Dear Brittany:
The Key West International Airport recently awarded the Taxiway A Rehab. & Lighting contract to
General Asphalt in the amount of$9,691,602.25. The project was to be funded 90% AIP, 5% FDOT and
5% Local Match.
There are also two additional expenditures for this project: PSO 12f 15-60 with Jacobs for construction
administration services in the amount of $573,956, and an unanticipated but required FAA inspection
services agreement in the amount of $77,990.07, bringing the total project cost to $10,343,548. The
balance after the FAA's 90% contribution is $1,034,355, and although we are grateful FDOT contract
G0I56 is providing $325,000 in funding, to keep the project viable and assist EYW with our current
financial situation, EYW respectfully requests FDOT's approval to share the $1,034,355 balance 50l50 by
using an additional $193,000 from the FDOT EYW Airfield Improvements contract G 1007.

Airline Agreement Consulting Services
OUR UNDERSTANDING
Monroe County (the County) is requesting support for airline agreement consulting services for the development
of a new Airline Use and Lease Agreement (Airline Agreement) for the Key West International Airport (the Airport),
The County intends to execute the Airline Agreement to be effective on or around January 1,2021.
OBJECTIVE
The objective of this task is for Ricondo &Associates, Inc., (Ricondo) to support the County with the development
of and the negotiation of the Airline Agreement.
PROJECT SCOPE
Ricondo will provide assistance with the negotiation and development of the Airline Agreement and related financial
planning support. This task will include drafting certain provisions of the Airline Agreement; assistance with the
development of the rate making methodology; preparation of meeting documentation for airline negotiations of
the Airline Agreement; participation in the airline meetings; and other services related to the negotiation and
development ofthe Airline Agreement and associated financial planning for the capital improvement program(0P)
resulting from the development of the rate-making methodology.
TASK 1 - PREPARATIONS FOR AIRLINE NEGOTIATIONS
The County has monthly meetings scheduled with the Airlines operating at the Airport from March through
approximately September 2020 for negotiation of the rate-making methodology and the terms of the Airline
Agreement. Ricondo will assist with the development of the agenda for the upcoming meetings, preparation of the
meeting materials and participation in strategy conference calls and meetings with the County. RicondowiU also
maintain the schedule to keep the process on track for the execution of the Airline Agreement as well as future,
related financial tasks.This task assumes three in-person meetings.
TASK 2 - DEVELOP THE NEW AIRLINE AGREEMENT
Ricondowi|| assist the County with the development of the Airline Agreement drafts and will maintain the current
version of the Airline Agreement draft.During the Airline Meetings, Ricondo will keep track of edits and incorporate,
when appnophate, into the master document. RicmndmvviH also assist in the development of the Exhibits to be
included in the Airline Agreement.
TASK 3 - PARTICIPATE IN MONTHLY AIRLINE MEETINGS
RicondovviU assist with the development of the agenda for the upcoming meetings, preparation of the meeting
materials and participation in monthly meetings with the County. This task assumes seven in-person meetings.

TASK 4 - OTHER SERVICES
Ricondo will provide financial planning Support to the County related to the development of the Airline Agreement
and preliminary planning for the implementation of the County's capital improvement program as well as related
tasks as requested by the County.
PROPOSED SCHEDULE
It is anticipated that the scope of work and schedule would be undertaken within approximately 12 rnonths and be
concluded by April 2021.

Dear Mr. Strickland:
Ricondo & Associates, Inc. (Ricondo) is pleased to submit this proposed scope of work to provide airline
negotiation consulting services for the development of a new Airline Use and Lease Agreement (Airline
Agreement)for the Key West International Airport.
Ricondo will provide assistance with the negotiation and development of the Airline Agreement and related
financial plinning support; draft certain provisions of the Airline Agreement; assist with the development
of the rate-making methodology; prepare meeting documentation for airline negotiations of the Airline
Agreement; participate in the airline meetings; and other services related to the negotiation and
development of- the Airline Agreement and associated financial planning for the capital improvement
program resulting from the development of the rate-making methodology.A detailed scope of the services
is attached.
BUDGET AND SCHEDULE
Ricondo proposes to perform the services described in the attached Scope of Set-vices for a IUMP SLIM Of
$49,859. It is anticipated that the scope of work and schedule would be undertaken within approximately
12 months and be concluded by April 2021.
