ITEM BACKGROUND: An essential component of a 21st Century Library is technology. This includes presentation equipment for workshops, trainings, and educational programming, telecommunication for coworking opportunities and collaborative learning for students, and smart displays throughout the space for the provision of information to patrons. The audio visual and telecommunications plan for the new Marathon Branch Library will bring new opportunities for engagement and education to all members of our community regardless of age or technical prowess and support a variety of personal and professional interests and growth. AVFSPL is the preferred choice for audio-visual installations for Monroe County due to the timely, professional, and cost-effective work they have provided us in the past and their innate knowledge of our existing infrastructure. Most importantly, the services that AVFSPL provides to Monroe County have always been reasonably priced and presented to the county with GSA Contract pricing and otherwise in accordance with our cooperative purchasing provisions on the Purchasing Policy. Since this project requires significant technical knowledge of high-end Audio-Video systems, deployment and integration Monroe County feels that the labor costs associated with this project are fair and reasonably priced. When factoring in equipment, labor, and engineering costs, if Monroe County decided to implement these improvements independently the cost of this project would have been significantly higher than the costs presented to us from AVFSPL. The most recent work completed by AVFSPL for Monroe County was in October 2018, April 2019, November 2019, April 2020 and June 2020 and comprised of a complete retrofit of all three of our broadcast studios/county commission chambers to support High Definition (HD) broadcasts and integration into the county's new IPTV broadcast infrastructure and most recently Zoom videoconferencing integration. Packet Pg.4096 R.7 PREVIOUS RELEVANT BOCC ACTION: 31512019 — BOCC approve a contract with Pedro Falcone for the construction of the Marathon Branch Library. 1123119 - BOCC rejected all bids to a prior solicitation for construction of the Library in anticipation of receiving proposals to the subsequent criteria based RFP that included ranking criteria, redesigned plans, designs and specifications. 6120118 -BOCC approved a 41h Amendment to the Professional Services Agreement with Synalovski Romanick Saye, LLC. (SRS)for the revisions to the 1st and 2nd floor plan to accommodate a more open floor plan providing the ability to reconfigure the layout of the library space, reposition the children's library to the second floor, reposition the adult section for the first floor, enclose the covered terraces, update the building elevations, and provide a 6"raised access floor on both floors of the facility including the adult education area. 1 012111 5 -BOCC approved a contract with SRS for the design though construction administration of a new public library in Marathon. Other action not requiring BOCC approval included a First Amendment to Agreement with SRS to include services for a solar feasibility study as required by Resolution of the Climate Change Advisory Committee. A Second Amendment was approved by staff to include services for a redesign of an area at the library requested by staff, and a Third Amendment was approved by staff for services to include alternate plans for separate roof top solar systems.
