ITEM BACKGROUND:
The 2014-2015-2016 LHAP did not contain a provision or strategy to leverage of SHIP funds with
other county programs. The Monroe County Weatherization Program has been identified as needing
additional funding in order to provide enough funding to adequately rehabilitate homes for the 200% of
poverty residents of Monroe County.

A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF MONROE
COUNTY, FLORIDA APPROVING AND ADOPTING A LEVER-AGING HOUSING
REHABILITATION STRATEGY TO THE STATE HOUSING INITIATIVE PARTNERSHIP
(SHIP) PROGRAM THREE YEAR 2014-2015-2016 LOCAL HOUSING ASSISTANCE
PLAN; AND PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, on April 17, 2013 the Monroe County Board of County Commissioners
approved and adopted the State Housing Initiative Partnership (SHIP) Program Three Year Local
Housing Assistance Plan (LHAP) as required by ss. 420.907-420-9079, Florida Statutes for fiscal
years 2013-2014/2014-2015 and 2015-2016 via County Resolution 128-2013; and
WHEREAS, the approved 2014/2015/2016 LHAP did not include a strategy in its LHAP
Housing Strategies for Homeowner Rehabilitation Leveraging; and
WHEREAS, the SHIP Program has identified an urgent need to leverage SHIP funds
with the Monroe County Weatherization Program to provide adequate funding for homeowner
rehabilitation for the 200% of poverty level residents of Monroe County; and
WHEREAS, the maximum amount of each award will be $35,000 of which $20,000 per
eligible household will be a grant and any additional funds to the maximum award amount will
be deferred payment loans at zero percent for five (5) years and forgiven at maturity; and
WHEREAS, set aside and use restrictions have been placed on the Mortgage Settlement
Funds received from the Florida Housing Finance Corporation to prioritize funding to the
elderly, disabled and challenged residents of the County.
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF MONROE COUNTY, FLORIDA that:

SHIP PROGRAM FUNDS WITH WEATHERIZATION ASSISTANCE
PROGRAM
A. Summary of the Strategy:
Funding assistance for housing rehabilitation.

C. Income Categories to be served:
200% of National Poverty Level—Federal Weatherization Assistance
Program (see Income Limits attached Exhibit 11 B.)
D. Maximum award is noted on the Housing Delivery Goals Charts:
Maximum awards not to exceed $35,000 for housing rehabilitation. The first
$20,000.00 will be a grant. The next $15,000.00, if funded, will be a mortgage,
Project Delivery and other costs in excess of the maximum award will be a grant
to the borrower.
E. Terms, Recapture and Default:
Loans will be a deferred payment loan for a period of five (5) years with zero %
interest and forgiven at the end of the five (5) year term. The loan will be due and
payable in full upon sale or transfer of the property prior to the five (5) year
anniversary. In the event of the death of the last surviving homeowner, any SHIP
income eligible heir residing in the home may assume the SHIP Loan as long as
they can obtain title to the entire property within one (1) year of the death of the
last surviving homeowner and the first mortgagee consents to the assumption of
their loan.

Applications will be accepted from the Monroe County Social Services
Department on a first come, first ready basis.

G. Additional Information:
For the purpose of this strategy, the standard for rehabilitation is defined as those
improvements necessary for the subject unit to meet the U.S. Department of
Housing and Urban Development's Housing Quality Standards. Any households
receiving rehabilitation assistance under this strategy are not eligible for
additional SHIP funding for a period of three (3) years from closeout of
grant/loan.

FLORIDA ADMINISTRATIVE CODE; AUTHORIZING AND DIRECTING THE MAYOR
TO EXECUTE ANY NECESSARY DOCUMENTS AND CERTIFICATIONS NEEDED BY
THE STATE; AUTHORIZING THE SUBMISSION OF THE LOCAL HOUSING
ASSISTANCE PLAN FOR REVIEW AND APPROVAL BY THE FLORIDA HOUSING
FINANCE CORPORATION;AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the State of Florida enacted the William E. Sadowski Affordable Housing
Act, Chapter 92-317 of Florida Sessions Laws, allocating a portion of documentary stamp taxes
on deeds to local governments for the development and maintenance of affordable housing; and
WHEREAS, the State Housing Initiatives Partnership (SHIP) Act, ss. 420,907-420.9079,
Florida Statutes (1992), and Rule Chapter 67-37, Florida Administrative Code, requires local
governments to develop a one- to three-year Local Housing Assistance Plan outlining how funds
will be used; and
WHEREAS, the SHIP Act requires local governments to establish the maximum SHIP
funds allowable for each strategy; and
WHEREAS, the SHIP Act further requires local governments to establish an average
area purchase price for new and existing housing benefiting from awards made pursuant to the
Act; The methodology and purchase prices used are defined in the attached Local Housing
Assistance Plan; and
WHEREAS, as required by section 420.9075, .F:S, It is found that 5 percent of the local
housing distribution plus 5 percent of program income is insufficient to adequately pay the
necessary costs of administering the local housing assistance plan. The cost of administering the
program may not exceed 10 percent of the local housing distribution plus 5% of program income
deposited into the trust fund, except that small counties, as defined in s. 120.52(17), and eligible
municipalities receiving a local housing distribution of up to $350,000 may use up to 10 percent
of program income for administrative costs.
WHEREAS, the Monroe County Housing Authority has prepared a three-year Local
Housing Assistance Plan for submission to the Florida Housing Finance Corporation; and

WHEREAS, the County Commission finds that it is in the best interest of the public for
Monroe County to submit the Local Housing Assistance Plan for review and approval so as to
qualify for said documentary stamp tax funds.
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF MONROE COUNTY,FLORIDA that:
Section 1: The Monroe County Board of County Commissioners hereby approves the Local
Housing Assistance Plan, as attached and incorporated hereto for submission to
the Florida Housing Finance Corporation as required by ss. 420.907r420-9079,
Florida Statutes, for fiscal years 2013-2014/2014-2015/2015-2016.
Section 2: The Mayor is hereby designated and authorized to execute any documents and
certifications required by the Florida Housing Finance Corporation as related to
the Local Housing Assistance Plan, and to do all things necessary and proper to
carry out the term and conditions of said program.
Section 3: Monroe county, a small county, as defined in s. 120.52(17) is an eligible
municipality receiving a local housing distribution of up to $350,000, elects to
utilize 10% of the local housing distribution plus 10% of program income
deposited into the trust fund for administrative costs.
Section 4: This resolution shall take effect immediately upon its adoption.
