Scope of Work- Design Amendment A
PROJECT DESCRIPTION
The proposed project is a two-lane landside access road that provides connectivity from S. Roosevelt Boulevard
to Key West International Airport (AIRPORT). The proposed access road is located on the west side of EYW
adjacent to the current Department of Motor Vehicles (DMV) office and one-hour parking lot and will require
reconfiguration of the impacted parking areas and commercial transportation staging area.
This project consists of final design, environmental permit coordination and preparation and bidding and award
phase services associated with the construction of the new access road, fuel delivery route, reconfigured
commercial transportation parking at the AIRPORT and conversion of Gate #5 to a Sally Port gate. The project will
consist of the construction of an approximately 550' long two-lane landside access road that provides connectivity
from S. Roosevelt Boulevard to EYW's fuel farm, fixed base operator (FBO), overflow parking, commercial
transportation and airport support areas (see Figure 1). The proposed access road will separate airport support
services from airport passenger traffic on Faraldo Circle, reducing congestion in the terminal area. The proposed
access road will also eliminate fuel truck and other large vehicle traffic from ingress/egress to the passenger
terminal area, as well as reconfiguring impacted parking and staging areas to provide enhanced customer parking
and hotel shuttle and Transportation Network Company(TNC)staging away from the congested terminal curb.

The access road will be designed in accordance with the American Association of State Highway and Transportation
Officials (AASHTO) Guidelines for Geometric Design of Low-Volume Roads, dated 2019, the latest version of the
Florida Department of Transportation (FDOT) Manual of Uniform Minimum Standards for Design, Construction and
Maintenance for Streets and Highways, commonly known as the"Florida Greenbook"and FDOT's Design Manual.
SCOPE OF WORK
The CONSULTANT (McFarland-Johnson, Inc.) will provide the following additional professional services under this
scope of work as related to the above described project including the installation of a fire hydrant in the vicinity of
the FBO buildings including the necessary connections to the water line on South Roosevelt Blvd. and replacement
of a dry well within the project limits that is currently not working properly.
1. Administration/Project Management
The following items of work shall be completed under the Administration/Project Management task:
A. Submission of construction, documents and a utility permit application to the Florida Keys
Aqueduct Authority.
B. Conferences (2 conference calls) and coordination efforts with the Florida Keys Aqueduct
Authority to discuss and prepare an FKAA Utility Permit.
C. Attend a pre-application meeting with the Florida Keys Aqueduct Authority.
2. Preliminary Design(50%)
A. The CONSULTANT will develop a preliminary layout showing the fire hydrant location and its
connection to the water main on South Roosevelt Blvd.
B. Incorporate the water line and fire hydrant into the Preliminary Design plans for the Access Road.
C. Incorporate the replacement of the existing dry well into the overall drainage and stormwater
design for the Access Road and parking areas.
D. Incorporate specifications for the water line and fire hydrant into the preliminary set of
specifications(project manual)for the Access Road and parking areas.
E. Include water line,fire hydrant and dry will replacement into the Preliminary Engineer's Opinion
of Probable Costs for the project.
3. Final Design(100%)
A. Incorporate water line,fire hydrant and dry well replacement into final plans and specifications for
bidding and construction purposes.

B. Obtain permits, as required, to allow construction of the project. At this time, the anticipated
additional permit required for the water line and fire hydrant are as follows:
• Florida Keys Aqueduct Authority Utility Permit
DESIGN ASSUMPTIONS
The following assumptions form the basis of this scope of work. Any changes to the following assumptions will be
considered and change in project scope and may require a change in the project budget:
• Based on preliminary discussions with the FKAA, it is assumed the water line will connect to an
existing main at South Roosevelt Blvd. in the vicinity of the access road entrance and will require a
reduced pressure detector assembly at the right-of-way line prior to the water line continuing to the
new fire hydrant.
• The dry well will either be replaced or the stormwater will be directed to another location within the ,
revised drainage system being constructed as part of the access road.
