9 A RESOLUTION OF THE MONROE COUNTY BOARD OF COUNTY
10 COMMISSIONERS APPROVING THE EXTENSION OF A RESERVATION
11 FOR ONE (1) AFFORDABLE MODERATE INCOME CATEGORY ROGO
12 ALLOCATION FOR A PROPOSED EMPLOYEE HOUSING AFFORDABLE
13 DWELLING UNIT ON BIG COPPITT FOR MONROE COUNTY ON
14 PROPERTY DESCRIBED AS TRACT "A", PORPOISE POINT SECTION 6,
I5 BIG COPPITT KEY, REAL ESTATE NUMBER 00156610-00000 UNTIL
16 DECEMBER 31,2020.

19 WHEREAS,the State of Florida and all local governments in the Florida Keys(each subject to Area
20 of Critical State Concern mandates relating to housing affordability) recognize the need for affordable
21 housing throughout the state and particularly in the Florida Keys where developable land for housing is
22 extremely limited and expensive; and
23
24 WHEREAS, the challenge of providing affordable housing opportunities in the Florida Keys is one
25 requiring sensible and responsive use of residential unit allocations, including implementation of long-term
26 preservation mechanisms; and
27
28 WHEREAS,due consideration should be given to relevant factors such as the capacity for allocation
29 recipients to promptly transform allocation awards/reservations into finished and occupied
30 affordable/workforce housing units; and
31
32 WHEREAS,the developers have legitimate needs for some assurance that allocations are in fact and
33 will remain available and/or justified for a reasonable time so that follow-through on initial commitments
34 will in fact be justified; and
35
36 WHEREAS, the BOCC, on February 21, 2018, approved site for a proposed "Tiny Home"/Code
37 Compliant small modular unit for affordable housing;and
38
39 WHEREAS, the BOCC, on May 16, 2018, approved Project Management to issue a Request for
40 Proposals for up to four (4) "Tiny Houses" on parcels already owned by the County that will serve as
41 prototypes for redevelopment with eventual use as employee rental housing; and
42
43 WHEREAS, the BOCC, on June 20, 2018, approved the reservation of one moderate affordable
44 housing allocation award in Resolution 178-2018; and
45
46 WHEREAS, the reservation of affordable housing allocations for the anticipated project, does not
47 exempt the project from applicable requirements for the Monroe County Land Development Regulations,
48 Building Code and other regulatory requirements; and
49
50 WHEREAS, Monroe County shall obtain all required approvals from the Monroe County Planning
51 & Environmental Resources Department for the project; and
1 WHEREAS, Monroe County shall obtain permits for the affordable housing dwelling unit by
2 December 31,2020; if the permit is not issued, the allocations will revert to the County.

4 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
5 COMMISSIONERS OF MONROE COUNTY,FLORIDA:

7 Section 1: The Monroe County Planning Department shall extend the reservation for one (1)
8 affordable ROGO allocation, consisting of one (1) moderate income category allocation, for the Monroe
9 County project on Tract"A", Porpoise Point Section 6, Big Coppitt Key until December 31,2020.

11 Section 2: The developer must obtain the building permit for the one (1) affordable/employee
12 housing on or before December 31, 2020.
13
14 Section 3: The developer shall comply with all Monroe County requirements, all applicable
15 Building Code requirements, and any other oversight agencies.

17 Section 4: The Planning and Building Department Staff is hereby authorized to process
18 expeditiously permit related applications for the above referenced project when received.

20 PASSED AND ADOPTED by the Board of County Commissioners of Monroe County, Florida at a
21 regular meeting held on the 20th day of November,2019.
