AGENDA ITEM WORDING: Ratification of submission of a grant application to the U.S.
Department of Justice (DOJ), Bureau of Justice Assistance (BJA) for the FY2020 Coronavirus
Emergency Supplemental Funding Grant Program in the amount of $44,463 and approval of
authorization for the County Administrator to execute acceptance of the award and related
documents. This item also serves to provide an opportunity for government review and for the
public to comment on the application in accordance with the grant requirements. A cash match is
not required.
ITEM BACKGROUND: As part of the application process for the Coronavirus Emergency
Supplement Funding (CESF) Program an intergovernmental review is required. Due to the short
turn-around time between the CESF funding program announcement and the application deadline
(May 29, 2020) the application is being presented by the governing body, the Board of County
Commissioners (BOCC), on June 17, 2020, as part of the official agenda for the regular, monthly
(June) meeting of the BOCC. Therefore, as part of the BOCC public meeting process the application
will be reviewed by the Monroe County Board of Commissioners at the publicly noticed
Commission meeting. The application will thus be made public to the citizens, neighborhoods and
community organizations and they will have an opportunity to comment on its worthiness at the June
17, 2020 Commission meeting.

Assistance (BJA) is seeking applications for the Coronavirus Emergency Supplemental Funding
Program.
This solicitation incorporates the OJP Grant Application Resource Guide by reference. The OJP
Grant Application Resource Guide provides guidance to applicants on how to prepare and submit
applications for funding to OJP. If this solicitation expressly modifies any provision in the OJP cv
Grant Application Resource Guide, the applicant is to follow the guidelines in this solicitation N
as to that provision.
Eligibility
The following entities are eligible to apply:
• States, U.S. Territories, the District of Columbia, units of local government, and federally
recognized tribal governments that were identified as eligible for funding under the Fiscal Year
(FY) 2019 State and Local Edward Byrne Memorial Justice Assistance Grant (JAG) Program `2
are eligible to apply under the Coronavirus Emergency Supplemental Funding (CESF)
Program solicitation. NOTE: Only the State Administering Agency that applied for FY 2019
JAG funding for a state/territory may apply for the state allocation of CESF funding.

borough, or other general purpose political subdivision of a state, or a federally recognized

or judicial enforcement district established under applicable state law with authority to _
independently establish a budget and impose taxes; for example, in Louisiana, a unit of local
government means a district attorney or parish sheriff.

A. Program Description
Overview
The Coronavirus Emergency Supplemental Funding (CESF) Program will provide funding to E
assist eligible states, local units of government, and tribes in preventing, preparing for, and
responding to the coronavirus.
Statutory Authority: The CESF Program is authorized by Division B of H.R. 748, Pub. L. No. 116-
136 (Emergency Appropriations for Coronavirus Health Response and Agency Operations); 28
U.S.C. 530C.
Permissible uses of Funds
Funds awarded under the CESF Program must be utilized to prevent, prepare for, and respond
to the coronavirus. Allowable projects and purchases include, but are not limited to, overtime,
equipment (including law enforcement and medical personal protective equipment), hiring,
supplies (such as gloves, masks, sanitizer), training, travel expenses (particularly related to the
distribution of resources to the most impacted areas), and addressing the medical needs of .2
inmates in state, local, and tribal prisons,jails, and detention centers.
Expenditures which require prior approval —There are no specific prohibitions under the CESF
Program other than the unallowable costs that are identified in the DOJ Grants Financial Guide; CD

however, the following items should be identified during application and appropriately justified as C44
noted:
• Individual items costing $500,000 or more — if the recipient intends to purchase an
individual item that costs $500,000 or more, those item(s) should be identified and
thoroughly justified by the grantee and receive written prior approval from BJA post-award �--
through the submission and approval of a Grant Adjustment Notice (GAN). Costs must be
reasonable to receive approval.

