(PPS) and approval to negotiate a contract or alternatively to reject all bids and reissue the RFQ; and to extend the contract with Court Options, the current provider, on a month to month basis until a new contract can be finalized. ITEM BACKGROUND: Pursuant to Florida law,the County is responsible for providing probation services for those convicted of misdemeanor offenses. Traditionally, the County has contracted that function out to private providers. The misdemeanor provider is paid through fees collected from probationers, not County funds. On May 8, 2014 the submittals for the three respondents who filed submittals in a timely manner were opened. Court Options, the current provider, did not submit a response to the RFQ, and now asserts that it did not receive notice. DemandStar has provided documentation that an email was sent to a representative of Court Options on March 2.8, 2014; representatives of Court Options state that the email was not received. On June 5, 2014,the selection committee met to rank the three respondents to the Request for Qualifications for Misdemeanor Probation Services provider for Monroe County. The committee was composed of Judge Peary Fowler, State Attorney Catherine Vogel,Assistant Public Defender Trish Docherty and Holly Elomina, Administrator of the 16t"Judicial District, who was elected as chairman of the committee. Natileene Cassel,Assistant County Attorney served as recording secretary. The committee discussed the three submittals,ranked the submittals individually and the chairman tabulated the results. Professional Probation Services had the highest ranked submittal and therefore is presented to the BOCC for award of the contract. See attached ranking sheets, tabulation, final minutes of the selection committee. Also present were Ruben Valdivia and George Romagosa, for Court Options and Jose' Bermudez, for PPS.Mr. Valdivia and Mr. Romagosa spoke to the committee and requested that all the submittals be rejected and the BOCC rebid the RFQ. The committee chose PPS as the most qualified respondent. The Board has two (2) options: 1) Accept the recommendation of the selection committee, award the contract and authorize staff to negotiate a contract with the top ranked provider. The contract to be presented at the July 1.6, 2014 BOCC meeting. 2) Reject all bids and re-start the competitive bidding process. This option will take at least three (3)months to complete (including the RFQ process, selection committee, approval of top ranked respondent, and negotiating a new contract). This item further requests that the BOCC approve an extension of the current contract with Court Options on a month to month basis. The current contract expires on July 31st, 2014 and depending upon BOCC action the next provider may need time to negotiate the contract and set up the necessary requirements to provide the required contract services. Court Options has agreed to an extension of the contract between it and the County on a month to month basis until the next provider has a contract in place. PREVIOUS RELEVANT BOCC ACTION: March 19, 2014, the BOCC approved advertisement of the Request for Qualifications (Item Q-5). June 11, 2014 discussion of purchasing policy at the request of Court Options, the current provider who did not respond to the RFQ and an unsuccessful respondent was held. Service Areas and Hours of Operation The chosen respondent shall provide services and maintain an office in three service areas in Monroe County,Area 1-Key West and Lower Keys(County Courthouse, Key West);Area 2- Middle Keys(Marathon Courthouse);and Area 3-Upper Keys(Plantation Key Courthouse).The hours of operation of the Contractor shall be flexible to encourage employment of the probationers. Respondent shall state that it is able to cover all services areas and advise the particulars on how it will do so. PPS has identified the following Monroe County properties as possible office locations: PPS Key West PPS Marathon Key PPS Plantation Key 1716 N.Roosevelt Blvd 6803 Overseas Hwy 88005 Overseas Hwy,#5 Key West,FL 33040 Marathon,FL 33050 Islamorada,FL 33036 Each area shall have flexible office hours,and shall be open regular hours from 8:00 to 5:00 week days,or the equivalent;shall alternate personnel so as to remain open during the lunch hour,shall provide additional office hours one day per week at a minimum from 5:00 pm to 7:00 pm an week days and a minimum of four contiguous hours on Saturdays as needed to ensure probationers are able to report and maintain employment.On-call hours may be acceptable after regular office hours and on Saturdays so long as one regularly scheduled week day will be staffed until 7:00 pm and as long as a minimum of two Saturdays per month are staffed and/or the staff member on-call is able to respond to a scheduled probationers'appointment on Saturday. PPS believes in setting up probationer for success,and will require with the above office hours requirements. For twenty years,our locations have been open on Saturdays and evenings,as well as normal business hours,allowing probationers to report without having to miss time from family,work,or the completion of special conditions of probation such as treatment or community service. A jurisdiction such as Monroe County more than likely probates a large number of individuals that live elsewhere. With that in mind,each PPS location is networked to our computerized Offender Tracking System,allowing PPS probationers to report to any of our locations nationwide. Many of our courts require after hour