engineering REPORTING At a minimum,the Phase 1 report shall include the following in accordance with professional standards: * Description of the study area; * Relevant historical documentation/background research; * The research design; * The field studies as actually implemented, including any deviation from the research design and the reason for the changes; * All field observations; * Analyses and results, illustrated as appropriate with tables, charts,and graphs; * Evaluation of the investigation in terms of the goals and objectives of the investigation, including discussion of how well the needs dictated by the planning process were served; * Recommendations for updating the relevant historic contexts and planning goals and priorities, and generation of new or revised information needs; * Reference to related on-going or proposed treatment activities,such as structural documentation,stabilization,etc.;and * Information on the location of original data in the form of field notes, photographs,and other materials. CONTRACTOR SERVICES AND REQUIRED INVESTIGATIONS A. General Services: The archaeology contractor will provide all labor, materials, equipment,transportation, management, etc.to support the Phase 1 archaeological survey effort associated with the project. Environmental, Coastal, \,1 &Civil Engineering B. County/NPS/CEI Support: The CEI shall support the archaeological survey requirements by providing access to the site,design plans and surveys. Points of Contact will be provided in the event NPS needs to be notified of discoveries. C. Field Investigations: Discoveries shall be documented by note taking and through daily diaries and stratigraphic level/layer forms (if applicable);annotated photographic documentation;scaled plan view maps and profile , drawings (soil types in layers shall be described and their colors noted using Munsell color chips and representative photographs shall be taken)and sample profiles shall be drawn in the event that no significant deposits are found to document the nature of the deposits.All photographs are to be. captioned and will contain directional information and a scale(when appropriate). D. Laboratory Analysis: If any artifacts are collected as a result of the archaeological survey,they shall be catalogued, labeled, and described in the report.An inventory table of artifacts shall be included in an appendix of the report. Faunal materials shall be analyzed to the nearest taxonomic-level to species as possible. E. Action Taken by Contractor Upon Any Significant Finds: In the event that potentially significant archaeological deposits or features are discovered the archaeologist shall stop work in the immediate area of the discovery and contact NPS for consultation. F. Actions to be Taken in the Event of Discovery of Human Remains: In the event a human burial is encountered all work shall stop and the archaeologist shall consult with SHPO/NPS and the county coroner/medical examiner, local law enforcement.The coroner and local law enforcement will make the official ruling on the nature of the remains, being either forensic or archaeological.A decision concerning avoidance or hand excavation of the burial and final disposition of the remains shall be made by consulting parties in coordination with the SHPO/NPS. Data Analysis and Final Storage of Any Artifacts: The archaeologist shall temporarily store all artifacts,faunal material, human remains and soil samples in order to perform analysis.At the conclusion of the project and upon submission of the archaeological final report and approval by NPS/Monroe County, all materials shall be transferred to the party specified by NPS. H. Reports: The archaeologist shall provide NPS and Monroe County with a report describing the work conducted within 30 days after the completion of the project field work for comments and review.The report will be consistent with the Secretary of the Interior's Standards and Guidelines for Archaeological Documentation (http://www.nps.gov/history/local-law/arch_stnds_7.htm) and National Park Service publication,The Archaeological Survey: Methods and Uses (1978) Additional Considerations: The project area is periodically inundated with up to 30 cm (1 foot)of water during periods of seasonally high or"King"tides (hence the need for the project).