• Unmanned Aerial Systems (UAS), Unmanned Aircraft (UA), and/or Unmanned Aerial
Vehicles (UAV) — if the recipient requests to purchase an UAS, UA, and/or UAV, Federal
Aviation Administration approval must be obtained as outlined here:
https://www.faa.gov/news/fact sheets/news story.cfm?newsld=22615. Documentation
related to these purchases should be included with the application or the applicant must
receive written prior approval from BJA post-award through the submission and approval
of a GAN.
Draw-down — Consistent with the CESF Program's purposes, which involve assistance in
responding to the present national emergency in connection with the coronavirus, OJP has
determined that eligible states (or State Administering Agencies) or units of local government
may draw down funds either in advance or on a reimbursable basis. To draw down in
advance, funds must be placed in an interest-bearing account, unless one of the exceptions

in 2 C.F.R. § 200.305(b)(8) apply. This interest-bearing account must be dedicated
specifically for the CESF Program award, and funds other awards or sources may not be
commingled with the funds in the account established for the CESF Program award. It is not
necessary that the interest-bearing account be a "trust fund." For additional information, see
2 C.F.R. § 200.305.
Prohibition of supplanting — Funds may not be used to supplant state or local funds but must
be used to increase the amounts of such funds that would, in the absence of federal funds, be
made available.
Limitation on direct administrative costs — Funds may not be used for direct administrative
costs that exceed 10 percent of the total award amount.

Project Goal: To slow the spread of the COVID-19 pandemic and prepare our community to be as
safe as possible to reopen and to remain open.

Monroe County Emergency Management, which began initial preparations for the pandemic in
February, began its first operational period March 6, 2020. Additional sanitation and safety
measures were taking place within the County offices and in public facilities.
The Governor of Florida issued Executive Order Number 20-52 on March 9, 2020, declaring a
State of Emergency for the State of Florida related to the COVID-19 pandemic.

On March 13, 2020 President Donald J. Trump declared that the ongoing Coronavirus Disease 0)
2019 (COVID-19) pandemic a National Emergency pursuant to Section 501(b) of the Robert T.
Stafford Disaster Relief and Emergency Assistance Act, 42 U.S.C. 5121-5207 (the "Stafford Act").
In response to these declarations, Mayor Heather Carruthers declared a Local State of c
Emergency for Monroe County on March 15, 2020. The declaration authorized and encouraged
each municipality in Monroe County to declare its own state of emergency and to initiate protective
measures necessary to ensure the health, safety, and welfare of residents and visitors.

The declaration further authorized the County Administrator and Emergency Management Director co
to coordinate with the Monroe County Health Department, as the local lead agency, and other
State and local authorities to take whatever prudent actions reasonably necessary to effectuate `V

such orders and to otherwise protect the health, safety, and welfare of the community. '
The declaration also initiated other measures in preparation for the pandemic, including the
activation of the Emergency Operations Center to a Level II; ceasing issuance of public assembly
permits and revoking any issued public assembly permits for events that will take place during this
state of local emergency; and encouraging the public to follow the Centers for Disease Control's
guidance on social distancing and other appropriate practices including not attending large
gatherings of people.

Monroe County BOCC -Application for Funding Assistance
To help prevent the spread of the virus, the Emergency Manager issued Emergency Directive 20-
02 on March 20, 2020, which closed the County to tourists and other leisure travelers. Lodging
establishments were directed to cease taking new reservations, including extensions to current
reservations, and cease renting to tourists effective Sunday March 22, 2020 at 6 p.m.
Monroe County airports, however, remained opened and additional screening and safety
measures were put in place, including Florida Governor's Executive Order 20-80 and 20-82 which
included dictating the screening of arriving passengers from hot spots. a,
Additional restrictions were imposed at both the State and Local level on various services and
establishments, further reducing public contact and preventing the spread of the disease.
To protect the health and safety of the public and employees who serve them, all Monroe County
offices were closed to the public effective March 23. Monroe County parks, beaches and E
playgrounds remained open, however, with restrictions for social distancing and limiting the
number of people in a group. Additional sanitation measures were added to these locations, as
well as offices that were still in use.
To ensure business continuity, the County responded by retooling numerous processes that y
normally required personal contact. Essential work was facilitated in a virtual environment. 2
Technology was enhanced to allow for virtual meetings, both among staff and for public meetings
such as Board of County Commission Meetings.

