A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF MONROE
COUNTY, FLORIDA, WITHDRAWING SUPPORT OF THE U.S. ONE SOUTH
PROJECT (THE "PROJECT") UNTIL SUCH TIME AS THE FLORIDA DEPART~NW~ ~

WHEREAS, the Florida Keys have been designated an Area of Critic~a9!e e!Pn<i&n

and the various governmental agencies and entities recognize that in1erg8\te~~al
coordination is necessary and essential to preserving the fragile ecology of the Florida Keys
while maintaining the area's viability; and
WHEREAS, Monroe County has long recognized that the increased volume of visitors
which may be associated with the proposed expansion of U, S, Highway One may create
secondary impacts on the environment and quality of life in the Florida Keys; and
WHEREAS, state and federal agencies, including, but not limited to, the Environmental
Protection Agency, the U, S, Army Corps of Engineers, and the U.S, Fish and Wildlife Service,
have recognized the need to avoid, minimize or mitigate any secondary impacts which
may be associated with the proposed expansion of U,S, Highway One and have raised
questions as to the feasibility of the Project in light of these impacts; and
WHEREAS, the Board of County Commissioners of Monroe County believes that in the
interest of the citizens and residents and the fragile ecology of the Florida Keys, answers to
those questions raised by the state and federal regulatory agencies regarding the
secondary and cumulative impacts of the proposed expansion of U,S, Highway One must be
provided before the Board of County Commissioners endorses the Project; now, therefore
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY,
FLORIDA, that support of the U,S, One South Project is withdrawn until such time as the Florida
Department of Transportation has successfully completed the Supplemental Environmental
Impact Study as requested by the U, S, Army Corps of Engineers and that upon such
successful completion, Monroe County's position with regard to the Project will be re-
evaluated,
PASSED AND ADOPTED by the Board of County Commissioners of Monroe County,
Florida, at a regular meeting of said Board held on the 9th day of December, 1998,
