C9 Board granted approval and authorized execution of a Task Order for Engineering Design and Permitting Services between Monroe County and HDR Engineering, Inc. for Cudjoe Gardens Drainage Rehabilitation Project. This task order is being awarded under the HDR Engineering on Call Professional Engineering Services in the lump sum not to exceed amount of $35,407.93. And granted approval to use HDR Engineering out of normal rotation for continuing services contracts due to next consultant in regular rotation not being available, in needed time frame, due to commitments on other county project(s). HURRICANE IRMA RECOVERY D2 Board adopted the following Resolution accepting the proposal of PNC Bank, National Association, to provide a Term Loan in an amount necessary to refinance amounts outstanding under the County's existing Line of Credit, taken out in January 2018 in order to finance extraordinary hurricane expenditures, currently estimated at approximately $35.5 million; also, approving the form of the Loan Agreement to be used with the lender; authorization to negotiate the final terms with the lender for the Loan; and authorization for the Mayor and County Administrator to sign all necessary documents. D6 Board granted approval and authorized execution of the Ist Change Order to the Contract with Sea Tech of the Florida Keys, Inc. for the Monroe County Sheriffs Office Headquarters Building on Stock Island which was damaged during Hurricane Irma. I7 Board granted approval to advertise a Request for Qualifications to perform Demolition, Removal and Disposal of Uninhabitable/Unsafe Structures and Debris in Monroe County. I8 Board granted approval of the ratification of the 2nd Amendment to an Interlocal Agreement (ILA) between Monroe County and the City of Marathon transferring forty-six affordable housing ROGO allocations from the County to the City. The amendment is necessary to (1) reflect the name change of the project developer to Crystal Cove Housing Partners, LP (previously HTG Crystal Cove Resort, LLLP); (2) change the income categories of the allocations from previously approved 23 low income, 3 very low income, and 20 moderate income, to 461ow income allocations; and (3) approve the Second Amendment to the ILA. Present and answering to roll call were Commissioner Heather Carruthers, Commissioner Michelle Coldiron, Commissioner Danny Kolhage, Commissioner David Rice and Mayor Sylvia Murphy. Also present at the meeting were Roman Gastesi, County Administrator; Bob Shillinger, County Attorney; Kevin Madok, Clerk of Court; Pamela Hancock, Deputy Clerk; county staff, members of the press and radio; and the general public. ADDITIONS, CORRECTIONS & DELETIONS A Motion was made by Commissioner Rice and seconded by Commissioner Kolhage granting approval of the Additions, Corrections and Deletions to the agenda. Motion carried unanimously. PUBLIC HEARING B 1 A Public Hearing was held regarding the Rebuild Florida Voluntary Home Buyout Program. This Public Hearing is being held in order to allow for citizen participation and for public comment and input to be gathered in order to determine whether there are additional interested parties for the Program. It is also requested that the Board authorize staff to post the application and registration for the Program, which will include a 14-day public comment/registration period, and approval to apply for non -matching grant funds from the Florida Department of Economic Opportunity for the acquisition of homes and parcels, potential subsequent demolition of the residential structure and conversion of the parcel to green space or stormwater facilities to prevent flooding, in perpetuity, utilizing Community Development Block Grant — Disaster Recovery funding for all interested or potential applicants in the Voluntary Home Buyout Program. Helene Wetherington, Director of Disaster Recovery, gave a Power Point Presentation. Roman Gastesi, County Administrator; and Christine Hurley, Assistant County Administrator, addressed the Board. The following individuals addressed the Board: Ron Oestreicher, representing Duck Key Property Owner's Association; Carl Ditto, and Mayra Parente. After discussion, motion was made by Commissioner Rice and seconded by Commissioner Carruthers granting approval of the item. Roll call vote carried unanimously. Ms. Boan and Mr. Gastesi addressed the Board. Judicial Budget D1 Holly Elomina, Court Administrator; Ms. Boan and Mr. Shillinger addressed the Board. Social Services D6 Mr. Gastesi, Sheryl Graham, Senior Director of Social Services; Rhonda Haag, Director of Sustainability & Projects; Ms. Boan and Mr. Wilson addressed the Board. After discussion, motion was made by Commissioner Rice and seconded by Commissioner Carruthers requesting staff to look at whether a mutual problem could be solved with the City of Key West concerning Bayshore Manor and Poinciana Gardens. After discussion, motion was made by Commissioner Carruthers and seconded by Commissioner Rice to keep both the deputies and the firefighters at 4%; a $1 million dollars for hurricane reserves; and reduce the Health Department budget to $200,000.00.
