2 Applicability of Part 200 Uniform Requirements
The Uniform Administrative Requirements.Cost Principles,and Audit Requirements in 2 C F R Part 200,as adopted
and supplemented by DO)in 2 C.F.R Part 2800(together.the"Pan 200 Uniform Requirements")apply to this FY
2020 award from OJP.
The Pan 200 Uniform Requirements were first adopted by DOJ on December 26,2014 If this FY 2020 award
supplements funds previously awarded by OJP under the some award nu r(c g,funds awarded during or before
December 2014),the Pan 200 Uniform Requirements apply with respect to all funds under that award number
(regardless of the award date,and regardless of whether derived from the initial award or a supplemental award)that
are obligated on or after the acceptance date of this FY 2020 award.

Record retention and access: Records pertinent to the award that the recipient(and any subrecipient("subgrantee")at

4. Reclassification of various statutory provisions to a new Title 34 of the United States Code
On September 1,2017,various statutory provisions previously codified elsewhere in the Ur S.Code were editorially
reclassified(that is,moved and renumbered)to a new Title 34,entitled"Crime Control and Law Enforcement"The
reclassification encompassed a number of statutory provisions pertinent to OJP awards(that is,OJP grants and
cooperative agreements),including many provisions previously codified in Title 42 of the U S.Code
Effective as of September 1,2017,any reference in this award document to a statutory provision that has been

banning employees from text messaging while driving any vehicle during the course ofperforming work funded by this

must maintain advance payments of federal awards in interest-bearing accounts,unless regulatory exclusions apply(2

Ballistic-resistant and stab-resistant body armor purchased with award funds may be purchased at any threat level,
make or model,from any distributor or manufacturer,as long as the body armor has been tested and found to comply
with applicable National Institute of Justice ballistic or stab standards and is listed on the Nil Compliant Body Armor

REVISED BUDGET DETAIL
Budget Narrative:
Utilizing the Incident Command System for the pandemic, Monroe County Emergency Management's
Logistics Unit responded to the challenge of securing much needed supplies. Items became scarce
or non-existent at local stores, through the County's vendors, and on internet shopping sites.
While adhering to emergency procurement policies, the Logistics Unit became the focal point for
locating necessary PPE's and sanitation supplies. This became especially crucial for first responders,
County employees working the check point, Social Services Staff continuing to care for their clients,
and Public Works staff sanitizing public areas. In addition, the County secured PPEs and other
supplies in the event of a medical surge.
Supplies for preventing, preparing for, and responding to the Coronavirus include (but not limited to):
PPE supplies, infrared thermometers, ear thermometers, hand sanitizer dispensers, hand sanitizer,
bleach wipes, hand soap, chlorinating liquid, cleaning rags and gloves, power washer supplies,
cleaning supplies, plexiglass for germ guards, pre-made germ guards/counter shields, Lysol spray,
sanitation supplies, biohazard bags, body bags, supplies to outfit transport vehicles for COVID-19
patients, foggers to disinfect vehicles after transport, supplies for boot washing station used to help
prevent contamination, supplies to install temporary hand washing sinks, supplies to support the
checkpoint—tents, tables, chairs, and portable sanitation facilities; office divider panels, and signage,
tape and floor decals to facilitate social distancing.
Monroe County Departments in need of supplies for preventing, preparing for, and responding to the
Coronavirus include (but not limited to): Fire & Rescue, Emergency Management, Key West Airport,
Public Works/Facilities, Building Department, Veterans Affairs, Planning, Roads and Bridges, Fleet
Management, Social Services, Employee Services, Corrections/Facilities.
Upon closure of County offices to the public, deep cleaning of offices was provided to aid in the
prevention of the spread of the disease. Additionally, offices where staff tested positive for COVID-19
continue to be provided deep cleaning to help stop the spread of the disease.
As the County prepares to open for visitors and open County Offices to the public, additional
protective measures are being put in place, such as installing protective counter shields/germ guards,
instructional signs and floor decals to facilitate social distancing in lines leading to these counters,
touch-free hand sanitizer devices, PPE's and continued sanitation.
Monroe County is also faced with another area of preparation relating to this pandemic. June 1 marks
the start of Hurricane Season. The County provides congregate sheltering during certain Hurricane
Storm categories. Should these shelters be activated during the pandemic, additional PPEs will be
needed, as well as other protective measures. This is being considered in our funding request.
As this pandemic continues its evolution, Monroe County will continue its efforts to take protective
measures that ensure the health, safety, and welfare of residents and visitors. This grant will fund a
variety of items that prepare the County for the various stages of the pandemic, aid in the prevention
of COVID-19, and respond to the ever-changing challenges brought about by this Public Health
Emergency.