activity(late-night hearings,weekend jail hearings,etc.)and PPS has responded by providing the means to contacting the probation officers at any time. Further,the locations will each have an"Officer of the Day"designated who is on 24 hour call 7 days per week and available to the court after normal business hours for any reason. An officer of the day schedule will be provided to the court with contact information. The court can also contact the Officer of the Day by simply emailing or leaving message at the local probation office after hours,and our communications system will immediately page the Officer of the Day. Mission Statement "To provide professional court services and sentencing alternatives to the Court,community,and offender in an ethical and effective manner while promoting public safety,encouraging success,and improving lives-at no cost to the taxpayer." Organization and History PPS is a Georgia corporation;a wholly-owned subsidiary of Universal Health Services,Inc.,and has been providing professional service to America's courts,communities and offenders since our beginnings in 199Z In July of that year,two State of Georgia probation officers,(and husband and wife team),founded PPS. Recognizing that the government approach to probation supervision was in marry ways flawed, mainly due to a lack of resources,Clay and Alisa Cox created a business and su rvision model a ressl designed to promote offender success while on probation and beyond. The typical government probation scenario,for example P requires probationers to report Monday — Friday at an „ a assigned time and during business hours. The result is � ° that many probationers are faced with the choice of missing work (cutting into their ability to pay fines promptly) or reporting. Unfortunately, many violate probation and go to jail. PPS offices have therefore been open on weekends and evenings from our earliest days By 1993, our standard operating p g Procedure quickly developed into the most imitated in the industry,and for good reason. PPS policies,coupled with the best possible staff,ensure public safety,compliance of probated conditions,while improving the lives of those under our supervision. In August of 1997 PPS was acquired by Universal Health Services,Inc.,and gained the resources to move from a small regional company to a national organization.That same year, PPS established its internal Electronic Monitoring Division. In 1998, PPS expanded into Alabama, being granted the exclusive opportunity to serve the state's District Courts by the Alabama Supreme Court. In 2004 we opened our first Florida probation office providing services to Hernando County District Court and later additional Florida Counties including Sumter and palm Beach County. Philosophy At PPS,we understand the ongoing concern with privatization of court services. That is why our standards are second to none. We require a bachelor's degree and 40 hours of training each year for our probation officers and our Department of Standards and Training works with each of our local field offices to ensure the appropriate enforcement of every condition of probation. The County needs accurate accounting of its probation related monies and accurate reporting of results, and no one in the business matches our capabilities and track record for doing so. Perhaps most unique to our approach is the recognition that each person on probation is j ust that-a person. Each probationer,we believe,is important and capable of contributing to society if given the opportunity and the proper tools to succeed. We view a sentence of probation as not only a privilege but also understand that for many of our probationers, it is potentially their first opportunity to succeed in life. This is precisely why PPS offers off hours reporting, and life improvement workshops such as the Resume/Job Placement Workshop, and will limit our standard probation caseloads to a more than manageable number of 200 misdemeanors per officer. PPS will never collect a probation fee in advance,nor will we collect a fee for a month that we do not supervise a case. Our philosophy is"know right from wrong,and do right." Monroe deserves peace of mind, so we are fully bonded and insured, and our contracts may each be terminated at any time without cause. We have a record of quality and managed growth throughout the nation,which has allowed us to operate six-day,full time and full service probation offices with case transfer capabilities to more than fifty locations nationwide. PPS has successfully assumed caseloads of fewer than 100 to more than 15,000 from numerous private competitors as well as government systems. PPS is dedicated not only to offender conducted community service hours, but community service in general. We positively influence the community in many ways; ensuring public safety, increasing fine revenues to the Court,creating local jobs,prioritizing community service,and improving the individual lives of the probationers. Narrative Self-Analysis Respondent shall provide a narrative self-analysis of its strengths,weaknesses,and how each will impact the performance of the contract.A copy of the organization's analysis reports,or an equivalent,for the last two(2)years shall be included in this section. Since July of 1992 PPS has been providing a complete probation department for state,county and municipal level courts throughout the country. PPS is currently supervising more than 50,000 misdemeanor offenders in several states,and boasts a strong history of service excellence to Florida