Multi-Year Grant Agreement/letter amendment for grant 43-12-0037-060-2019 as executed by the
Director of Airports to expedite processing and FAA execution during the COVID-19 crises. The
grant provides FY2020 funding in the amount of $2,800,000 ($6,532,955 was received in FY2019)
for the Rehabilitation of Taxiway A Pavement and Lighting Construction project at the Key West
International Airport. The project will be funded 90% by FAA, 5% FDOT and 5% Passenger
Facility Charge (PFC418).
ITEM BACKGROUND: The age of the pavement combined with increased traffic and aircraft
size has resulted in the need to rehabilitate Taxiway A that runs parallel to Runway 9-27, along with
the stub taxiways to and from Runway 9-27, and the parking aprons. The project also includes
modifying taxiway geometries to conform with the latest FAA standards, and rehab of the taxiway
lighting system including replacement of taxiway edge light fixtures.
PREVIOUS RELEVANT BOCC ACTION: On September 18, 2019, the original grant agreement
was ratified, and at the same meeting, a similar action was approved when the BOCC authorized the
Director of Airports to execute an FAA Noise Insulation Grant to expedite processing and FAA
execution.
CONTRACT/AGREEMENT CHANGES:
Adds $2,800,000 in additional funding and updates administrative language that needed to be
changed in the original grant

19,2019 requires an administrative amendment; no funding changes have been made. For multi-year grants,the
maximum Federal obligation is the initial fiscal year's funding, $6,532,955, which may be increased by additional
amounts, subject to availability of funding. The FAA will establish additional amounts for each subsequent fiscal
year of funding by a letter to the Sponsor. Please be advised this is not a reduction in grant funding; this is a
correction of the Ian uage in the original agreement.

WHEREAS,this project will not be completed during fiscal year 2019, and the total U.S.share of the
estimated cost of completion will be$9,332,955.

I. Maximum Obligation.The maximum obligation of the United States payable under this offer is
$6,532,955. The following amounts represent the breakdown of the maximum obligation for the
purpose of establishing allowable amounts for any future grant amendment, which may increase the
foregoing maximum obligation of the United States under the provisions of 49 USC §47108(b):
$ 0 for planning
$6,532,955 airport development or noise program implementation; and
$0 for land acquisition.
Except as explicitly amended by this letter,the original grant agreement of August 19,2019 shall continue in full
force and effect in accordance with its terms and conditions. The grant agreement shall not be modified in any way
except by written agreement from both parties.

Multi-Year Letter Amendment No. 1
This letter transmits the Federal Aviation Administration's (FAA) current fiscal year 2020 `V
statement of the maximum obligation for the above-referenced Grant Agreement.
This Grant Amendment commits the FAA, acting for and on behalf of the United States of
America, to increase the maximum obligation, of the United States, as set forth in the Grant
Agreement accepted by the sponsor on August 19, 2019; and authorized under Section T
47108(a) of Title 49 United States Code (U.S.C.) as amended. The maximum obligation is
increased by $2,800,000 (from $6,532,955 to $9,332,955)to include the current Fiscal Year
2020 obligation of the subject multi-year Grant Agreement.
Under the terms of the Grant Agreement, this document is incorporated into, and constitutes
Letter of Amendment No. 1 to the above referenced Grant Agreement. All other terms and
conditions for the Grant Agreement remain in full force and effect.
