UNDER THE CATEGORY A CONTRACT
FOR PUBLIC OUTREACH AND PLANNING SERVICES FOR CANAL
RESTORATION PROJECTS AT CANALS 82, 83,#841N KEY LARGO
BETWEEN
MONROE COUNTY AND
WOOD ENVIRONMENT & INFRASTRUCTURE SOLUTIONS, INC.
In accordance with the Continuing Contract for On Call Professional Engineering
Services made and entered on the 14th dgy_of Decgmber, 2016, Amendment
No.1 dated December 13th. 2017 and Amendment No.2 dated June 201h, 2018
between Monroe County, hereinafter referred to as the "County" and Wood
Environment & Infrastructure Solutions, Inc. hereinafter referred to as
"Consultant" where design services are allowed if construction costs do not
exceed 2,000,000.
All terms and conditions of the referenced Contract for On Call Professional
Engineering Services apply to the Task Order, unless the Task Order modifies an
Article of the Agreement of which will be specifically referenced in this Task
Order and the modification shall be precisely described.
WHEREAS, the County has $200,000 tentatively approved for FEMA
reimbursement for an air curtain in canals 83 and 84; and
WHEREAS, at the September 2019 BOCC meeting held in Key Largo residents
of canals 82, 83 and 84 in Rock Harbor, Key Largo spoke to the BOCC during a
Sounding Board item and requested that the County fund repairs to the jetty /
breakwater that was damaged by Hurricane Irma that lies outside of canals 82,
83 and 84; and
WHEREAS, some residents prefer repairs to the jetty / breakwater rather than
the installation of an air curtain in each of the canals, while others prefer the air
curtain or both an air curtain and a jetty/breakwater repair. No formal survey has
been taken of the residents; and
WHEREAS, the Commissioners asked staff to return to the October BOCC with
information on jetties /breakwaters throughout the Keys that would be potentially
be affected and the cost to repair; and
WHEREAS, the Commissioners requested staff to move forward with a public
meeting and formal survey for the canals 82, 83, and 84 in Rock Harbor, Key
Largo to determine their preference for restoration and desire to fund the capital
and Operation and Maintenance cost; and

NOW, THEREFORE, in consideration of the mutual promises, covenants and
agreements stated herein, and for other good and valuable consideration, the
sufficiency of which is hereby acknowledged, COUNTY and CONSULTANT
agree to modify the Agreement as follows:
Article 1.1 Terms Of Agreement:
This task order will be effective as of November 8,2019 and shall expire 60 days
after the final deliverable to the County is submitted.
Article 2.2 Scope of Services:
The Consultant will coordinate and provide presentation for one public
community meeting for the canal community's (#82, #83, and #84). The
Consultant will prepare an agenda that discusses the selected canal restoration
technology for each canal with scope of work and associated MSBU program
and cost. The meeting will be held at the Monroe County Key Largo Murray
Nelson Government Center.
Upon completion of the meeting, the Consultant will send certified letters to the
owners along the canal to survey the desire to continue with a canal restoration
program and funding requirements. The electronic receipt will be emailed to the
County and all letters will be returned directly to the County for processing.
Article 7.1 Payment Sum:The amount of the task order is a Lump Sum of Four
Thousand and One Hundred and Twenty-Four Dollars and Zero Cents
($4.124.00.1
IN WITNESS WHEREOF, each party caused the Task Order to be executed by
its duly authorized representative.
