Dear Deputy Cory,
Our firm is prepared to provide the following for your agency:
Two (2)Canines one trained in Firearms and Ammo Detection the other in
Narcotics detection to include handler training. One canines will alert passively to
the odors firearms and ammunition the other will also alert passively to the odors of
narcotics. The handler training will include but not be limited to Theory of Canine
Detection, Imprinting target odors,proper handling techniques,proper handling
and storage of training aids, Buildings, Vehicles, Parcel, Outdoors,Vessels and

Our training program will run approximately six weeks Monday through Thursday
throughout areas of Miami- Dade County. Your handlers will be training alongside
other handlers and trainers from DEA, Miami-Dade Police, Miami-Dade Schools
Police, Miami Springs, City of Miami Narcotics, FIU Police to name a few.
Once the -9 Teas have certified we will continue to provide in service training
periodically to ensure the performance level of the teams remain high. LU

The k-9 teams will be certifying under the IFRI Guidelines of Florida International
University whom most of the current Narcotics and Firearms and Ammo canine
teams throughout the county to include Miami-Dade and The City of Miand along
with theMiami-Dade Schools Police have been using for certification for almost
two decades.

I propose the purchase of a narcotics detection canine,in addition to training and certifications for

both the canine and canine handler, using the Monroe County Sheriff s Office's Asset Forfeiture
Funds. Our existing narcotics detection canine, K9 Deja, was acquired by the Sheriff's Office in
February, 2010, and is rapidly approaching the end of a traditional term of service. It is imperative
that the Special Investigations Division obtains a replacement canine prior to K9 Deja's retirement W

I have attached three quotes for the purchase and training of a narcotics detection canine and
handler.Of these three quotes,U.S.K-9 Academy is the most economical.This organization offers
the purchase of a narcotics detection canine for $8,000.00 dollars, in addition to a six week
certification course and monthly maintenance training for both the canine and handler at no E
additional cost. U.S. K-9 Academy also certifies the canine and handler under the Florida
International University's (FIU) IFRI guidelines, which is the same nationally-recognized
certification that K9 Deja and Detective Iscandel Perez maintain. The costs to acquire a new
narcotics detection canine,and train both the canine and handler,are commensurate to a previously
submitted proposal by Special Investigations Division Lieutenant Thomas Brazil in October,2009
(See attached).

Furthermore, I recommend Detective Matt Cory as the new canine's handler. In career counseling,
Detective Cory identified becoming a canine handler as one of his career goals.I personally believe
Detective Cory has the self-motivation and maturity to carry on the Narcotics Unit's canine
program after K9 Dej a's retirement. Also,District 1 has traditionally been the highest area of drug
activity in Monroe County. Detective Cory and his partner, Detective Jenna Moeller,have made a
higher than average number of drug, currency, and vehicle seizures in the short time they have
been assigned to the Special Investigations Division. If given the additional resource of a narcotics
detection canine,their number of arrests and asset seizures would undeniably increase.