County Courts including Palm Beach County,one of the state's busiest. Part of the PPS model is to become vested in the communities we serve,rapidly assuming the role of an effective part of the local courtroom workgroup,and a willing member on the community team dedicated to a better quality of life for all. We hire locally,and our employees are typically active participants in our local chambers of commerce,churches and civic organizations. PPS is dedicated not only to offender conducted community service hours,but community service in general. If given the opportunity,PPS will positively influence the Monroe County community in many ways;ensuring public safety,increasing fine revenues to the Court,creating local jobs,prioritizing community service,and improving the individual lives of the probationers. Perhaps our most important strength is financial. As a part of UHS,we bring a financial capability to our probation model that is unmatched in the industry. Put simply,compassion and public safety each have a price,and UHS/PPS can afford it. One perceived weakness as we propose to Monroe County,may be that we are headquartered in Georgia. However,PPS has demonstrated time and again of our ability to effectively grow in the various states we serve to include appropriate corporate oversight and quality control. In each case,our standards and methodology soon become the benchmarks of the local industry. A second weakness may be that we currently have no locations within Monroe County. However, PPS has opened more than 50 probation offices in the last 22 years,each of which have been fully operational within weeks of contract award. PPS Tab 4. PPS automated the entire caseload and affected a smooth transition that was completed within 60 days. We opened three locations to serve the caseload(West Palm Beach,Delray Beach,and Belle Glade). In early 2013,PPS was asked by the District Attorney of Palm Beach County to implement a pre-trial diversion program which now supervised nearly 500 defendants for the county. PPS supervises approximately 3,000 active cases utilizing two office locations within Hernando County. Currently PPS employs a staff of two Office Managers,four Probation Officers and two Court Intake Specialists. PPS began service under the terns of a one-year pilot project during which time PPS managed the County's in house system. After the pilot period,an RFP was issued and FPS was chosen to permanently privatize the Sumter County probation system. We currently manage approximately 300 cases with a staff of two full-time probation officers and on part-time probation aide. Tab 5. Accounting and bookkeeping procedures Respondent shall describe its procedures for receipt and tracking of all revenue from probationers, if and how escrow account(s)are maintained and funds disbursed. Respondent shall describe its system to ensure proper checks and balances with regard to all funds handled. If the respondent has a published Policies and Procedures manual,it should be included in the submittal. PPS accepts money orders or certified funds for all probationer payments. Payments are only accepted at the lobby accounting window,and not by probation officers in individual office rooms. Upon a probationer's"signing in"the accounting clerk accesses the probationer's electronic file. The screen then itemizes each of the probationer's court-ordered debts including the amounts ordered,previously remitted and the balance of each type of debt,i.e.:fines,costs restitution,surcharges,and probation fees. The accounting clerk then applies monies towards the debts prioritizing funds according to our VCP collection policy. The payment is logged automatically within the data tables of PPSI OTS computer system,and a receipt is generated electronically. The receipts are generated in triplicate;one for the probationer,one for the nightly closeout verification,and the third is wrapped around the actual payment, clipped,and dropped in to the drop safe. Each receipt is numbered and logged by OTS under the probationer's internal file number or PPSI number within the system. The receipts also detail the application of the payment so that every time a probationer makes a payment he/she leaves the office knowing exactly how the money was applied,and that PPS is not collecting fees in advance(as our policy states),and how he/she is progressing towards paying off their case.Worth mentioning again is that the Court shall be provided 24/7 access to all offender data, including up to the minute financial and receipt information on all probationers. At the close of business each day,the office manager(OM)accesses the safe and prepares the monies for deposit. First,the OM generates from OTS an"On Hand Type Summary Report"which totals all receipts taken for each type of money. The OM then verifies that the actual payments match the report. Deposits slips are then created and the deposit is placed in a secured deposit bag and prepared. The bag number is imprinted,along with the monies to be deposited on a"Daily Deposit Worksheet". Copies of all three items,On Hand Type Summary,Daily Deposit Worksheet,and Deposit Slips,are faxed or emailed to the Court and our corporate office for verification. Corporate accounting staff members verify the deposits the following day via on-line access with the bank. Adherence to the above stated procedures is strictly confirmed by Office Audits conducted by the Vice President of Compliance,as well as our annual independent financial audit. PPS has the capability of electronic transfer