AGENDA ITEM WORDING: A resolution by the Monroe County Board of County
Commissioners extending the authorization of the placement, location, duration, type(s) of sheltering
unit and gainful employment of relief workers pursuant to Monroe County Land Development Code
Sections 103-1(e) on property located at 30320 Overseas Highway, Big Pine Key with Parcel ID
00111410-000100 also known as the volunteer Village to February 20, 2023. This resolution extends
the previous Resolution 225-2018.
ITEM BACKGROUND:
The Monroe County Mayor declared a State of Local Emergency on September 5, 2017 due to
Hurricane Irma, a "threat of danger to the populace inhabiting Monroe County" and that the County
"may require expedient action in order to protect the health, safety and welfare of the community."
At 9:10 a.m. on September 10, 2017, Hurricane Irma made landfall near Cudjoe Key as a Category 4
Hurricane with maximum sustained winds of 130 mph. Significant damage has occurred to the
housing stock.
The damage caused by Hurricane Irma has displaced a large population of County residents, which
has greatly increased the demand for repairs and replacement housing. Due to this increased demand
coupled with the limited resources and labor market, timeframes for repairs and redevelopment are
being projected beyond the duration allowed for Temporary Emergency Housing by the Monroe
County Comprehensive Plan and Monroe County Code. In addition, there is demand for temporary
housing for emergency relief workers involved in reconstruction activities.
The Long Term Recovery Group was approved for the location and placement of temporary housing
for relief workers at a meeting in Key West on August 15, 2018. Resolution No. 225-2018
authorized temporary housing on the subject property for a duration of two (2)years from the date of
issuance of the required building permit for placement of the temporary housing. Building permit
number 19100488 was issued on February 20, 2019 for placement of the temporary housing on the
site, and therefore the authorization provided in Resolution No. 225-2018 expires on February 20,
2021.

The Long Term Recovery Group (LTRG) has been housing workers at the subject property who are
doing ongoing work on various Hurricane Irma recovery projects in the County, and has requested a
2-year extension to the authorization for temporary emergency housing for their relief workers.
The BOCC is requested to extend the duration of the authorization for placement of temporary
housing on the subject site for an additional two years, which would bring the expiration to February
20, 2023.
For consideration as a separate agenda item at the May 20, 2020 BOCC meeting, the LTRG has also
requested to transfer the ground lease with Monroe County to a local non-profit, the Florida Keys
Hurricane Recovery Foundation, to continue providing the operation and management of the
Volunteer Village. The authorization for temporary emergency housing would remain valid
following this lease transfer.
PREVIOUS RELEVANT BOCC ACTION:
On October 18, 2017 at a regular meeting in Marathon, the BOCC approved Ordinance 022-2017
amending Chapter 103-1 "Temporary Housing" to allow temporary emergency housing on parcels
with an already issued, unexpired building permit for the construction of a dwelling unit; to allow
the temporary emergency housing to connect to central sewer, onsite system or utilize holding tanks;
to allow one temporary emergency housing unit for each lawful dwelling unit occupied by County
residents who have been displaced by natural or manmade disaster damages; and to allow the
placement of temporary emergency housing on vacant residential properties limited to travel trailers,
RVs or similar sheltering units provided and licensed by FEMA.
On February 21, 2018 at a regular meeting in Key West, the BOCC approved Resolution 091-2018
amending Resolution 218-2017 to allow for additional time that temporary emergency housing is
authorized on mobile home park sites and RV park sites.
On July 18, 2018 at a regular meeting in Marathon, the BOCC gave direction to staff to take
necessary actions to utilize County owned property at 30320 Overseas Highway, Big Pine Key to
lease the property to the Long Term Recovery Group for potential use as a temporary emergency
housing site for emergency relief workers.
On August 15, 2018 at a regular meeting in Key West, the BOCC adopted Resolution 225-2018
authorizing the placement, location, duration, type of housing and gainful employment of relief
workers pursuant to Monroe County Land Development Code Section 103-1(e) for property located
at 30320 Overseas Highway, Big Pine Key, Monroe County, Florida with Parcel ID 00111410-
000100.

2 Code, it is the purpose of this section to provide regulations that allow for the relaxation of the
3 use prohibitions in Chapter 130, Land Use Districts, and Chapter 138,Rate of Growth Restrictions
4 (ROGO/NROGO), to: (1) Provide regulatory authority to allow temporary emergency housing,
5 not subject to the ROGO permit allocation system,for temporary occupancy by residents displaced
6 by natural or manmade disaster damage...; and

8 WHEREAS, pursuant to Section 103-1(a), temporary emergency housing means
9 recreational vehicles (or similar approved sheltering units) used for temporary occupancy in
10 response to natural or manmade disasters, including, but not limited to, hurricanes and tropical
11 storms, where such RVs (or other approved sheltering units) are provided to residents or relief
12 workers as part of emergency relief efforts; and recreational vehicle (RV) means the same as that
13 term is defined in F.S. § 320.01; and 12

15 WHEREAS, pursuant to Section 103-1(e), temporary emergency housing .may be
16 provided for temporary occupancy by emergency relief workers involved in reconstruction o
17 activities subject to certain conditions; and

20 must utilize available locations to provide secure temporary housing for the disaster recovery of

The Monroe County Long Term Recovery Group is very supportive of an extension of the current emergency temporary
housing resolution passed by the Monroe County Board of Commissioners. This resolution has allowed for the E
Volunteer Village to operate in Big Pine Key since June 2019. A two-year extension would allow the Village to continue
supporting the Hurricane Irma repair and rebuild projects in the Florida Keys as well as provide a location for immediate
response support in case of another storm.

Volunteer groups staying at the Volunteer Village work mostly in the Middle Keys as the goal is to maximize their time
on each project, but several have also supported Irma projects in the Lower Keys and Key West. o
