Professional Services" between Monroe County, Florida ("Client") and McFarland-Johnson,Inc.
("Consultant"),dated February 15,2017 ("Agreement"). The Agreement is incorporated herein and forms
an integral part of this Task Order.

Re: EYW Access Road—Permitting Support
Dear Mr. Mafera,
Birkitt Environmental Services, Inc. (Birkitt) is pleased to submit this proposal to provide
environmental services for the proposed access road at Key West International Airport(EYW).
Task 1.0 County Meeting and Site Assessment
Birkitt will prepare for the Monroe County meeting, coordinate with the Airport, and attend the on-
site meeting with Monroe County to discuss permitting requirements and to review ecological
conditions in the area of the proposed access road. During the assessment, Birkitt will gain
concurrence on the functional capacity of the on-site wetlands based on the Keys Wetland
Evaluation Procedure(KEYWEP)and on mitigation requirements based on the Uniform Mitigation
Assessment Method (UMAM). Mitigation opportunities and options will be discussed with the
County.
Task 2.0 County Permitting Support
Birkitt will provide support for obtaining required approvals from Monroe County. As part of the
submittal for the review of the site plan, Birkitt will prepare a narrative describing on-site natural
communities and any potential wildlife utilization pursuant to the Monroe County Land
Development Code (LDC). In addition, Birkitt will prepare a map of existing natural communities
including applicable Florida Landuse, Cover and Forms Classification System (FLUCFCS)codes
for inclusion in the submittal.
Task 3.0 Mitigation
•
Birkitt, in coordination with the client and EYW, will evaluate opportunities to provide
compensatory wetland mitigation for the proposed impacts. Once potential options have been
identified, Birkitt will conduct one site visit to a maximum of three (3) areas to evaluate their
potential to generate mitigation credits. As part of this assessment, Birkitt will prepare a UMAM
assessment for the selected mitigation area to identify the number of credits that would be
generated by the mitigation activities. A total of$5,000 has been allocated for this task.

Task 4.0 County Coordination
Birkitt anticipates that additional coordination with the County regarding wetland impacts will be
required during the review of the site plan. A total of$2,000 has been allocated to address County
comments and concerns during their review.
Task 5.0 State and Federal Permitting Support
Birkitt will assist the client and EYW in obtaining required approvals for wetland impacts from the
South Florida Water Management District(SFWMD)and United States Army Corps of Engineers
(USAGE). This will includes assistance in preparing responses to any Requests for Additional
Information (RAIs) or other comments issued by these agencies. A total of $2,000 has been
allocated for this task.
General Assumptions:
• Services not covered under this proposal will require an additional scope and fee.
• No on-site meetings outside of those identified above are proposed.
• Additional charges will be required if efforts require more than the allocated amount for
Tasks 3.0- 5.0.
Birkitt proposes to conduct the services outlined in the tasks above on a time and expense basis
according to our attached 2020 Schedule of Fees. Please see the table below for a breakout of
the estimated charges per task. Reallocation of budget between tasks may occur.
