Scope of Services for
Passenger Facility Charge Amendment Consulting Services
OUR UNDERSTANDING
Monroe County(the County) is requesting support to amend Passenger Facility Charge(PFC) applications, No. 16-
16-C-00-EYW(PFC#16)and No. 19-1 B-C-00-EYW(PFC#18) for submission to the Federal Aviation Administration
(FAA)for review and subsequent approval for Key West International Airport(EYW). Based on information provided
from EYW the following projects require Type A amendments:
a PFC#16— 16-002 Baggage Handling System Upgrades
® PFC#18—18-002 Terminal Departure Area Modification®Construction
Is PFC#18—18-009 Baggage Handling System (BHS) Upgrades Phase 2
OBJECTIVE
The objective of this task is for Ricon do &Associates, Inc., (Ricondo) to support, prepare, and submit amendment
request for PFC#16 and PFC#1 B.
PROJECT SCOPE
TASK 1: PREPARATION OF PFC #16 AND PFC #18 TYPE A AMENDMENT PACKAGES
Ricondo will coordinate with EYW staff to prepare documents and follow the procedures according to 14 CFR Part
158.37 guidance to meet the requirements for a Type A amendment submission. A Type A amendment does not
require an Air Carrier Consultation Meeting since the proposed amended projects do not increase the approved
PFC collection authority by 25 percent or change the scope of the original project.
This task will include the following:
a Participate in Project kick-off meeting
w Review and compare project actuals to approved PFC project collection and use authority
III Review EYW provided details for amendment justifications
E Prepare FAA For 5500-1 and FAA-SOAR Amendment Request Forms
III Prepare current and proposed PFC collection authority and forecast expiration date tables
* Review the 2018 ACAIS Report to determine what air carriers will receive the amendment request Notice
* Draft a Notice to Air Carriers letter informing air carriers of amendment actions
III Prepare mailing address for EYW to send amendment details

TASK 2: PREPARATION AND SUBMISSION OF PFC AMENDMENTS
Ricondo will prepare and submit the PFC amendment package requests for PFC #16 and PFC #18. Ricon will
provide the following:
• Prepare amendment packages,which will include:
- Finalize FAA letter requesting PFC amendments
- Finalize FAA For 5500-1
Finalize FAA-SOAR PFC Amendment form
Prepare Tables that include: 1) Current and proposed status of PFC impose and use authority, 2) PFC
revenue collection projections
A request to exclude a class of air carriers from the requirement to collect a PFC,
Any additional information required by the FAA
• Submit amendment request packages to FAA
TASK 3: PREPARATION OF AIR CARRIER NOTIFICATION OF PFC AMENDMENT
APPROVAL
Following FAA approval to amend PFC #16 and PFC #18, Ricon will prepare a notification letter for EYW to
transmit tothe air carriers. icondo will provide the following:
IN Prepare Air Carrier Notification of amendment approval;which will include:
The level of PFC to be imposed;total revenue to be collected
The charge effective date
The proposed charge expiration date
A copy of the FAA's notice of approval
COST PROPOSAL AND PROPOSED SCHEDULE
Ricondo proposes a lump-sum budget of$5,421 1. It is anticipated that the scope of work and schedule would be
undertaken within approximately three months and be concluded by August 2020.
The lump-sum budget amount is based on the three identified projects in the scope of work.Any modification or addition to these identified
projects will require a revision in the scope and budget of this task.
