ITEM BACKGROUND:
In the aftermath of Hurricane Irma, Congress appropriated $616 Million for the State of Florida in
the aftermath of Hurricane Irma. The Department of Economic Opportunity (DEO) developed a
Community Development Block Grant - Disaster Recovery (CDBG-DR) Action Plan. The State of
Florida notified Monroe County on November 26, 2019 that they intended to award $15 Million to
the unincorporated County to implement the Voluntary Home Buyout Program (VHBP). On March
13, 2020, Monroe County received the Sub-recipient agreement for approval by the BOCC. This
program does not require a local match and allows 5%to be set aside for Project Management Costs.
The purpose of Rebuild Florida's CDBG-DR Voluntary Home Buyout Program is to acquire
properties that are in high-risk flood areas to help reduce the impact of future disasters, and to assist
property owners to relocate to less risk prone areas. This FTE position will support property
acquisition, structure demolition and conversion of the land to open space or storm water
improvements that alleviate flooding. The property must be deed-restricted in perpetuity to open
space uses or to restore and/or conserve the natural floodplain functions.
Further, this FTE will continue Planning Department tasks associated with the coordination and
promotion of land acquisition and the retirement of development rights throughout the Keys, with
the legal department, County Land Authority, and Department of Environmental Protection (DEP).
This has been a growing function and the FTE will continue to provide analysis and research for
DEP and the Land Authority. Therefore, Fund 148 will fund a portion of the position for the non
CDBG-DR Voluntary Buyout Program.

grant application to DEO on 07/22/19, Agenda Item 5883 approving a resolution for CDBG-DR

GENERAL DESCRIPTION
Provides primary management support for the various land acquisition programs focused on both non-
conservation and conservation land, such as the Less-Than-Fee Program, the Florida Forever Program, the
Community Development Block Grant—Disaster Recovery Voluntary Home Buyout Program, land acquisition
needed for the Hazard Mitigation Grant Program, the Density Reduction Program and other departmental
initiatives and county priorities. Functions also include management of grants to support the various land
acquisition programs, including procurement and contract management of vendors. Serves as liaison between
the Planning &Environmental Resources Department and the Florida Department of Environmental Protection,
Division of State Lands for conservation land acquisition activities. Serves as liaison between Monroe County
and the Department of Economic Opportunity for the Voluntary Home Buyout Program.
KEY RESPONSIBILITIES
1. * Implement and coordinate the Voluntary Home Buyout Program, including program tasks such as 0
applicant intake and eligibility analysis, environmental reviews,land purchases, structure demolition and y
site stabilization. :5
2. * Serve as project manager for the Voluntary Home Buyout Program grant, including grant functions rr
associated with coordination and reporting to the Department of Economic Opportunity. m
3. * Oversee contracts and vendors utilized to implement the Voluntary Home Buyout Program.
4. * Implement and coordinate needed land acquisition tasks for the Hazard Mitigation Grant Program. '
5. * Prepare LOUs for the Florida Department of Environmental Protection Division of State Lands (DSL)
and support DSL as needed with information requests and other data consistent with the Agreement
approved by the BOCC.Participate in County Review Team for potential density-reduction parcel
acquisitions, including researching parcel history/data 0.
6. Conduct planning/ROGO reviews for parcels potentially acquired by MCLA for density-reduction purposes
7. Prepare ADA-compliant monthly land acquisition funding report and graphic for BOCC and other users.
8. * Support the continuing implementation of the Less-Than-Fee Program, including providing planning
reviews for acquisition of TDRs under the Less-Than-Fee Program, and coordination of data from other .2-
planning staff involved in the reviews
9. Attend Florida Acquisition and Restoration Council meetings as needed and represent Monroe County on
the Florida Local Environmental Resource Agencies (FLERA) Land Conservation Committee and at the 0
Florida Public Land Acquisition and Management(PLAM)Partnership Conference
10. * Coordinate tracking of non-conservation land acquisitions for GIS layers and tracking in
CommunityPLUS
11. Assist with BOCC agenda items pertinent to land acquisition programs and grants
