5 A RESOLUTION OF THE MONROE COUNTY BOARD OF
6 COUNTY COMMISSIONERS ESTABLISHING THE MONETARY
7 VALUE OF A SINGLE ROGO/NROGO ALLOCATION SYSTEM
8 COMPETITION POINT FOR PURPOSES OF PAYMENT BY
9 APPLICANTS IN THE ROGO/NROGO SYSTEM FOR A
10 MAXIMUM OF 2 POINTS AVAILABLE PER ROGO/NROGO

14 WHEREAS, the Board of County Commissioners (BOCC) approved Ordinance
15 009-2006 at a regularly scheduled meeting on March 15, 2006, establishing the potential
16 for an applicant to receive up to a maximum of two (2) additional points toward an
17 application in the ROGO competition in return for a contribution to the County's land
18 acquisition fund in the amount of the value of a ROGO dedication point; and
19
20 WHEREAS, the BOCC approved Ordinance 011-2006 at a regularly scheduled
21 meeting on March 15, 2006, establishing the potential for an applicant to receive up to a
22 maximum of two (2) additional points toward an application in the NROGO competition
23 in return for a contribution to the County's land acquisition fund in the amount of the
24 value of a NROGO dedication point; and
25
26 WHEREAS, the BOCC. on April 13, 2016 approved the Monroe County 2030
27 Comprehensive Plan which updated the ROGO/NROGO evaluation criteria which
28 includes up to a maximum of two (2) additional points toward an application in the
29 ROGO/NROGO.competition in return for a contribution to the County's land acquisition
30 fund in the amount of the value of a ROGO dedication point

32 WHEREAS, Monroe County 2030 Comprehensive Plan requires that the
33 monetary value of each point be established annually by resolution of the BOCC; and
34
35 WHEREAS, Monroe County 2030 Comprehensive Plan Policies 101.6.4
36 [ROGO] and 101.6.5 [NROGO] establish that the monetary value shall be based on the
37 average fair market value of all vacant, legally platted, privately owned, buildable, lots
38 located in an improved subdivision (IS) or urban residential mobile home (URM) land
39 use district; and

41 WHEREAS, the BOCC previously adopted the monetary point value in
42 Resolution 342-2018;

44 NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
45 COMMISSIONERS OF MONROE COUNTY,FLORIDA:

1 Section 1: The BOCC accepts the Planning and Environmental Resources Department's
2 methodology for establishing the average fair market value of all vacant, legally platted,
3 privately owned, buildable, lots located in an Improved Subdivision (IS) or Urban
4 Residential Mobile Home (URM) land use district and utilizing the current official
5 records of the Monroe County Property Appraiser as shown in Attachment A.

7 Section 2: The average fair market value for all vacant, legally platted, privately owned,
8 buildable, lots located in an Improved Subdivision (IS) or Urban Residential Mobile
9 Home (URM) land use district is $136,496. The average was calculated by using the
10 individual values of 2084 properties within Monroe County.

12 Section 3: The BOCC accepts the Planning and Environmental Resources Department's
13 calculation of the monetary value of one point based on the average fair market.value of
14 parcels referred to in Sec. 2, divided by four equals $34,123.91 per point.

16 Section 4: The BOCC establishes the fair monetary value per point of $34,123.91 for
17 the time period between November 20, 2019 to November 20, 2020. This shall be
18 considered the fair compensation per point awarded to an applicant with a maximum
19 award available of two (2)points.

21 Section 5: If the time period designated for the per point cost expires, the cost in
22 Section 4 shall remain in full force and effect until otherwise changed by the BOCC.

25 Commissioners of Monroe County, Florida, held on the 20`h day of November 2019.
