Murphy, District 5 County Commission Meeting February 19, 2020 Agenda Item Number: C.3 Agenda Item Summary #6499 BULK ITEM: Yes DEPARTMENT: Engineering / Roads TIME APPROXIMATE: STAFF CONTACT: Debra London (305) 453-8754 N/A AGENDA ITEM WORDING: Approval to donate artifacts found on Pigeon Key Island during construction excavation for the Pigeon Key Ramp Rehabilitation project, valued under $5,000.00, to Pigeon Key Foundation, a Not -for -Profit 501(C)(3) organization, for display and exhibit in the on - site Pigeon Key Museum. ITEM BACKGROUND: During the excavation of the pier footer construction phase of the Pigeon Key Ramp Rehabilitation Project, archaeological monitoring of the site was conducted as required by the Florida Department of Transportation and the State Historical Preservation Office. The monitor observed and collected 30 items as listed on the "Pigeon Key Artifacts Log", an exhibit to this agenda item. The items are predominantly glass bottles common between the 1880's and 1920's as indicated on the log and documented in photographs. The monitor states in his "Archaeological Monitoring Report", an exhibit to this agenda item, "While cultural material was recovered during the course of this monitoring, it was all consistent with the known and previously documented history of Pigeon Key. No further investigation is recommended moving forward as no additional ground disturbing work is proposed. However, the recovered material does offer interpretive value as it reflects the day to day life of inhabitants of Pigeon Key during this pivotal time in Florida history. It is therefore recommended the artifacts be available for public viewing within Monroe County if possible." Staff researched the value of these items online and an "Antique Bottle Price List" is an exhibit to this agenda item. Staff contacted the County Historian Thomas Hambright for recommended disposition of the artifacts, and he indicated that they did not have display capability in his facility but recommended the Pigeon Key Foundation or the Florida Keys History and Discovery Center. Pigeon Key Foundation is a designated Not for Profit 5010 and is the recommended and interested recipient home for the artifacts as an exhibit in the on -site Pigeon Key Museum. The Florida Keys History and Discovery Center was also contacted but declined interest due to having a great many bottles and limited storage capability. Pursuant to Monroe County Procurement Code Chapterl2. Surplus Items, (5): "Property which value is estimated by the BOCC to be under $5,000.00 deemed to have no further use to the County due to obsolescence, inefficiency, or being uneconomical may be donated to another governmental entity within the County; may be donated to a private not -for -profit organization within the County or may be disposed of for value in compliance with 274.06 Florida Statutes as amended." Excerpt provided below. 274.06 Alternative procedure. —Having consideration for the best interests of the county or district, a governmental unit's property that is obsolete or the continued use of which is uneconomical or inefficient, or which serves no useful function, which property is not otherwise lawfully disposed of, may be disposed of for value to any person, or may be disposed of for value without bids to the state, to any governmental unit, or to any political subdivision, or if the property is without commercial value it may be donated, destroyed, or abandoned.
