AGENDA ITEM WORDING: Approval of a Resolution appointing Lisa Tennyson as Monroe
County's representative ("Director") on the RESTORE Act Gulf Consortium and Commissioner
David Rice as the Alternate representative ("Alternate Director").
ITEM BACKGROUND: Since the inception of the Gulf Consortium in 2012, Commissioner
George Neugent served as Monroe's representative, and Commissioner Rice has served as the
alternate. Following Commissioner Neugent's retirement from the Commission, the Board adopted a
resolution that continued to allow him to serve as the County's appointed representative on the
Consortium. Commissioner Neugent tendered his resignation as the County appointed director on
May 8, 2020.
The Gulf Consortium's rules permit a County to name a non-commissioner to serve as its
reprsentative on the Consortium. Monroe would not be the first member county to appoint a former
commissioner to serve as its representative.
The County's Senior Director of Legislative Affairs Lisa Tennyson has served as the County's
Restore Coordinator since the Consortium's founding. In that role, she has supported Commissioner
Neugent in his efforts as the County's director and has developed her own contacts and connections
with other members of the Consortium.
Under the proposed Resolution, Ms. Tennyson would be designated as the County's director on the
Gulf Consortium. Commissioner Rice would continue to serve as the alternate.
PREVIOUS RELEVANT BOCC ACTION:
• On September 21, 2012 Monroe County joined the Gulf Consortium by approving the
Inter-local Agreement to participate in a consortium of counties to develop a state-wide
plan for RESTORE Act funding.
• On November 18, 2018, the BOCC adopted a resolution appointing former
Commissioner Neugent as its Delegate to the Gulf Consortium.

SENIOR DIRECTOR OF LEGISLATIVE AFFAIRS), AS MONROE
COUNTY'S REPRESENTATIVE ("DIRECTOR") AND
COMMISSIONER DAVID RICE AS THE ALTERNATE E

WHEREAS, in July 2012 the United States Congress passed the "Resources and
Ecosystems Sustainability, Tourist Opportunities, and Revived Economies of the Gulf Coast 2

States Act of 2012, and the President signed the Act into law, known as the RESTORE Act, to
establish a trust fund for deposits of 80% of administrative and civil penalties exacted from
parties responsible for the Deepwater Horizon oil spill for distribution of the funds among the 0
affected states; and
WHEREAS, the RESTORE Act contemplates that Florida's twenty-three (23) affected W
counties will form a consortium of local political subdivisions to help distribute civil fines
collected from the responsible parties under the Clean Water Act, and

WHEREAS, on September 21,2012,Monroe County joined the Gulf Coast Consortium
by approving the Interlocal Agreement and authorizing Resolution No. 246- 2012 to participate
in a consortium of counties to develop a state-wide plan for expenditures of the discretionary,
competitive funding available to the 23 disproportionately and non-disproportionately affected
counties of the State of Florida; and

WHEREAS, on September 21, 2012, the Board of County Commissioners adopted 0
Resolution No. 250A - 2012 appointing Mayor George Neugent to be Monroe County's
representative or"Director" on the Consortium's Board of Directors to act on behalf of Monroe
County; and 2

WHEREAS, from 2012 until May 8, 2020, Commissioner Neugent represented the C
Board of County Commissioners as a Director on the Gulf Consortium, including a period of 18
months after he left the Commission; and
WHEREAS, on May 8, 2020, former Commissioner Neugent submitted his resignation a
as the County's Director of the Gulf Consortium, effective immediately; and
WHEREAS, from 2012 to the present Commissioner David Rice has served as Monroe
County's Alternate Director on the Gulf Consortium; and
WHEREAS, Senior Director of Legislative Affairs, Lisa Tennyson, has been the
County's Restore Act coordinator since 2012 and the principal staff person supporting
Commissioners Neugent and Rice with respect to their work on the Gulf Consortium; and

WHEREAS, in addition to supporting Commissioners Neugent and Rice, Ms. Tennyson
has established relationships with other members of the Gulf Consortium throughout the years;
and
WHEREAS, Ms. Tennyson is the most qualified person to replace Commissioner
Neugent and best represent the County's interests on the Gulf Consortium;
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY m
COMMISSIONERS OF MONROE COUNTY, FLORIDA: E
1. The Board of County Commissioners of Monroe County, Florida hereby
appoints Lisa Tennyson as its Director on the Gulf Consortium.

2. The Board of County Commissioners of Monroe County, Florida hereby
reappoints Commissioner Rice as its Alternate Director on the Gulf
Consortium.

3. The Clerk is hereby directed to send a copy of this resolution to Craig
