ITEM BACKGROUND: Marty Senterfitt resigned from the Director of Emergency Management position and his last day will be November 30, 2020. A transition plan was developed under the direction of County Administrator Roman Gastesi, and included Employee Services Director Bryan Cook, County Attorney Bob Shillinger, Emergency Management Director Marty Senterfitt and Deputy Director of Emergency Management, Shannon Weiner. Due to the complexity and amount of institutional knowledge, we would like to maximize the amount of overlap time to nine (9) months and waive paragraph 2.02B of the Personnel Policy and Procedures Manual for -two individuals to fill one Director Emergency Management budgeted simultaneously from ninety (90) calendar days to two hundred and eighty six (286) calendar days. Mrs. Shannon Weiner was chosen based on her professional experience, education and certifications. Mrs. Weiner is Certified Florida Professional Emergency Manager. Her first experience in an impacted Emergency Operations Center was gained while working in the Charlotte County EOC immediately post landfall for Hurricane Charley in 2004. Most recently, Mrs. Weiner fulfilled the role of Deputy Incident Commander for the 2017 Monroe County Response to and Recovery from, Hurricane Irma. Mrs. Weiner was recently awarded a position on the Florida Preparedness Associations Certification Commission. She serves on the United States Coast Guard-Florida Keys Area Committee, the US Department of Homeland Security Task Force-South East, and as the Florida Emergency Preparedness Associations Executive Board-Area Governor for the Southeast Florida Region 7. Mrs. Weiner holds a Bachelor of Arts Degree in History and a Master of Business Administration Degree. We are seeking confirmation of this selection by the Board of County Commissioner at a starting salary of $125,000.00. The pay grade is 321 and the salary range of the position is $97,667.53 - $156,268.04. Under F.S. 125.74(1)(k), "the employment of all department heads shall require confirmation by the Board of County Commissioners." See also, Section 1-2 of the Monroe County Code. Under F.S. 252.38(b), the County Commission must approve the appointment of a county emergency management director. See also, Section 11-3(a) of the Monroe County Code. The County Commission must also inform the Florida Department of Emergency Management of the appointment of its new emergency management director.
