AGENDA ITEM WORDING: Approval of a task order with M. T. Causley, Inc. to provide State
required Building Inspection Services for the Plantation Key Courthouse Project. This task order is
needed due to the closure of the Village of Islamorada building department and is for a not-to-exceed
amount of$50,000.
ITEM BACKGROUND: The new Plantation Key Courthouse and Detention Center is currently
under construction. The State of Florida Building Code requires routine building inspections that are
normally performed by the Village of Islamorada Building Department. Due to the current COVID-
19 pandemic, the Village of Islamorada is no longer providing inspection services which requires
that the County hire a private provider in order to ensure that construction proceeds. The County has
a continuing services contract with M.T. Causley, Inc. and M.T. Causley is currently onsite at the
Plantation Key Courthouse jobsite performing Threshold Inspection Services for the project already.

support services.

TASK ORDER FOR PROFESSIONAL SERVICES
BETWEEN MONROE COUNTY AND
M.T. CAUSLEY,LLC
FOR
PLANTATION KEY COURTHOUSE AND DETENTION CENTER
INSPECTION SERVICES
In accordance with the Consultant Contract for Professional Support Services, made and entered
into on March 19, 2014, and as First Amended on August 20, 2014, and as Second Amended on
February 18, 2015, and as Third Amended on March 18, 2015, and as Fourth Amended on
February 10, 2016, and as Fifth Amended on November 14, 2017 and as sixth amended on March
21,2018, and as seventh amended on May 16,2018, and as eighth amended on February 20,2019, y
between MONROE COUNTY, hereinafter referred to as the "County," and M.T. CAUSLEY,
LLC hereinafter referred to as "Consultant," where professional services, including Inspection
Services, are allowed, hereinafter referred to as the "Contract".
All terms and conditions of the Contract as amended apply to this Task Order, unless this Task
Order amends, adds, or modifies a provision or an Article of the Contract of which will be
specifically referenced in this Task Order and the amendment, addition, or modification shall be
precisely described. These additions apply only to the project referenced in this Task Order.
This Task Order is effective on the P day of April, 2020.
WHEREAS, National, State and Local Emergency declarations have been issued due to the y
pandemic caused by the 2019 Novel Coronavirus (COVID-19); and o
WHEREAS, the new Plantation Key Courthouse and Detention Center is currently under
construction and the County wishes to continue construction which has been designated as an
"essential" service by the Federal, State and Local governments; and i
WHEREAS, the Village of Islamorada Building Department has ceased performing building le
inspection services mandated by the Florida Building Code during the pandemic necessitating the
use of a private inspection provider.
NOW, THEREFORE, in consideration of the mutual promises and covenants set forth below, the
parties agree as follows:
1. In accordance with Article II, SCOPE OF BASIC SERVICES and Exhibit A of the
Contract, the Consultant will perform inspection services as described in Attachment A
hereto.

2. In accordance with Article III (COMPENSATION) of the Contract, the County shall pay
the Consultant a Not-to-Exceed amount of Fifty Thousand and 00/100 Dollars
($50,000.00) paid monthly based upon actual hours of work performed and upon approval
of the Project Manager and the Director of Project Management.
All other Terms and Conditions of the Task Order shall remain in accordance with the Contract as
amended.

ATTACHMENT A
I. Inspection Services
A. MTC will perform inspections required by the Florida Building Code,typically performed by the Village
of Islamorada Building Department personnel. Inspections will be performed by State of Florida licensed
inspectors. Inspections will be performed on an "as requested" basis with the exception of project _
manager,and engineer oversight. Pursuant to the Florida Building Code, a registered professional
engineer will oversee the work being performed by the inspectors on a regular basis. We estimate the CL
engineer's oversight billing not to exceed 25%of the field inspector's total billing.
B.A pre-construction meeting shall be scheduled prior to construction commencing. MTC will meet

with the general contractor,and if possible,the sub-contractors to deliver the required inspection
logbook, review the project schedule,and inspection procedures. MTC shall not be responsible if the y
contractor does not comply with agreed upon inspection procedures.
C. Inspections will be performed once the required permits are issued. Required revisions and shop -�—
drawings will need to be reviewed by the Village, permitted and available on the job site. Concealed
work that has not been previously inspected will have to be exposed,at the Client's expense,and
inspected. Repair work can be done upon inspection approval.
D. MTC's Project Manager will assist the GC with all outside agencies,such as but not limited to,Zoning,
WASA,and Public Works,to close out of all agency requirements. Project Manager and MTC Inspectors
will meet with the Village Inspectors on the job site to facilitate audit inspections. Upon successful
completion of all required items, staff will ensure all permits are properly finalized and obtain a

Temporary Certificate of Occupancy(TCO)and/or Certificate of Occupancy or Completion.
E. Proposed Inspection Services:
• Building Inspections(i.e.drywall, insulation,framing,fire penetration,window,door buck,final)

• Roofing Inspections(i.e. insulation, in-progress and final for membrane) Mechanical Inspections
(i.e. rough,final, ductwork)
• Electrical Inspections(i.e. rough, low voltage, underground,final)

• Plumbing Inspections(i.e. rough and final)
II. Procedures and Requirements:
A.A meeting with contractor and subcontractors along with MTC inspectors is required prior to the 0
commencement of construction. y
B.The on-site superintendent will be responsible for requesting inspections.
C.On-site location to be supplied to MTC for required documentation and storage
D.Three copies of each inspection report can be generated and distributed as follows:
• On-site logbook
• MTC—digital copy of the inspection is available through MTC's website
• Village of Islamorada Building Department(if required)

E.Only inspections performed will be compensated.
F.Threshold inspections and oversight are not included in the scope of this Proposal.
III. Fee
A. MTC will perform the professional services set forth above, based on$78.00 per hour,with a 4-
hour minimum. Professional services are estimated at$50,000.00 for three months. No
services surpassing the allotted task order amount will be billed additionally without prior

approval by the County.
B. Hourly rate is inclusive of personnel,vehicle,computer, cell phone and other miscellaneous
equipment necessary to perform the requested services.
C. Invoices for work accomplished to date will be submitted monthly and are payable within thirty
(30)days of submittal. Billing will be based on actual hours worked. y
IV. Exclusions
A. This proposal does not include provision for any engineering,architectural,construction or
other professional services that may be offered by MTC not specifically provided for under ca
section I above.
B. Any services not specifically included in this proposal will be considered additional services and W
be addressed in a separate scope of professional services should that be necessary.
