ITEM BACKGROUND: On March 1, 2020, the Governor of Florida issued Executive Order Number 20-51 directing the State Health Officer and Surgeon General to declare a Public Health Emergency due to the discovery of COVID-19/novel Coronavirus in Florida. The Monroe County Mayor declared a State of Local Emergency on March 15, 2020, due to COVID-19/novel Coronavirus, a "initiate protective measures necessary to ensure the health, safety, and welfare of residents and visitors." During this period of time, the Planning & Environmental Resources Department staff are prioritizing and continuing to process applications already in progress (pending applications), but are not accepting new applications for the Planning & Environmental Resources Department in an effort to maintain safety, and because applications cannot proceed to required public meetings/hearings, based on the County following the Center for Disease Control and Prevention (CDC) and State Department of Health (DOH) Directives. Monroe County is enacting a 180-day temporary emergency suspension of the expiration of ROGO and NROGO allocation awards, due to the impacts of COVID-19/novel Coronavirus. For those allocation awards for which award letters were issued prior to March 15, 2020, and not already expired, building permits must be issued within 180 days of March 15, 2020 (on or before September 11, 2020), notwithstanding the deadline specified in the award letter. Monroe County is deferring the issuance of allocation award letters. Upon issuance of the award letters, applicants will be given 180 days to pick up building permits. The Planning & Environmental Resources Department may notify applicants/agents via email, when email addresses are provided in Packet Pg. 2171 J.6 the application, rather than utilizing regular mail/certified mail. Monroe County is deferring the processing of new and existing ROGO and NROGO applications and Planning Commission review for Quarter 3 of the ROGO/NROGO Year 28 (Jan. 14, 2020-April 13, 2020). Quarter 3 of the ROGO/NROGO Year 28 (Jan. 14, 2020-April 13, 2020) and Quarter 4 of the ROGO/NROGO Year 28 (April 14, 2020-July 13, 2020) shall be combined for evaluation and award of allocations. Any existing pending applications that require public meetings/hearings will not be moved to public meeting/hearing until further notice. For applicants notified prior to March 15, 2020, of the eligibility to submit administrative relief applications, the deadline is tolled for 180 days from March 15, 2020; applications must be received on or before September 11, 2020, notwithstanding the deadline specified in the notification letter.
