ZONING RESOLUTION NO. Z-7
WHEREAS, the Board of County Commissioners of Monroe County,
Florida desires to amend certain portions of the Zoning Regulations for
Monroe County, Florida, as hereinafter set forth, now, therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS
OF MONROE COUNTY, FLORIDA, as follows:
1. That paragraph I, Section 9A, R U -4 Mobile Home District, of
the Zoning Regulations for Monroe County, Florida, be, and the same is
hereby amended to read as follows:
I - TIE -DOWNS
MINIMUM BLOCKING ST ANDARD
1. Pier foundations shall be installed directly under the
main frame (or chasis) of the mobile home or travel
trailer. The piers shall not be further apart than 10
feet on centers and the main frame, front or back,
shall not extend further than one foot beyond the center
line of the end pier s.
2. All grass and organic material shall be removed and
the pier foundation placed on stable soil. The pier
foundation shall be a 16" x 16" x 4" concrete pad, pre-
cast or poured in place.
3. Piers may be constructed of regular 8" x 8" X 16"
concrete block, with open cells vertical, placed above
the foundation block. A 2" x 811 wood plate shall be
placed on top of the pier with hardwood shims fitted
and driven tight between the wood plate and the main frame.
MINIMUM GROUND ANCHOR STANDARDS
1. Anchors shall be installed on both sides of the unit for
every 12' of trailer length. There shall be a minimum
of three, regardless of length, with the further require-
ment that one set shall be on each end.
2. Anchors shall be of the screw auger type or of the dead-
man type.
3. If screw augers are used, they shall be of no less than
5/8" hot dipped galvanized steel, penetration to a depth
of no less than three feet with a welded eye on one end
and no less than a 4" auger cup on the other.
4. If the deadman type is used, they shall be of poured-in-
place concrete no less than 8" in diameter and a depth
of no less than 2' in rock or 4' in soil. In this deadman
there shall be cast to a minimum depth of 12" a 5/8" hot
dipped galvanized steel rod with a welded eye.

5. Any of the patented or expansion type bolts with a
minimum of 5/8" diameter and inserted in solid rock
formation to a minimum depth of 12" may be used
for ground anchor s.
6. All anchors shall be capable of withstanding a vertical
stress component of 2000 lb. minimum.
MINIMUM TIE-DOWN STANDARDS
1. Each mobile home or travel trailer shall be provided
with a minimum of three sets of tie-downs as de-
scribed herein.
2. Ties shall be made of no less than 1/2" steel turn-
buckles connected to ground anchors, with no less
than 3/8" galvanized wire rope, or equal. Ties will
be placed as near adjacent to the front and rear piers
as possible with no less than one tie-down for each
12 feet of trailer length with a minimum of three, re-
gardless of length.
3. No less than three of the required tie-downs shall pass
over the trailer or mobile home. If only three are
used, two of these will be at the front and rear of the unit.
Tie-downs passing over the coach shall be reinforced at
points of contact with the unit so the cable cannot cause
cutting damage thereto. Other required tie-downs may
be fastened to the frame of the unit.
GENERAL SPECIFICATIONS
1. Units will be tied down from June 1 to December 1 in any
calendar year or at any other time an official hurricane
watch is declared.
2. It shall be the responsibility of the owner of the property
or operator of a trailer park on which a unit is parked to
provide the required ground anchors.
3. It shall be the responsibility of the owner of the unit to
provide required tie-downs and install same.
4. Travel trailers that are not to be in the county more
than 15 days shall be excluded from this section, ex-
cept such shall be removed if a hurricane watch is
declared.
5. Other types of piers and methods of blocking, ground
anchors or tie-down cables or couplings may be approved
by the county if deemed the equivalent of the foregoing
specifications, and specific written approval is given
by the county.
6. Only closed eye dropped forged turnbuckles and metal
components of hot dipped galvanized finish shall be per-
mitted.
PENALTY SECTION
1. The enforcement of these provisions shall rest with the
County Zoning Department.

2. Written notice shall be given to anyone in violation of
these provisions, specifying same. A period of ten
days shall be granted for correction, and the person
or persons correcting the violation shall sign a cita-
tion verifying correction of same. If violations are
not corrected within the specified time, a warrant
charging a misdemeanor shall be secured by the offi-
cial who issued the citation, and such warrant shall
be served by the Sheriff of this county. Minimum fine
for each violation shall be no less than $50.00 or five
days in the County Jail.
2. That paragraph 4, Site Provisions, of Section 13, Trailers _
Trailer Parks, of the Zoning Regulations for Monroe County, Florida, be,
and the same is hereby amended by adding a sub- section thereto, to be known
as sub- section (f) - Tie- owns, which said sub- section shall contain all of
the provisions set forth above with respect to Tie-Downs under paragraph I
of Section 9A, R U -4 Mobile Home District.
