RESOLUTION NO. 141 -2020
A RESOLUTION OF THE MONROE COUNTY BOARD OF COUNTY
COMMISSIONERS APPROVING THE RESERVATION OF ONE (I)
AFFORDABLE HOUSING ALLOCATION CONSISTING OF ONE (1)
MODERATE INCOME CATEGORY ROGO ALLOCATION FOR A
PROPOSED AFFORDABLE EMPLOYEE HOUSING DWELLING UNIT ON
STOCK ISLAND ON PROPERTY MORE PARTICULARLY LEGALLY
DESCRIBED AS SITUATED ON LOTS NUMBERED 27 AND 28 OF SUN
KREST SUBDIVISION, A SUBDIVISION OF A PART OF GOVERNMENT
LOT 1, SECTION 34, TOWNSHIP 67 SOUTH, RANGE 25 EAST,
ACCORDING TO THE PLAT THEREOF IN PLAT BOOK 1, PAGE 107, OF
THE PUBLIC RECORDS OF MONROE COUNTY, FLORIDA, AND
CURRENTLY HAVING PROPERTY IDENTIFICATION NUMBER
00132680-000000, UNTIL MARCH 18, 2021, FOR BUILDING PERMIT
ISSUANCE.
WHEREAS,the State of Florida and all local governments in the Florida Keys(each subject to Area
of Critical State Concern mandates relating to housing affordability)recognize the need for affordable housing
throughout the state and particularly in the Florida Keys where developable land for housing is extremely
limited and expensive;and
WHEREAS, the challenge of providing affordable housing opportunities in the Florida Keys is one
requiring sensible and responsive use of residential dwelling unit allocations, including implementation of
long-term preservation mechanisms; and
WHEREAS, due consideration should be given to relevant factors such as the capacity for allocation
recipients to promptly transform allocation awards/reservations into finished and occupied
affordable/workforce housing units; and
WHEREAS, Monroe County Land Development Code ("LDC") Section 138-24(bX2) allows the
Monroe County Board of County Commissioners (`BOCC") to authorize reservations for "specific
affordable or employee housing projects participating in a federal/state housing financial assistance or tax
credit program or receiving some form of direct financial assistance from the county upon written request from
the project sponsor and approved by resolution of BOCC";and
WHEREAS, the subject property's complete legal description is as follows: "On the island of Stock
Island and being Lots numbered 27 and 28 of SUN KREST SUBDIVISION, a subdivision of a part of
Government Lot 1. Section 34,Township 67 South,Range 25 East,according to plat thereof recorded in Plat
Book I, Page 107, Public Records of Monroe County, Florida. And, also a parcel of submerged land in
Section 35, Township 67 South, Range 25 East, Stock Island, Monroe County, Florida, lying southerly of
and adjacent to Lots 27 and 28 of SUN KREST SUBDIVISION,as recorded in Plat Book I,Page 107,Public
Records of Monroe County, Florida, more particularly described as follows: Begin at the SW corner of said
Lot 27,said SW corner being at the mean high water mark of Cow Key Channel;thence Northeasterly along
said mean high water mark to the SE corner of said Lot 28 of SUN KREST SUBDIVISION; thence

Southeasterly along the extension of the easterly line of said Lot 28,221.0 feet;thence with a deflected angle
to the right of 101° 30' run Westerly 102.1 feet, more or less, to the intersection with the southwesterly
extension of the Westerly line of said Lot 27;thence Northwesterly along said Southeasterly extension 210.0
feet. more or less,to the Point of Beginning."; and
WHEREAS. Mobile Homes Holdings Suncrest, LLC, is proposing to develop the subject property
with one affordable employee housing unit subject to ROGO and seven ROGO-exempt affordable housing
units: and
WHEREAS. Mobile Homes Holdings Suncrest, LLC, is applying for Federal assistance for the U.S.
Department of Housing and Urban Development("HUD") under the Community Development Block Grant
-Disaster Recovery("CDBG-DR")program for development of eight affordable employee housing dwelling
units;and
WHEREAS, LDC Section 138-24(b)authorizes the reservation of affordable housing ROGO
allocations by the BOCC for specific housing programs,which includes projects participating in a
federal/state housing financial assistance;and
WHEREAS,the reservation of affordable housing allocations for the above anticipated project,does
not exempt the project from applicable requirements for the Monroe County Comprehensive Plan, any other
regulatory requirements;and
WHEREAS, Mobile Homes Holdings Suncrest, LLC, shall obtain all required approvals from the
Monroe County Planning& Environmental Resources Department for the project:and
WHEREAS.Mobile Homes Holdings Suncrest,LLC,shall obtain permit(s)for the affordable housing
dwelling unit by March 18,2021; if the permit(s) is not issued,the allocation shall revert to the County.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF MONROE COUNTY,FLORIDA:
Section I. The foregoing recitals are true and correct, and are hereby incorporated as if fully set
forth herein.
Section 2.The Monroe County Planning and Environmental Resources Department shall reserve one
(I) affordable housing ROGO allocation consisting of one (I) moderate income category affordable housing
ROGO allocation,for the above-referenced project on the lots numbered 27 and 28 of Sun Krest Subdivision,
a subdivision of a part of Government Lot 1, Section 34,Township 67 South, Range 25 East,according to the
Plat thereof in Plat Book I, Page 107, of the Public Records of Monroe County, Florida, until March 18.
2021.

Section 3. The developer must obtain the building permit for the one affordable/employee
housing unit on or before March 18t1', 2021.
Section 4. The developer shall comply with all Monroe County requirements, all applicable
Building Code requirements,and any other oversight agencies and their respective regulatory requirements.
Section 5. The Planning and Environmental Resources Department and Building Department
staffs are hereby authorized to expeditiously process permit related applications for the above referenced
project when received.
