in the amount of $95,820.00 for Phase II Design Services of the Historic Jail Museum. This Task
Order is funded by a TDC Bricks & Mortar grant.
ITEM BACKGROUND: The County is in the process of converting the old Monroe County Jail
located in Jackson Square into a public museum. Monroe County has received a State of Florida,
Division of Historical Resources (DHR) grant in the amount of $247,275.00 with the County
matching that amount. The County match will come from a $1.2 million TDC grant. Phase I work
includes replacement of the roof, windows and doors and is slated to begin in March 2020. This
Task Order for Phase 11 Design Services will include drawings and specifications for the interior
renovation of the building in order to allow the Jail to open as a museum.
PREVIOUS RELEVANT BOCC ACTION:
4/19/18 - BOCC approved submission of a grant with the DHR in the amount of$500,000.00 with
50% county match.
6/14/19 — County Administrator approved a task order (TDC funds) with Bender & Associates
Architects to create Phase I construction documents for the Historic Jail museum project.
8/21/19 — BOCC approved a resolution affirming its support of developing the Historic Jail into a
museum.
10/16/19 — BOCC approved an amendment to the Task Order with Bender & Associates which
added an environmental assessment.

In accordance with the Agreement for Professional Architectural and Engineering Services, made
and entered into on December 19, 2018 between MONROE COUNTY, ("County") and
BENDER & ASSOCIATES ARCHITECTS, P.A., ("Consultant" or Bender"), where
professional services are allowed if construction costs do not exceed $2,000,000.00, or for study
activity if the fee for professional services for each individual study under the contract does not
exceed$200,000.00("Agreement"), the parties enter into this Task Order.

All terms and conditions of the Agreement apply to this Task Order, unless this Task Order

WHEREAS, the Historic Jail at Jackson Square in Key West is an iconic structure and a significant
contributing resource in the Key West Historic District,and
WHEREAS,a Historic Structures Report was completed by Bender&Associates in January 2018
and the County is moving forward with the rehabilitation effort of the Historic Jail,to make it into
a museum.
NOW,THEREFORE, in consideration of the mutual promises and covenants set forth below, the
parties agree as follows: 06
1. In accordance with Article II, SCOPE OF BASIC SERVICES of the Agreement, the asl
Consultant will complete construction drawings for a Phase II restoration project,
consisting of selective demolition, spalling repair, Life Safety provisions,electrical,
mechanical and plumbing upgrades, ADA provisioning and signage.
Services provided shall include: ®�
• Field measurement of the existing building
• A set of Construction Drawings and Technical Specifications, with as many signed
and sealed hard copies and PDFs as required for permitting.
• Permitting assistance, including the State of Florida Division of Historical Resources,
the Historic Architecture Review Commission and the City of Key West Building
Department
• Bidding support services, including pre-bid meetings and Addendums.

Construction Administration services, including weekly jobsite meetings,Information
Bulletins, Payment Application approval, and closeout documents.

2. In accordance with Article VII paragraph 7.1.1 of the Agreement, the County shall pay
the Consultant a lump sum total of Ninety-Five Thousand Eight Hundred Twenty and
00/100 dollars ($95,820.00)paid on a percent complete basis for the following phases:
a. Schematic design and design development documents -$17,920.00(including
$1,000.00 reimbursable funds), upon completion of document review and
approval by the Director of Project Management.
b. Construction Documents-$51,344.00(including$1,000.00 reimbursable funds),
upon document review and approval by the Director of Project Management
c. Bidding Phase- $ 2,854.00 upon completion of bid process. U)
d. Construction Phase Contract Administration-$23,702 (including$500.00
reimbursable funds), upon completion of Phase II project.
All other Terms and Conditions of the Agreement remain unchanged and in full force and effect. 19
