ITEM BACKGROUND: The trailer was put into place in 1984; it is in very poor condition and
beyond economical repair. For the past ten years or so, the trailer has been used for storage, but staff
does not recommend that use or any other use due its condition.

Governor In conjunction with Robert Glassmer, Monroe County Public Works/Upper Keys, Andrew
lohn H.Armstrong,MD,FRCS Bulla, from my staff, has inspected the contents of the County owned-trailer adjacent to the
Surgeon General&Secretary old Tavernier health clinic. The Florida Department of Health in Monroe County vacated this
facility and trailer several years ago when we moved to the Roth Building. The broken and
inoperable file cabinets were left in the trailer. Mr. Bulla determined that these old health
clinic file cabinets are inoperable, have no salvage value, and also do not have Monroe
County inventory tags. Mr. Bulla recommends destruction of these old file cabinets.
Since Public Works is in the process of requesting BOCC approval of the removal of the trailer
adjacent to the old health clinic, I would appreciate that the rusted and inoperable file
cabinets (formerly used and abandoned by the Florida Department of Health in Monroe
County due to inoperability when the facility was relocated to High Point Rd, Tavernier) be
included with the removal and demolished.
Please confirm that this proposal is acceptable.

As per your instructions, I've inspected the Old Tavernier Health Department Trailer at 148 Georgia Street.
In 1984 Public Works adjoined the 30' by 10' trailer to the main Health Department Building by ramp. For the
past ten years, or more, this 29 year old trailer has been storage for file cabinets and old furniture owned by the
Health Department. I received permission from the Health Department to remove and destroy the file cabinets
and furniture left behind and did so.
My inspection included HVAC, Plumbing, Electrical, Structural, Interior finishes and Roof. I found, there is no
HVAC; the plumbing has been gone for years, the electric has been disconnected for years, structure wise the
axles are frozen and the towing tongue has broken off, the interior has gotten wet and is full of mold behind
paneling and plywood floors, lastly the roof has been leaking without any noticeable attempt at repairs. I've
supplied pictures.
Since I see no possible use or service for this trailer and see the cost of restoration to be more than its actual
worth I would like to recommend its disposal. The disposal fees would be approximately $600.00 with an
additional employee and equipment fee of $3000.00, but we will gain recycle fees.
Finally at your request, we are removing a portion of the ramp and will repair the rest; paint the building's
exterior, interior and thoroughly clean the area inside and out.
