AGENDA ITEM WORDING: Approval to accept the donation of Tier 1 property for conservation
— Tract PT, Pine Key Acres, Big Pine Key.
ITEM BACKGROUND: This acquisition is proposed as a donation to protect the natural
environment and to provide mitigation land in support of the Big Pine Key Habitat Conservation
Plan. At the suggestion of the property owner, Code Compliance staff approached the Land
Authority about accepting title to this property as a means of settling the property's outstanding
Code Compliance case.
The subject property is a private inholding within a large area of public conservation land on the bay
side of Big Pine Key near mile marker 30. The property consists of a 1.01 acre parcel that is
developed with a horse barn and stable and is subject to a 25-foot easement. The property has a tier
designation of Tier 1 — Natural Area, a zoning designation of Area of Critical County Concern, and
is a disturbed freshwater wetland. The Southeast Florida Regional Climate Change Compact sea
level rise projection for the period from 2000 to 2070 is 21 to 54 inches. In the event of 12-inch
increase in sea level, estimates provided by the South Florida Water Management District indicate
this property will have a 25.1% to 100% probability of being inundated. The property is on the
Acquisition List because it is Tier 1.
After Hurricane Irma the property was leased to a general contractor and used as a staging area for
demolition debris without benefit of a permit and in violation of the property's zoning. The property
owners are offering to donate the property to the Land Authority in exchange for the County waiving
the outstanding Code Compliance fines and fees. The Code Compliance staff supports the owners'
proposal and there will be a counterpart item on the BOCC agenda to authorize releasing the lien and
waiving the outstanding fines and fees. The Land Authority will close the transaction when the
Code liens are released and the fines and fees are waived. The cost of clean-up, demolition, and
restoration of the site is estimated at $30,000 and will be paid out of the County's Environmental
Land Management Restoration Fund.
ADVISORY COMMITTEE ACTION: On June 24, 2020 the Committee voted 510 to approve

accepting this property as a donation.

ITEM BACKGROUND:
Monroe County Fire Rescue currently employs two Billing Specialists that provide day-to-day
billing support for the processing of Trauma Star and Ground Ambulance documents to ensure an
efficient and accurate billing process. The Employment Agreement for one of the EMS Billing
Specialists needs to be renewed as it will expire on 07/24/20.
PREVIOUS RELEVANT BOCC ACTION:
12/11/13: BOCC and BOG approved creating positions of EMS Billing Supervisor and EMS Billing
Specialist as Monroe County contract employees and to hire individuals into those positions;
providing authority for Fire Chief to execute contracts.
02/15/17: BOCC (C.26) and BOG approved creating a second EMS Billing Specialist position as a
Monroe County contract employee.
06/21/17: BOCC (C.3) and BOG (G.3) approved the Employment Agreement for the EMS Billing
Specialist.
06/19/19: BOCC (C.1) and BOG (H.1) approved an Amendment to extend existing EMS Billing
Specialist contract through 07/24/20.
