AGENDA ITEM WORDING: Approval of a Resolution requesting that FEMA extend flood re-
mapping review process for 18-months.
ITEM BACKGROUND: Fair Insurance Rates in Monroe ("FIRM") has approached the County
and urged the County to send a letter to the Federal Emergency Management Agency ("FEMA")
requesting that, due to COVID-19, FEMA postpone all furtherance of the flood mapping process for
a period of at least eighteen months.
Staff also agree that a delay is warranted. County outreach meetings have been cancelled and given
the direction for social distancing, it is not possible to do the appropriate citizen education on the
mapping.
The proposed resolution outlines the timeline of the COVID-19 and emergency declaration as well
as the impact of the virus on the ability of the County staff to dedicate resources to upcoming
engineering analysis and further needed inputs.

20 WHEREAS,On March 11,2020,the World Health Organization declared the novel coronavirus a pandemic;and

22 WHEREAS,On March 13,2020,the President of the United States issued an Emergency declaration for the entire State cv
23 of Florida(EM=3432),declaring a state of emergency because of the Coronavirus Disease 2019(COVID-19);and
24
25 WHEREAS, On March 9, 2020, Florida Governor Ron Desantis issued Executive Order Number 20-52, declaring a
26 state of emergency because of the Coronavirus Disease 2019 (COVED-19), and then subsequently expanded emergency
27 orders closing many lodging,dining and non-essential businesses;

29 WHEREAS,The Florida Department of Health(DOH)issued a Declaration of Public Health Emergency on March I, r_
30 2020,stating that COVED-19 is a threat to public health in Florida;and

32 WHEREAS,The County declared a local state of emergency on Sunday March 15,2020;has extended said emergency
33 to the present day;and

35 WHEREAS, the impact has created financial devastation communitywide, severely curtailed the availability of
36 business,government and especially healthcare services;and

38 WHEREAS, non-essential workers have been strongly encouraged to shelter at home, with many around the nation
39 attempting to work remotely;and

41 WHEREAS,all efforts are focused on the prevention of the spread of this virus and reducing the resulting death toll; 0

44 WHEREAS, the cumulative global, national, state and local impacts render it impossible for communities such as
45 Monroe County to actively participate in the flood-mapping RISK Map process already underway. with pending FEMA
46 deadlines for detailed engineering analysis,alternatives and appeals;and

48 WHEREAS,the County must muster all resources toward the immediate safety of its citizens,and then to the recoveryCL
49 and restoration of its devastated economy which alone could easily consume one entire year the detailed focus necessary
50 upon the flood remapping effort can not prevail,

1 NOW THREFORE BE IT RESOLVED BY THE BOARD OF COUNTY S
2 COMMISSIONERS OF MONROE COUNTY, FLORIDA:

4 Section 1. The Board hereby adopts the recommendation for FEMA to suspend/postpone
5 all furtherance of the flood-remapping process for a period of at least eighteen (18)
6 months.

8 Section 2. This Resolution shall become effective immediately upon adoption

11 PASSED AND ADOPTED by the Board of County Commissioners of Monroe County, Florida,