or delivery of a manual check and shall comply with the above requirement. The PPS Offender Tracking Computer System(OTS)allows for great flexibility in our remittance of court monies. PPS can deposit money daily into a designated account owned by the Court,or remit monies in the form of a daily,weekly or monthly check,or wire all court monies into the court-owned account from a PPS owned depository account. In each case,a report shall be generated detailing the financial activity of the given period.PPS is able to break out various surcharges owed to the various state agencies that receive such funds. OFFICIAL VERSION OF THE OFFENSE On August 19,2013, Smithfield Police were dispatched to the fire station on report ora female that had walked in reporting a domestic disturbance with her boyfriend, Robert NO= The officer made contact with the complainant. Sunny Parkinson.and asked what had happened. Ms. Parkinson indicated she gotten into a verbal argument with and just wanted to use the phone to call her aunt for a ride home. Ms.JIM then indicated she had injected meth with JIM at his home the previous evening .. t time as well. The officer made further inquiry about the drug use. Shetindicat d she andnt that had injected meth that evening and showed the officer the location on her arm where she had done so. I le observed a red mark with a slight hump. She then showed the officer other marks on her arm that were not as distinct. Ms.JIM,further indicated that earlier that day they had gone to West Valley City and purchased the meth. They then came back and went to another Smithfield location.of which she did not know the add ress. and injected meth with yet another ex-parolee and former drug court grade atc. „res'II Nis, stated Mr.I=was nice to her going down to West Valley. but his demeanor later changed and he was not as affectionate when they got back to the house. LIFE.HISTORY AND CURRENT LAVING SITUATION Ms. was borne in C learlield, Utah. Fier parents divorced when she was about tour years old. Her mother re-married a very short time after the divorce and she lived with her mother and stepfather. They moved to Logan when she was about 12. 1 ler childhood does not produce good or happy memories. Fier stepfather was an alcoholic and often became emotionally and physically abusive. At age 14 she became pregnant. She believes this was a quest for the self-worth and love she lacked in the home. A daughter was born who, with the help of family.she raised. At age 16 she became pregnant again by a different boy and had another daughter. The fathers ofthese two children have never been part of her life after the births of the daughters. At age 18 she moved out and into her own apartment. In 2001. the defendant married They have been separated since 2011, but still see each other and are hoping to re-unite. They have two daughters together(ages 1 I and 14), who live with John. The subject presently resides with her mother in Logan. She indicates that their relationship has recently improved. PHYSiCAUMENTAL HEALTH The defendant struggles with some health issues. She has some female problems and stomach problems, including ulcers. She is on medication and may need surgery. Ms.Emwas diagnosed with depression in 2010. Mentally,she feels stressed.but is good overall. Her mental health deteriorates when using drugs. Emotionally, she is struggling at this time,also a risk factor far relapse, but seems focused and determined to make changes. Time and action on her part will tell. SUBSTANCE ABUSE HISTORY has a drug history a little different than many in her situation in that it started much la ter in life. She reports not using alcohol until she was about 32-years old.She states she stayed away from drugs and alcohol in her younger years because she was having children early on. She started to drink with her husband and one summer,at age 32,drank heavily. I lowever,she indicates she does not really care for alcohol and last drank three-years ago. At age 24, the defendant tried marijuana. I ler heaviest use was a year ago when she was using one or two times per week. Over the past 10 years she estimates,on average, using marijuana once or twice per year, most recently being several months ago. She tried meth Ibr the First time this past spring.when she started a relationship with Robert M who was released from parole last year. She describes this relationship mostly as a "tun affair"that has become destructive and hurtful. Regarding meth,she stated she"hates it. hates everything about it,"and it is not who she is. For about three weeks last spring she was regularly injecting the drug with Mr.111=ITlicy quit for a time, but relapsed. She then left Robert and quit again. She went back to see him when this oli'ense occurred, last using the day of her arrest. Ms.am was attending the IOP program at Bear River as a condition of her current probation. She has an appointment with them to get back into treatment October 3. 