07/27/2020 Budget MINUTES OF THE MONROE COUNTY BOARD OF COUNTY COMMISSIONERS Budget Meeting Board of County Commissioners Tuesday, July 27, 2020 Via Communication Media Technology A budget meeting of the Monroe County Board of County Commissioners convened at 10:00 a.m. via Communication Media Technology. Present and answering to roll call were Commissioner Craig Cates, Commissioner Michelle Coldiron, Commissioner Sylvia Murphy, Commissioner David Rice, and Mayor Heather Carruthers. Also present at the meeting were Roman Gastesi, County Administrator; Bob Shillinger, County Attorney; Kevin Madok, Clerk of Court; Pamela Hancock, Deputy Clerk; county staff, members of the press and radio; and the general public. ADDITIONS, CORRECTIONS AND DELETIONS Al There were no Additions, Corrections or Deletions to the agenda. Motion was made by Commissioner Murphy and seconded by Commissioner Coldiron granting approval of the agenda. Motion carried unanimously. COVID-19 G1 Bob Eadie, JD, Administrator& Health Officer for the Monroe County Health Department; and Shannon Weiner, Director of Emergency Management, gave an update on COVID-19. Richard Strickland, Director of Airports, addressed the Board. Lisa Tennyson, Legislative Affairs & Grants Acquisition Director, gave a Power Point Presentation. ENGINEERING/ROADS AND BRIDGES B 1 Motion was made by Commissioner Rice and seconded by Commissioner Cates granting approval to advertise a Public Hearing to be held at the August 19, 2020 meeting to consider adoption of an Ordinance revising Section 19-4 of the Monroe County Code to increase the toll rates for Card Sound Road Toll and authorization for the Monroe County Director of Engineering Services to inform the Florida Department of Transportation of the changes to the toll rates in accordance with the Agreement for Sunpass and Toll-by-Plate Electronic Toll Collection at the Card Sound Toll Facility. Motion carried unanimously. FISCAL YEAR 2021 BUDGET PRESENTATION C 1 Roman Gastesi, County Administrator, gave a Power Point Presentation on the Fiscal Year 2021 Budget. The following individual addressed the Board: Stephanie Russo. Kevin Wilson, Assistant County Administrator; Rhonda Haag, Chief Resilience Officer; and Bob Shillinger, County Attorney, addressed the Board. DISCUSSION OF FISCAL YEAR 2021 BUDGET D2 Tina Boan, Sr. Director of Budget& Finance, addressed the Board. Mr. Eadie addressed the Board concerning the Health Department's budget. ANNOUNCEMENT OF MILLAGE RATES AND PUBLIC BUDGET HEARINGS E Ms. Boan announced the millage rates and public budget hearings, as follows: Taxing Authority: Monroe County Board of County Commissioners Rolled-back millage rate is 2.4763 Proposed millage rate is 2.5881 Proposed millage rate is 4.51%above the rolled-back rate Taxing Authority: General Purpose Municipal Service Taxing Unit Rolled-back millage rate is 0.1647 Proposed millage rate is 0.1725 Proposed millage rate is 4.74% above the rolled-back rate Taxing Authority: Local Road Patrol Law Enforcement District Rolled-back millage rate is 0.3327 Proposed millage rate is 0.3484 Proposed millage rate is 4.72% above the rolled-back rate Taxing Authority: Lower& Middle Keys Fire and Ambulance Rolled-back millage rate is 1.9897 Proposed millage rate is 2.0792 Proposed millage rate is 4.50% above the rolled-back rate Taxing Authority: Middle Keys Health Care MSTU Rolled-back millage rate is 0.4789 Proposed millage rate is 0.5000 Proposed millage rate is 4.41% above the rolled-back rate Aggregate Rolled-back millage rate is 3.2227 Proposed millage rate is 3.3602 Proposed millage rate is 4.27% above the rolled-back rate I" Public Hearing Thursday, September 3rd, 2020, 5:05 P.M. Nelson Government Center 102050 Overseas Highway Mile Marker 102 Key Largo, FL Motion was made by Commissioner Rice and seconded by Commissioner Coldiron granting approval of the item and that if there is an extension on the Governor's Executive Order that the virtual meeting notice for the hearings will be lawfully published. Roll call vote was taken with the following results: Commissioner Cates No Commissioner Coldiron Yes Commissioner Murphy Yes Commissioner Rice Yes Mayor Carruthers Yes Motion carried. PUBLIC HEARING H1 A Public Hearing was held to consider amendments to Ordinance No. 024-2020 (amended mask Ordinance adopted July 21, 2020) and Ordinance No. 023-2020 (closures/alcohol ban during lobster mini season adopted July 15, 2020) due to the alarming increase in cases of COVID-19. Mr. Shillinger and Ms. Boan addressed the Board. The following individuals addressed the Board: Debra Wilson and Nick Stowell. After discussion, motion was made by Commissioner Coldiron and seconded by Commissioner Murphy adding the following language to Ordinance No. 023-2020: SECTION 3. Mandatory requirements. (5) This prohibition does not prevent a restaurant from selling food to customers via drive through, delivery, and/or curbside service during the hours of 11:00 p.m. and 5 a.m. Roll call vote carried unanimously. Motion was made by Commissioner Rice and seconded by Commissioner Coldiron to add the following language to Ordinance No. 023-2020: SECTION 4. Penalties and Enforcement. (2) Civil Citation. c. If a person issued a citation does not wish to contest the violation, that person ma pay a fine of$250 to the Clerk of Court in lieu of contesting the citation. Roll call vote carried unanimously. Motion was made by Commissioner Rice and seconded by Commissioner Murphy to adopt the following Ordinance amending Ordinance No. 023-2020. Roll call vote carried unanimously. ORDINANCE NO. 025-2020 Said Ordinance is incorporated herein by reference. Mr. Shillinger addressed the Board. Motion was made by Commissioner Murphy and seconded by Commissioner Rice recommending that people do not gather in groups of more than ten. Roll call voted carried unanimously.
