AGENDA ITEM WORDING: Approval to advertise a Public Hearing for a Budget Amendment
for the One Cent Infrastructure Sales Surtax(Fund 304) and approval to transfer up to $2 million
dollars from One Cent Infrastructure Sales Surtax Fund (Fund 304) to the Marathon International
Airport Fund(Fund 403) as needed for FDOT grant match purposes for that Fund.
ITEM BACKGROUND: Funds are needed in the Marathon Airport Funds to cover the initial
construction costs of the Emergency Operations Center (EOC) building until such time as those
funds expensed are reimbursed to us from the Florida Department of Transportation (FDOT) and the
Florida State Department of Emergency Management (FDEM). This transaction entry will be
recorded as an expense. The intent is for the funds to be used as part of the County's FDOT grant
match requirement. This transfer is in compliance with the Board's financial policy with respect to
reserve fund balances and minimum levels of adequate operating capital.
This budget amendment is also of a routine nature to align the budgets with revenues and
expenditures of ongoing Capital Improvement Projects in Fund 304, which is done yearly.
PREVIOUS RELEVANT BOCC ACTION:
On September 19, 2018, the BOCC approved an agreement with the Florida State Department of
Emergency Management to accept a grant in the amount of$5.9M for the design and construction of
a Monroe County Emergency Operations and Public Safety Center.
On December 19, 2018, the BOCC approved an agreement with the Florida Department of
Transportation (Public Transportation Grant G1009) to accept a grant in the amount of$400,000 (to
be matched with $400,000 in County funds) for the planning, permitting, design and construction of
a non-aeronautical building (EOC) to be constructed on the SW corner of the Marathon airport
property.
On September 18, 2019, the BOCC approved the FY20 Operating and Capital Project Budget.