2013. She is also currently attending the MRT program at PPS and should be on about step G or 7 by the time of sentencing. Transiti®n Plan Respondent shall thoroughly describe the transition plan from the current providers to the respondent if awarded the contract. Flow charts and schedules may be used. PPS has exhaustive experience in assuming caseloads from both private competitors and government systems ranging in size of 40 active cases to more than 14,000. We look forward to a professional working relationship with the current provider in affecting a smooth transition. PPS will implement the necessary staff as outlined in our transition plan,along with our ability to use technology in the retrieval of data from the current provider's,and county court clerk's systems to allow for a smooth transition. The following transition plan was most recently implemented with great effectiveness in Palm Beach County,Florida. Transftion Plan Step 1: Notification of Award of Contract: A Standard Operating Procedures(SOP)or"kick-off'meeting will be scheduled and conducted within ten days. This meeting will be a review of the PPS SOP with the Court and appropriate staff. The SOP will be customized to the needs of the Court,primarily regarding addressing violations and what constitutes financial delinquency. PPS will show milestones for the completion of major program elements at this meeting PPS immediately begins the local hiring process with job fairs at local venues, and consulting with the Court and County for any potential employees that would be welcomed to work on the project that were previously or currently employed by the existing provider. Step Z: Ramp-Up Period(30 days) PPS opens its Monroe County locations,interviews,hires and trains any additional local staff required by the contemplated workload,and the PPS corporate transition team begins assessment of existing caseload, working with the current provider as provided herein. PPS places copying machine(s)and scanners at the courthouse locations,and the current provider's locations if approved,and makes copies of existing files on probationers,creates initial PPS file for data entry. PPS assumption team meets with the Court's current provider to establish a protocol for probationer notification and begins meeting with and or contacting each existing probationer. Each probationer is acclimated regarding the PPS office they are to report to and when,their new probation officer,and the conditions of probation yet to be completed. Probationers will be contacted by personal meetings at the previous provider's locations as probationers normally report for a thirty day period(if possible)and/or by other means including U.S.mail,telephone,field visits to last known address,and computer searches. PPS Information Technology staff will obtain existing financial information(if any)from the Court for the purposes of downloading the information into PPSI OTS. PPS provides necessary hardware and software for court personnel access to PPS OTS via the internet. Step 3: Commencement of Services(Day 31 following notification of award) PPS probation officers begin providing courtroom intake of newly sentenced probationers,and revocation/modification hearings on new and assumed cases as needed. All PPS services are available to the Court,and Monroe probationers can report to any PPS location nationwide. Step 4: End of First Month of Service(Day 61 following award of contract) PPS remits first financial,community service,and caseload reports to the Court,and continues regularly to do so as required by the court-daily,weekly,monthly,etc. PPS remits first monthly check to court for all monies collected since Day 1 of Service,and remits restitution to victims. Step 5: Transition and Caseload Assumption Completed(Day 90 following award of contract) The Department of Compliance conducts and completes Monroe's first caseload and office audits and reports results to the Court. How is it measured?Who pays for what? PPS bears the cost of all staff training whether done in house or utilizing a training vendor or agency. All probation officers are required to complete a 40-hour basic training course,and 40 hours of Peace Officer Standards Training annually which must include: Annual Legal Update(4 hours)AIDS(4 hours),Sexual Harassment in the Workplace(4 hours), First Aid/CPR(4 hours),Personal Financial Management(8 hours)and Domestic Violence(8 hours). We maintain high expectations for our management and staff as they serve our contracted courts. This approach to quality and standards has truly set us apart from not only our competitors in the private sector,but from the State operated probation departments as well. Teaching standards of caseload supervision begins with the PPS Basic Training course of 40 hours, continues with 40 hours of annual in service training,and culminates with an officer's daily activities on the job. The Solution: The PPS/UHS Day Reporting Center,a sentencing alternative available to paroled offenders,revoked probationers and parolees,and directly sentenced offenders providing evidence-based programs,rehabilitative programs and re-entry preparedness. The meeting began at 11:09 A.M.The following committee members were present: Patricia Docherty, Office of the Public Defender, Holly Elomina, Court Administrator for the 16"'Judicial Circuit, Peary Fowler, County Court Judge, and Catherine Vogel, State Attorney for Monroe County. The following members of the public were also present Ruben Valdivia,of Court Options,George Ramagosa, of Court Options,and Jose' Bermudez of Professional Probation Services. Natileene Cassel,Assistant County Attorney served as recording secretary for the selection committee.Judge Fowler nominated Holly Elomina to serve as chairman,seconded by Trish Docherty and Ms. Elomina was unanimously elected. The recording secretary explained to the public that the purpose of the selection committee is to rank the three proposals submitted in response to the RFQ and to recommend to the Board of County Commissioners the proposer which the committee determines to be the best qualified for the