Today you are being asked for direction on the RFP,which we have not yet seen, and clarification on how much involvement there should be from the Climate Change Advisory Committee. The RFP should be for a two- to three-year pilot program and not a long-term commitment. The County does not know enough right now to make a long-term decision regarding the best yard waste disposal method for Monroe County. The RFP should contain enough information on each method's impact on the environment so the ranking can be made based upon both the environmental impact and the cost to the taxpayers. The Climate Change Advisory Committee should be involved in the RFP process, including the ranking of the vendors. Please follow through on last month's direction to staff and go out to bid for a short-term, pilot program on yard waste disposal, incorporating involvement of the Climate Change Advisory Committee. My name is Joyce Newman, I live on Big Pine Key, and I'm speaking for Last Stand. We are concerned that it appears the normal planning process has been set aside with this proposed crosswalk for US 1 on Big Pine. For that reason, we respectfully request that you do not take action on this item today. Last Stand believes community involvement is critical to the planning process and the resulting community decisions should be respected. In the early 2000s, Big Pine residents & members of business community invested three years in the Livable Communi-Keys planning process. The result was a clear vision that, among other elements, prized community character. That clear vision, the Livable Communi-Keys Plan became the "Master Plan for Future Development of Big Pine Key and No Name Key." To this day, that Master Plan exists through incorporation in the Year 2010 Comprehensive Land Use Plan. Last Stand believes the proposed crosswalk project does not conform with the specific guidelines stated in the Big Pine Key-No Name Key Master Plan, nor does meet the policies of the Comp Plan. The proposed crosswalk project needs to be examined and discussed by Big Pine residents and business owners on US 1. Good things happen when a community comes together to talk; creative, workable solutions emerge from community cooperation. Last Stand urges you to take no action today on this item, and instead direct staff to plan a public forum on Big Pine to enable residents and business owners to come up with a better school crossing solution. As someone who has personally participated in all of the planning processes on Big Pine Key since the early 199o's, I believe action on Item C-3 is not appropriate at this time. Issues to Consider Before Moving Ahead With This Project: 1. During the Livable Communi-Keys planning process (2000 - 2003) the overwhelming majority of residents rejected the concept of sidewalks and streetlights on Big Pine Key. The LCP became the Master Plan for Future Development of Big Pine Key and No Name Key (2004) and is wholly incorporated into the Year 2010 Comprehensive land Use Plan. This rejection of sidewalks and streetlights is reflected in the Plan's emphasis on the need to maintain the rural community character of the project area. 2. The residents of Big Pine Key have not been given the chance to weigh in on this proposed project. 3. The proposed elevated platform in the center of US 1 would be in the middle of a two-way center turn lane and directly in the path of vehicles turning left when exiting Ace Hardware or Jig's Bait and Tackle as they merge into the east- bound lane of US 1. A raised platform in the middle of a heavily-used, two-way center turn lane does not make sense. 4. The business community has not been given the chance to weigh in on this proposed project. 5. The proposed pedestrian crossing is less than 1/5 of a mile, or 35o yards, a four minute walk, from the traffic light on US t at Key Deer Blvd./ Chapman, which already has a safer crosswalk protected by the traffic light, making the placement of the proposed crosswalk unnecessary. 6. Moving the location of a proposed crosswalk closer to the school's vehicular entrance at Deer Run Trail would place it centrally located between the two commercial bus stops on Big Pine Key where there are no curb cuts onto US t and would connect to an already established pedestrian/bicycle path on the north side of US i that is considerably wider than the currently proposed sidewalk 7. The proposed Big Pine Academy Pedestrian Crossing is directly in between two critical corridors where Key deer cross US t. 8. The proposed sidewalk on the south side of US i would cut through, or at a minimum run parallel, to a wetland used by the Key deer and may require mitigation. 9. Apparently the USFWS has not been given the chance to weigh in on this proposed project. The Service needs to evaluate current and historical roadkill data along US i and Key deer access to the wetland. to. Apparently the ACOE has not been given the chance to weigh in on the proposed sidewalk regarding the wetland just east of the Good Food Conspiracy health food store. For all of the reasons stated above, I request that you please postpone this agenda item until you consult with the residents and business community of Big Pine Key, USFWS and ACOE. Please hold a noticed Public Hearing on Big Pine Key, in the evening, to help plan a crosswalk with a design that makes sense and is consistent with community values.
