AGENDA ITEM WORDING: Presentation on work completed for Hurricane Irma marine debris
removal from the 247 canals approved in unincorporated Monroe County, City of Marathon and
Village of Islamorada under the United States Department of Agriculture (USDA) Natural
Resources Conservation Services (NRCS) grant NR184209XXXXCO27 for marine debris removal,
administrative and related services for $49,716,015.02 which terminates December 31, 2019.
ITEM BACKGROUND: A brief update will be provided on the status of marine debris and
sediment removal activities in unincorporated Monroe County, Marathon and Islamorada.
PREVIOUS RELEVANT BOCC ACTION:
05/16/18: Discussion and direction and retroactive approval to submit a Request for Proposals
(RFP) for marine debris removal and related services, which will be used to perform work funded by
a grant in the amount of $45.8 million from the United States Department of Agriculture (USDA)
Natural Resources Conservation Service (NRCS), Emergency Watershed Protection (EWP)
program, if awarded, to cover removal of marine debris created by Hurricane Irma from canals and
nearshore waters in unincorporated Monroe County, City of Marathon and Village of Islamorada,
with a 25% County match.
07/18/18: Approval to enter into a contract with the 41 ranked vendor, Adventure Environmental,
Inc., in an amount not to exceed $35 Million, for removal of marine debris created by Hurricane
Irma from canals in unincorporated Monroe County, City of Marathon and Village of Islamorada;
also, authority to negotiate and enter into a contract with the next highest vendor(s), in rank order, if
necessary.
08/15/18: Approval to enter into a Amendment No. 1 to a contract with Adventure Environmental,
Inc., for removal of marine debris created by Hurricane Irma from canals in unincorporated Monroe
County, City of Marathon and Village of Islamorada; to modify the amount of the bond; and
approval for the County Administrator to execute the Amendment and future documents.

providing a 90-day time extension, also increasing the technical assistance rate from 7.5% of
construction costs to 8.5%, for a $458,212.12 increase to the original $49,257,802.90 grant
agreement from the United States Department of Agriculture (USDA) Natural Resources
Conservation Service (NRCS) for marine debris removal, administrative and related services now
totaling $49,716,015.02 (non-County federal portion: $38,260,712.02).
07/17/19: Presentation on status of Hurricane Irma marine debris removal from canals in
unincorporated Monroe County, City of Marathon and Village of Islamorada.
08/21/19: Approval to ratify Amendment 0003 to NRCS Grant Agreement NR184209XXXXCO27,
providing a 135-day time extension, no new funds, to the grant agreement from the United States
Department of Agriculture (USDA) Natural Resources Conservation Service (NRCS) for marine
debris removal, administrative and related services totaling $49,716,015.02 (NRCS federal portion:
$38,260,712.02).
