TOTAL FEE ESTIMATE $46,062.00 8.TOTAL LUMP SUM FEE FOR ALL SERVICES 548,082 NEL- KEY WEST INTERNATIONAL AIRPORT(EYW) ANNEX/CUSTOMS AND BORDER PROTECTION FACILITY EXTERIOR SECURITY AND ACCESS CONTROL IMPROVEMENTS SUPPLEMENTAL SCOPE OF SERVICES I, PROJECT UNDERSTANDING AVCON, as part of the MJ team is currently working on the architectural and engineering design for the Annex Building /Customs and Border Protection Facility improvements at Key West International Airport. These improvements include implementation of a new internal layout of the building to accommodate an expansion and improved functionality of the current CBP facilities. In conjunction with the CBP Facility improvements, the existing vehicle gate (Gate #1), located to the east of the CBP and FedEx buildings, will need to be connected into the Airport's security and access control system and a guard shack installed to monitor traffic entering and exiting the SIDA. The guard shack will be a prefabricated modular building with a packaged HVAC unit, and electrical and comm service. II. DESIGN PHASE A. ,Security and Access Control for Gate #1 — The access control gate shall be automated with gate operator, access control, and video surveillance. The access control and VSS shall be interfaced with the existing EYW systems. A new communications cabinet shall be provided for security data terminations and a power source shall be provided for electrical requirements of the gate operators, lighting, and guard shack. It is currently assumed that each of the two sliding gates associated with Gate#1 will require an operator, loop,card reader,security camera, and light pole. B. uard Shack—The guard station shall be a pre-fabricated structure with electrical panel, pre-wired lighting and general power, telcom service, packaged HVAC unit, and all ancillaries. A performance specification will be developed for the pre- fabricated structure,which will include requirements for the building and associated services. Foundation and anchorage, handicap ramp (if required), and grounding shall be designed to accommodate the pre-fab building. No bathroom facilities are anticipated for this Guard Shack. C. t.,Vrnergency Power — Emergency power service will be provided for the FedEx Shipping Center and Gate #1. The existing generator in the EYW Terminal Annex (CBP Facility) shall be evaluated for capacity to provide backup power to the 240/120/1 phase service in the shipping facility and the new guard shack and Gate #1 systems. The generator will be reviewed to determine if a spare output breaker is available or if one can be added. Feeders and pathway will be provided from the generator output to a new automatic transfer switch at the FedEx Facility. A code review for the emergency power will be performed to ensure that all design is compliant and that there are no issues should one building lose power but the other does not. The client will provide copies of as-builts or other similar drawings that are available of all subject project buildings and related areas. B. Modifications to the existing fencing and gate layout associated with Gate #1 are being done by Others. Fencing and Gate plans will be provided to AVCON for use in the design of the security and access control elements and guard shack associated with Gate#1. C. A performance specification will be developed for the Guard Shack and associated features. It is assumed that the Contractor will submit shop drawings for the pre- fabricated building and associated equipment, which will be reviewed during construction phase services for conformance with the specifications and codes. D. While the scope of work does include a field assessment of the existing FedEx Building electrical system, a comprehensive code review of the building is not included. No electrical improvements to the building are anticipated. E. No security or access control improvements are being made to the FedEx Building. F. Construction Document Submittals shall be made at 90%, and 100%milestones for review and discussion with the client and other stakeholders as appropriate. Construction documents will be coordinated and phased with the on-going design and development of construction plans for the internal improvements to the CBP facility. The Exterior Security and Access Control Improvements will be included as an Additive Alternate to the Bid Package. 100%milestone is currently scheduled for September 2nd to coincide with advertisement of the CBP Bid Package. G. No bidding or construction phase services are associated with this supplemental. It is assumed that the Exterior Security and Access Control Improvements will be done as part of the Annex Building/CBP Facility improvement project.