An additional step was taken to help prevent the spread of the virus. The County to the north of
Monroe—Dade County—was a hot spot in the State. As that County became more restrictive,
visitors from Dade County were coming to the Keys. On March 26, 2020, the Emergency >-
Manager issued Emergency Directive 20-03, which established a Checkpoint at the County Line,
allowing only residents and those with legitimate business to enter the County. The County
supported this activity around the clock with all personnel and provided PPE's, meals, sheltering
and sanitation facilities.
As of May 26, 2020 Monroe, County experienced 107 total cases and 4 deaths. As of May 25,
2020, at 10 a.m. 2,583 people have been tested, of which 99 are awaiting results.

Monroe County BOCC -Application for Funding Assistance
Utilizing the Incident Command System for the pandemic, Monroe County Emergency Management's
Logistics Unit responded to the challenge of securing much needed supplies. Items became scarce
or non-existent at local stores, through the County's vendors, and on internet shopping sites.
While adhering to emergency procurement policies, the Logistics Unit became the focal point for
locating necessary PPE's and sanitation supplies. This became especially crucial for first responders,
County employees working the check point, Social Services Staff continuing to care for their clients,
and Public Works staff sanitizing public areas. In addition, the County secured PPEs and other a,
supplies in the event of a medical surge.
Supplies for preventing, preparing for, and responding to the Coronavirus include (but not limited to):
PPE supplies, infrared thermometers, ear thermometers, hand sanitizer dispensers, hand sanitizer,
bleach wipes, hand soap, chlorinating liquid, cleaning rags and gloves, power washer supplies,
cleaning supplies, plexiglass for germ guards, pre-made germ guards/counter shields, Lysol spray,
sanitation supplies, biohazard bags, body bags, supplies to outfit transport vehicles for COVID-19
patients, foggers to disinfect vehicles after transport, supplies for boot washing station used to help
prevent contamination, supplies to install temporary hand washing sinks, supplies to support the
checkpoint—tents, tables, chairs, and portable sanitation facilities; office divider panels, and signage,
tape and floor decals to facilitate social distancing. y
Monroe County Departments in need of supplies for preventing, preparing for, and responding to the
Coronavirus include (but not limited to): Fire & Rescue, Emergency Management, Key West Airport,
Public Works/Facilities, Building Department, Veterans Affairs, Planning, Roads and Bridges, Fleet
Management, Social Services, Employee Services, Corrections/Facilities.

Upon closure of County offices to the public, deep cleaning of offices was provided to aid in the >_
prevention of the spread of the disease. Additionally, offices where staff tested positive for COVID-19
continue to be provided deep cleaning to help stop the spread of the disease.
As the County prepares to open for visitors and open County Offices to the public, additional
protective measures are being put in place, such as installing protective counter shields/germ guards,
instructional signs and floor decals to facilitate social distancing in lines leading to these counters,
touch-free hand sanitizer devices, PPE's and continued sanitation.
Monroe County is also faced with another area of preparation relating to this pandemic. June 1 marks
the start of Hurricane Season. The County provides congregate sheltering during certain Hurricane c
Storm categories. Should these shelters be activated during the pandemic, additional PPEs will be
needed, as well as other protective measures. This is being considered in our funding request. c
As this pandemic continues its evolution, Monroe County will continue its efforts to take protective
measures that ensure the health, safety, and welfare of residents and visitors. This grant will fund a
variety of items that prepare the County for the various stages of the pandemic, aid in the prevention

of COVID-19, and respond to the ever-changing challenges brought about by this Public Health '
Emergency.
