AGENDA ITEM WORDING: Discussion and direction of prioritization of the vulnerability
analysis for county maintained roads.
ITEM BACKGROUND: This item is to approve expediting the analysis and modeling for the
Stillwright Point neighborhood in Key Largo under the County's Roadway Vulnerability Analysis
and Capital project underway by the HDR team. Stillwright Pointe has had 83 straight days of
various levels of tidal flooding as of November 18, 2019, more than any other known neighborhood
in the County. The 2019 tidal flooding season has been the most severe in recent history,
exacerbated by various climatic conditions including prolonged western winds that have converged
to result in long lasting tidal flooding to the Stillwright Point neighborhood.
HDR and its subconsultant team for the County's Roadway Vulnerability Analysis and Capital
project are analyzing 300+ miles of roadways maintained by the County to determine the
recommendations for when and how high vulnerable sections of roads should be elevated with
accompanying drainage improvements.
Given that this Roadway Vulnerability Analysis is already underway, it is proposed that HDR
expedite the analysis of the Stillwright Pointe neighborhood, and County staff report back to the
commission upon completion of the analysis to provide the recommendations for roadway elevation
and drainage features, the anticipated cost of design and construction, and related policy decisions
that may need to be discussed prior to moving further with formal plans. At that time, the County
could then discuss pursuing an additional Pilot Roads Project for Stillwright Point.
Because the County's Roadway Vulnerability Analysis and Capital project is underway, the total
cost to the county for the countywide recommended roads adaptation projects is still unknown. Also,
not in place yet is a funding mechanism for countywide roads elevation projects. Therefore at this
point, staff is seeking approval only to expedite the analysis and modeling of the roads in Stillwright
Point so that a determination can be made as to the recommended road adaptations, cost, and policy
decisions that will be needed to move forward with formal design, engineering and permitting in an
additional Pilot Project. Staff will report back to the commission upon completion of the analysis.
