9 A RESOLUTION OF THE MONROE COUNTY BOARD OF COUNTY
10 COMMISSIONERS APPROVING THE EXTENSION OF A RESERVATION
11 FOR ONE (1) AFFORDABLE MODERATE INCOME CATEGORY ROGO
12 ALLOCATION FOR A PROPOSED EMPLOYEE DWELLING UNIT ON
13 RAMROD FOR MONROE COUNTY ON PROPERTY DESCRIBED AS LOT
14 1, BLOCK 19, BREEZESWEPT BEACH ESTATES, RAMROD KEY, ,REAL
15 ESTATE NUMBER 000205890-00000 UNTIL DECEMBER 31,2020.

18 WHEREAS,the State of Florida and all local governments in the Florida Keys(each subject to Area
19 of Critical State Concern mandates relating to housing affordability) recognize the need for affordable
20 housing throughout the state and particularly in the Florida Keys where developable land for housing is
21 extremely limited and expensive; and
22
23 WHEREAS,the challenge of providing affordable housing opportunities in the Florida Keys is one
24 requiring sensible and responsive use of residential unit allocations, including implementation of long-term
25 preservation mechanisms; and
26
27 WHEREAS,due consideration should be given to relevant factors such as the capacity for allocation
28 recipients to promptly transform allocation awards/reservations into finished and occupied
29 affordable/workforce housing units; and
30
31 WHEREAS,the developers have legitimate needs for some assurance that allocations are in fact and
32 will remain available and/or justified for a reasonable time so that follow-through on initial commitments
33 will in fact be justified; and
34
35 WHEREAS, the BOCC, on February 21, 2018, approved site for a proposed "Tiny Home"/Code
36 Compliant small modular unit for affordable housing; and
37
38 WHEREAS, the BOCC, on May 16, 2018, approved Project Management to issue a Request for
39 Proposals for up to four (4) "Tiny Houses" on parcels already owned by the County that will serve as
40 prototypes for redevelopment with eventual use as employee rental housing; and
41
42 WHEREAS, the BOCC, on June 20, 2018, approved the reservation of one moderate affordable
43 housing allocation award in Resolution 180-2018; and
44
45 WHEREAS, the reservation of affordable housing allocations for the anticipated project, does not
46 exempt the project from applicable requirements for the Monroe County Land Development Regulations,
47 Building Code and other regulatory requirements; and
48
49 WHEREAS, Monroe County shall obtain all required approvals from the Monroe County Planning
50 & Environmental Resources Department for the project;and

1 WHEREAS, Monroe County shall obtain permits for the affordable housing dwelling unit by
2 December 31,2020; if the permit is not issued, the allocations will revert to the County.

5 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
6 COMMISSIONERS OF MONROE COUNTY,FLORIDA:

8 Section 1: The Monroe County Planning Department shall extend the reservation for one (1)
9 affordable ROGO allocations, consisting of one (1) moderate income category allocations, for the Monroe
10 County project on Lot 1,Block 19, Breezeswept Beach Estates, Ramrod Key until December 31,2020.

12 Section 2: The developer must obtain the building permit for the one (1) affordable/employee
13 housing on or before December 31,2020.
14
15 Section 3: The developer shall comply with all Monroe County requirements, all applicable
16 Building Code requirements, and any other oversight agencies.

18 Section 4: The Planning and Building Department Staff is hereby authorized to process
19 expeditiously permit related applications for the above referenced project when received.
20
21 PASSED AND ADOPTED by the Board of County Commissioners of Monroe County, Florida at a
22 regular meeting held on the 20th day of November,2019.
