Resolution 441-2019 RESOLUTION NO. 441 -2019
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS
OF MONROE COUNTY, FLORIDA, APPROVING PROPOSED
CHANGES TO SECTION 6.0 OF THE PERSONNEL POLICIES AND
PROCEDURES MANUAL(OFFICIAL HOLIDAYS).
WHEREAS, Section 6.01 (Official Holidays) of the Personnel Policies and Procedures
Manual (PPPM) currently provides a list of twelve(12) holidays that shall be observed by all
County offices in which functions can be discontinued without adversely affecting required services
to the public;and
WHEREAS, at the November 20, 2019 Board of County Commissioners meeting, the
Commissioners directed staff to bring back a change to the PPPM to grant December 24th as a
holiday whenever Christmas falls on a Tuesday, Wednesday or Thursday and to grant a half-day
off on December 31st whenever New Year's Day falls on a Tuesday, Wednesday, or Thursday;
and
WHEREAS, Section 2.77 of the Monroe County Code of Ordinances states that the
Personnel Policies and Review Board ("Board")to review proposed changes to the PPPM; and
WHEREAS,the Personnel Policies and Procedures Board has met,reviewed and approved
the changes listed below;
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF MONROE COUNTY,FLORIDA that:
1. Section 6.0 of the Monroe County Personnel Policies and Procedures Manual shall be amended
to add the sentences shown below:

With the exception of"A" below, the following are holidays which shall be observed by
all County offices in which functions can be discontinued without adversely affecting
required services to the public:
**New Year's Day Labor Day
Presidents Day Columbus Day
Martin Luther King's Birthday Veterans Day
Good Friday Thanksgiving Day
Memorial Day Thanksgiving Friday
Independence Day *Christmas Day
* In years when December 25t(Christmas Day holiday) falls on a Tuesday.Wednesday,
Thursday.or Friday.the County shall also observe December 24th (Christmas Eve) as a
holiday.

**In years when January 1L(New Year's Day holiday) falls on a Tuesday,Wednesday,
Thursday,or Friday,the County shall also observe one-half(1) day on December
3165(New Year's Eve) as a holiday.
In addition to the above-designated holidays, the Board of Commissioners, in its sole
discretion,may grant other special holidays during the course of a year to some,or all,
County employees.
2. The above changes shall apply to all Monroe County Board of County Commissioners
employees.
3. This resolution shall become effective upon approval.
PASSED AND ADOPTED by the Board of County Commissioners of Monroe County,
Florida, at a regular meeting of said Board held on the 11th day of Dec. A.D.,2019.