County. Since a member of the public, Ruben Valdivia made a request to speak to the committee. Ms. Cassel explained that this is a public meeting and speakers are allowed to address the committee.Speakers will be given 3 minutes for comments.Speakers will not be allowed to question the committee and the committee will not question speakers.The responses to the RFQ will be considered on the basis of their submissions. No submissions will be accepted after the date of submission. Mr.Valdivia spoke to the committee on behalf of the present provider of probation services, Court Options;the company had not submitted a response to the RFQ. He related Court Option's accomplishments, including a 35% increase in collections,good service to the county and its probationers, and the creation of a diversion program. He advised the committee that the company had not received notice of the RFQ. In particular, Mr.Valdivia was concerned that the notice sent by DemandStar to Mr. George Ramagosa via email was not received. He expressed concern that the service from DemandStar to the County was ineffective. He advised the committee that the company had not seen the advertisements in the newspapers. He felt that advertising only in local newspapers interfered with the ability to have companies submit responses. He assured the committee that his company would have submitted a response if they had received notice. He requested that the committee recommend to the Board of County Commissioners that the process be abandoned and rebid,so that Court Options could be given the opportunity to respond.There were no other speakers. The chairman called for the members of the committee to discuss the three respondents.Trish Docherty advised the committee that she looked at the submission from the perspective of her clients,the immediate users of the system.She was impressed with the level of technical advancement illustrated by JCS.She noted that both JCS and PPS were Georgia companies but also worked in Florida. Ms. Docherty noted that AP is a(Dade County provider.She liked that PPS stated that they do not take the cost of supervision until after all the other fees are received and do not take them from indigents, however,she was not sure of the practicality of this position. Her concern was that PPS indicated that they would not have an office open every day in the Upper Keys.There was a discussion among the committee members that the probation provider would have to be complete offices in all three 11Page locations. Holly Elomina gave information which demonstrated that the Upper Keys have more misdemeanor probationers that Marathon. It was noted that the subsequent contract would require an office in all three locations. Ms. Docherty liked the fact that PPS encouraged its personnel to be involved in the community. Catherine Vogel expressed a strong opinion that companies must be realistic about staffing in the Florida Keys.She advised that in her experience staffing is difficult. She noted that one company wanted to require a 4 year degree for staff members,a goal which is admirable, but may not be achievable.She advised the committee that AP presently provides a DUI program in the Keys,which has been successful in reducing the number of cases. She expressed a desire to continue that program no matter what company is chosen. She noted that PPS and Advocate were non-profit organizations. She stated that her biggest concern was for a probation company with experience in the Florida Keys;therefore of the three proposals she would gave an edge to the Advocate and expressed that she was inclined to reopen the bid so that Court Options could submit a bid. Judge Fowler expressed a need for as quick a transition time to any new company. She noted that PPS has an"under the influence" program for adults,which would be helpful to the county. (See PPS response at Tab 6). She was concerned about the viability of any company working in Monroe County if they did not accept cost of supervision fees from indigents.She also expressed the need for companies to work in all areas of the Keys and she agreed)that companies should encourage their staff to be involved in the community. Holly Ellomina, in addition to moderating the discussion among the members, expressed a necessity for adequate presence of any probation company in all areas of the Keys. She noted that PPS has shown initiative by researching possible locations for offices in the Upper, Middle and Lower Keys.She liked the fact that PPS has invested in a screening machine. She advised that this is the same machine used by Drug Court; it has been a very successful tool and allows screening to be done on site rather than to be sent to another location for processing. Regarding the consideration of Court Options she advised the committee they could not rank Court Options since there was no response submitted. Chairman Elomina asked the members to rank the responses individually, read the scores to the committee,and the scores were tabulated.The highest number of points equaled the winning respondent. PPS received the highest rank,followed by The Advocate Program and JCS, both tied in second place.The Committee recommends that the BOCC accept PPS as the most qualified respondent. The Committee asked Ms. Cassel about the Court Options issue.She advised that the committee could not rank Court Options,since Court Options did not submit a response. However, if the committee did not want to recommend any of the companies who provided a response,the committee could advise the BOCC.
