I want to add my endorsement to the subject nomination. E I was aware of the breakdown of the fuel system at Marathon in the day immediately preceding the potential landfall of hurricane Dorian (30 August) due to a lightening strike. I was also aware that someone in Fleet had taken the initiative to locate and arrange for express delivery of the E parts because on the Saturday morning (day after the breakdown, August 31), 1 was at the EOC just as we decided to not activate. One of the preparatory actions that Emergency Management had pre-loaded as a mission request with the state was provision of a mobile refueling capability to be staged at the Marathon airport. When I departed the EOC late that morning (Saturday, 31 August), the fuel system was already repaired and operational.
