AGENDA ITEM WORDING: Discussion and direction of resolution and analysis of Building,
Planning, Environmental Resources, and Fire Department permitting fees (Options 1, 2, 3, 4, 5a, 5b, 5c
or 5d) recommending a revenue neutral fee structure and simplification method of calculation, while
recapturing costs associated with service delivery of permitting, plan review and inspection.
ITEM BACKGROUND:
The current Building Fee Schedule is a very complex, outdated and a time consuming methodology for
staff and the public for computing permit fees. Moreover, this current fee resolution creates opportunity
for inconsistency in fee determination and prevents the public from knowing standard fees required for a
construction job. The structure of the fees require building plan review staff to count and charge each
component listed (detailed down to the number of electric sockets or sq. ft. of lattice) listed in our
current fee schedule. This causes delays in approving permit applications.
Maximus conducted an analysis of the work involved in processing building permits across the building,
planning and environmental resources, and fire departments. After their review of this data, a new
methodology was proposed to fully reimburse County costs for permit-related work, simplify the current
system, and achieve revenue neutrality; Options 1-4 would charge Residential and Commercial projects
<$5,000 a flat fee (a large percentage of our permits fall into this category), charge projects>$5,000 by
job valuation - fees based on project value falling within four value bands. (See Exhibit A—Consultant
Recommended Fee Resolutions Options 1-4) Options 5a-5d would charge all fees based on a
percentage(between 2.56%to 3.46%)of job valuation.
Additionally, in September 2013 BOCC approved additional analysis by Maximus to conduct a
comparison to other similar communities prior to presentation of the recommended fee structure to
assure consistency in the market place. (See Exhibit D — Benchmarking Permit Prices & Qualitative
Comparison). Exhibit C is Sample Permits Across All Options.
Finally, the division held 2 industry meetings to present and receive feedback on the proposed fee
resolution and methodology. The feedback received was taken and fee resolution was re-examined and
modified based on this input. (See Exhibit B — Maximus Cost-Based Development Review Fees
presentation).
Staff is seeking direction to narrow the recommended option for March 19, 2014 resolution adoption.

26 upon those parties deriving the benefit from such services; and

29 Director for providing these services include the estimated direct costs and reasonable
30 indirect costs associated with the review and processing of applications for permits
31 issued by the County; and

33 WHEREAS the Board heard testimony and evidence presented as to the
34 appropriate fee schedule,

194 following year, they shall be adjusted by the percentage change in the CPI
195 from the previous year. Every four to five years, the County will adjust fees
196 based on the most current appropriations applicable to provide
197 development approval services as conditions merit.
