PROVIDING FOR AN EFFECTIVE DATE.
ITEM BACKGROUND:
The Monroe County SHIP Program has recognized that insufficient funding for the rehabilitation of
homes is being made available to the citizens of our County that are most in need. The majority of
poverty level, disabled and challenged residents of Monroe County have no financial recourse to fund
necessary repairs to their homes to make them safe, clean and sanitary. Many residents will also
require funding to enable them to connect to centralized sewer treatment facilities. This funding will
also be used to provide additional funding for Weatherization Program projects. The funds currently
available from the 2012 to 2014 distributions will enable these residents to rehabilitate their homes and
meet the State's mandate for all Florida Key residents to connect to centralized sewer systems.

RESOLUTION - 2014
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF MONROE
COUNTY, FLORIDA APPROVING THE STATE HOUSING INITIATIVE PARTNERSHIP
(SHIP) PROGRAM FUNDING PRIORITIES FOR AVAILABLE FUNDING FROM THE 2012
TO 2014 FUNDING DISTRIBUTIONS; AND PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, in 1992, the William E. Sadowski Act levied a $0.10 increase to the
Documentary Tax Stamp tax paid on the transfer of real estate; and
WHEREAS, the State of Florida Legislature has not appropriated any funding for the
SHIP Program in the last 5 years from the Sadowski Act State Housing Trust Fund; and
WHEREAS, future SHIP funding is uncertain as the State continues to use Sadowski Act
receipts for other purposes; and
WHEREAS, the Homebuyer Assistance Strategy's current award amount of$45,000.00
would need to be increased to the $60,000 to $65,000 range to permit applicants to obtain
sensible and affordable income to mortgage payments, and, income to total debt payment
underwriting ratios; and
WHEREAS, it is anticipated that the Cudjoe Regional and Villages of Islamorada sewer
projects will require sewer connection assistance from the SHIP Program; and
WHEREAS, the Monroe County's Weatherization Program, due to its household
funding limits of $6,500.00 per household has clearly demonstrated the need for additional
funding in order to provide additional and necessary repairs; and
WHEREAS, despite continued funding by the City of Key West and Monroe: County
Disaster Recovery Programs countywide for the rehabilitation of single family housing, there
remains a need for this assistance from the SHIP Program for those households who are
ineligible for Disaster Recovery funding.
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF MONROE COUNTY, FLORIDA that:
The Monroe County Board of County Commissioners hereby approves the
SHIP Program Funding Priorities for funds currently available
from the 2012 to 2014 distributions.
PASSED AND ADOPTED by the Board of County Commissioners of
Monroe County, Florida at a regular meeting of said Board on the I 9th day of February, 2014.
