AMENDMENT 1 TO THE RESIDENTIAL SUBSTANCE ABUSE
TREATMENT FUNDS AGREEMENT
THIS AMENDMENT is made and entered into this 11th day of December 2019,between the
BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA,hereinafter referred to as
"COUNTY,"and Guidance/Care Center,Inc.,hereinafter referred to as"AGENCY".
WHEREAS, the Florida Department of Law Enforcement has awarded a sub-grant of
Residential Substance Abuse Treatment Funds to the COUNTY to implement a program that
provides residential substance abuse treatment services to offenders held in local correctional
facilities who have at least six months and no more than twelve months of their sentence left to
serve;and
WHEREAS,the COUNTY is in need of an implementing agency to provide said services
under this Program;and
WHEREAS,the AGENCY is the sole provider of this program;and
WHEREAS,the COUNTY has agreed to disburse the Residential Substance Abuse
Treatment funds to the AGENCY in accordance with the COUNTY'S application for the Residential
Substance Abuse Treatment Funds;and
WHEREAS, the COUNTY and AGENCY entered into an Agreement ("Agreement") on
October 16,2019 for the AGENCY to implement said services under the program;and
WHEREAS,in consideration of the date of the notice of award of September 19,2019, and
in conjunction with County budgetary considerations it would be most beneficial to the success of
the RSAT program to adjust the project period from January 1,2019 through December 31, 2019
to July 1,2019 to June 30,2020;and
WHEREAS,the Florida Department of Law Enforcement, Office of Criminal Justice Grants
has added special conditions to the grant agreement, (see special conditions S41086, S41087,
S41088 as set forth in detail below),relating to the management of contractual services;and
WHEREAS, an amendment to the Agreement is needed to reflect the additional special
conditions;and
WHEREAS, the Florida Department of Law Enforcement has approved the COUNTY'S
request to adjust the project period and has implemented the need for the COUNTY to meet the
special requirements;
NOW THEREFORE IN CONSIDERATION of the mutual promises and covenants contained
herein,it is agreed as follows:
1. Section 1 TERM,Paragraph 1 of the Agreement shall be amended to reflect the new term
of Agreement from July 1,2019 through June 30,2020.

2. The special requirements Include:
I. S41O86-WITHHOLDING OF FUNDS:Subawards under this agreement must
comply with 2 CFR 200.331(a)(1).Prior to the execution of the tiered subaward
and drawdown of funds for contractual services,the Monroe County Board of
County Commissioners must submit a draft of the county's contractual agreement
with Guidance/Care Center,Inc.to the Office of Criminal Justice Grants.
II. S41O87-WITHHOLDING OF FUNDS:All pass-through entities must comply with
the requirements outlined in the Office of Management and Budget(0MB) Uniform
Requirements,2 CFR 200.331.Prior to the drawdown of funds for contractual
services,the Monroe County Board of Commissioners must submit a copy of their-
written policies addressing the award,management,and monitoring process for
subrecipients to the Office of Criminal Justice Grants.
Ill. S41O88-WITHHOLDING OF FUNDS:All pass-through entities must comply with
the requirements outlined in the Office of Management and Budget(0MB) Uniform
Requirements,2 CFR 200.331.Prior to the drawdown of funds for contractual

3. In all other respects the Agreement dated October 16,2019 remains in full force and
effect.
