AGENDA ITEM WORDING: Ratification and approval of contract with Avirom and Associates,Inc. in the
amount of$6,266.00 for surveying work related to the Purchase of Rowell's property.
ITEM BACKGROUND: A surveyor was necessary for the purchase of the Rowell's property,Avirom was
selected after two surveyors were contacted.The amount of the contract was well below the County
Administrator's authority, however ratification is needed since the instrument qualifies as a contract.
PREVIOUS RELEVANT BOCC ACTION: Closing on the Rowell's property occurred on January 31,2014.
The survey provided by Avirom was extensive and helpful for the closing.The County will be able to refer to
this survey during the development of the park.

Boundary and Safe Upland Line Survey with Location ofAbove Ground Improvements
Dear Mike:
Subsequent to your request, we will provide a boundary and mean high water line survey with
location of above ground improvements at the following site:
Tract 1 and Tract 2, Highland Shores, according to the plat thereof as recorded in Plat Book 3,
Page 39, together with Parcel "A" and Parcel "B" as described in Quit Claim deed recorded in
Official Records Book 2409, Page 578 of the Public Records of Monroe County, Florida
containing approximately 8.12 acres.
Scope
Limits
The limits of the survey shall extend to the centerline of Overseas Highway (US 1) and five (5)
feet beyond the perimeter boundary. Topographic data will be obtained along the boundary
coincident with sovereign state lands to establish the Mean High Water Line.
Boundary Survey
Boundary Survey with location of all above ground internal improvements shall be performed
and certified in accord with chapter 472, Florida Statutes and will meet Florida Minimum
Technical Standards, Chapter 5]-17 F.A.C. This proposal includes a title commitment with
encumbrances,which will be provided to us by the client.
There is no nrovisian,or the excavation,probing or location of underground utilities, structures
or im rovement . Utilities hall be located to the extent that they are above Mund and visible.
Topographic Data
Obtain sufficient spot elevations to define the Mean High Water Line (MHWL) based on the
stated elevation within the Florida Department of Environmental Protection(FDEP) "Mean High
Water Survey Procedural Approval" form. The elevations shall be referenced to the North
American Vertical Datum of 1988 (NAVD 88) and tied to the National Geodetic Survey (NGS)

benchmark network. We will establish a minimum of two tidal benchmarks on site, referenced
to the NGS control.
The spot elevations will be obtained only to determine the MHWL only no other topographic
data will be provided. This proposal does not include a topographic survey
We will obtain finish floor elevations and plot the flood zone lines from the FEMA map (if it
intersects the site).
Safe Upland Line Survey
We shall perform a Safe Upland Line Survey in accord with Chapter 177, Part II, F.S., Coastal
Mapping Act for the submittal of the survey for recordation in the repository of the Florida
Department of Environmental Protection (FDEP). The FDEP considers Blackwater Sound as
non-tidal,and no determination of the ordinary high water line has been established,therefore we
will establish a Safe Upland Line as prescribed by the FDEP procedure application which will be
delineated as a contour line or labeled along the wetface of concrete retaining walls (if
applicable),with ties to a monumented witness line.
This item includes the application and submittal of the survey to the Florida Department of
Environmental Protection (FDEP) for recording in the public repository. The work shall be in
accord with items 1 through 11 of the FDEP Mean High Water Survey Guidelines, with an
effective date of January 1,2008.
Deliverable
We shall provide six (6) signed and sealed hard copies, including an electronic PDF file of the
survey.
Time Frame
We can have the project completed within fifteen(15)business days from a Notice to Proceed.
Fee:
The fee to provide the above surveying services shall be a lump sum amount of$6,266.
General Conditions:
The fee for services will be a total of Six Thousand Two Hundred Sixty-Six Dollars and 00/100
($6,266.00). Invoices will presented to Monroe County for the work provided.The County
Administrator or his designee shall sign the agreement in order to proceed with the work;however,
the payment shall not be made until the work under the agreement is completed and the agreement
receives final ratification by the Board of County Commissioners.

We are recognized by the State of Florida Board of Land Surveyors and have registered under
the provisions of Chapter 472. All work shall be conducted using equipment, personnel, and
procedures that will insure compliance with the accuracy standards as defined by State of Florida
Minimum Technical Standards in 5]-17.05,FAC.
