AGENDA ITEM WORDING: Approval to execute an Amended Letter of Agreement with Crime
Stoppers of Miami-Dade County, Inc. (CS) for a three (3) year period authorizing CS to apply for
grants available for use in Monroe County and cancelling the Letter of Agreement dated April 19,
2018, as of June 30, 2020.
ITEM BACKGROUND: Pursuant to F.S. Sec. 16.555(5)(b) any county may apply to the Florida
Department of Legal Affairs for a grant collected in the judicial circuit in which the county is
located. However, a grant may only be awarded to counties which are served by an official member
of the Florida Association of Crime Stoppers. Crime Stoppers of the Florida Keys previously merged
with Crime Stoppers of Miami-Dade County, Inc. Crime Stoppers of Miami Dade will now serve as
Monroe County's representative.
The BOCC approved a Letter of Agreement dated April 19, 2018, for a three-year term, which
commenced on that date and terminates on April 18, 2021. The State Crime Stoppers Trust Fund
has requested that all governmental entities receiving these trust funds be on the same grant cycle,
which will run concurrent with the State of Florida budget cycle. The new term would commence
on July 1, 2020, and terminate on June 30, 2023. In order to be on the same grant cycle as other
recipients, Monroe County needs to cancel its current Agreement and enter into a new agreement
with a term to commence on July 1, 2020. This Amended Letter of Agreement provides for
cancellation of the current Agreement as of June 30, 2020, and an effective date on this new
Amended Agreement to commence on July 1, 2020. The parties would have no further obligations
under the initial Letter of Agreement dated April 19, 2018, after its cancellation on June 30, 2020.
PREVIOUS RELEVANT BOCC ACTION:
April 19, 2018 County executed a new Letter of Agreement with Crime Stoppers of
Miami-Dade County, Inc. to apply for grants available for use in Monroe
County and to maintain proper financial records. The term commenced on
April 19, 2018, through April 18, 2021.

AMENDED LETTER OF AGREEMENT
This letter of agreement is entered into this 15th day of April, 2020, by and between Monroe W
County oar of County Commissioners (Board) and Crime Stoppers of Miami-Dade
County, Inc. (CS) a non-profit Florida Corporation. The parties agree as follows:

1. The Board hereby authorizes CS to apply for grants from the State Crime Stoppers Trust
Fund that may be available for use in Monroe County. The CS is also authorized to
administer such grants on behalf of Monroe County.
2. In carrying out the duties described in paragraph 1, CS agrees to keep its financial records
pertaining to Crime Stoppers grants in accordance with generally accepted governmental
accounting principles and to make those records available to auditors employed by the
County or State upon reasonable request. If an audit reveals that grant funds have been a,
spent in a manner contrary to the terms of the grant, or the audit reveals any other
irregularity in the expenditure of the grant funds, any reimbursement of grant funds to the
State, plus any applicable interest or penalties, is the sole responsibility and liability of CS
and not of Monroe County. �
3. On April 19,2018, the Board approved a Letter of Agreement with CS for a three(3) year
term, which commenced on April 1 , 2018, and will terminate on April 18, 2021. The
State Crime Stoppers Trust Fund has requested that all governmental entities receiving 0)

. The parties mutually agree that the Letter of Agreement dated April 19, 2018, shall be 2

cancelled as of June 30, 2020, with neither party having any further duty, obligation or
liability to the other under the terms of the April 1 , 2018, Letter of Agreement.
. The term of this Amended Letter of Agreement shall commence on July 1, 2020, and will
continue for a period of three (3) years from that date with a tennination date of June 30,
2023, in accordance with State Administrative Rule 2A®9.002(2) Grant Eligibility. E
. The effective date of this Amended Letter of Agreement shall be July 1, 2020. �
