ITEM BACKGROUND: Request for Proposals done May 2014 with 5 proposals received. After review by Selection Committee the highest ranked respondent was Minnesota Life with Florida Combined Life ranked second. PREVIOUS RELEVANT BOCC ACTION: Policy originally secured in 2000 with Hartford Life; RFP's done in 2001, 2007, 2010 and 2014. 2010 RFP resulted BOCC approval to continue policy with The Hartford Life Insurance for two years. June 19, 2013 BOCC approved one additional year, with an 11%a increase in premium due to the County's experience. The current policy with Hartford Life is through October 1, 2014. County Attorney Yesn No1:9/ 6 Comments: OMB Form Revised 9/11/95 MCP#2 Monroe County Proposal Comparison Group Term Life and Accidental Death & Dismemberment RFP 2014 This report is provided as a result of Selection Committee's review and ranking of the proposals for the County's Group Term Life and Accidental Death & Dismemberment (AD&D). The Committee ranked Minnesota Life as its number one selection. Monroe County published a Request for Proposals (RFP) for Group Term Life, AD&D and also Supplemental Life Insurance in May 26, 2014 with proposals due June 25, 2014. The RFP issued by the Employee Services Division asked respondents to submit proposals for two products, bundled together: group life and accidental death & dismemberment insurance, and a supplemental life insurance policy. Currently, the County purchases and pays for a group life insurance/AD&D policy for each active employee with policy limits of up to $20,000 depending on age (retirees can also participate, with premiums of$11/month paid for as part of their health insurance premiums). The group term supplemental life policies would be a new benefit offered to County employees. Under this program, employees would have the option to purchase a supplemental policy for themselves and their dependents above and beyond the group policy. Any premiums for supplemental life insurance would be paid for by the employee. The insurer would handle enrollment directly with the employee. The County would merely act as the conduit for the purpose of collecting the premiums via payroll deduction. Five (5) proposals were received. The companies represented are: • Florida Combined Life • The Hartford (incumbent) • MetLife • Minnesota Life • The Standard Experience and Qualifications All of the Proposers provided evidence of the appropriate licensing to provide insurance in the State of Florida. All Proposers maintain an AM Best rating of A or A+, the size categories range from VIII to XV. All Proposers provided the requested references except MetLife which indicated that they would provide references if selected as finalist. All Proposers provided the authority to conduct business in Florida; however, several did not provide evidence that they are filed as a corporation with the Department of State. Each Proposer referenced the insurance requirements; however, several identified deviations from the specifications. Results of Review All Proposers met the RFP requirements of matching the current program limits. Please refer to Attachment A- Group Term Life Insurance and AD&D Benefits and Pricing. All Proposers with the exception of MetLife offered Supplemental Life Insurance. Please refer to Attachment B- Supplemental Life Plans and Pricing. Coverage and Exclusions Highlights of the various proposals follow: Florida Combined Life (FCL) -Official Tabulation Sheet-Total Points 177; Ranked #2 • Rate guarantee was 2 years. • A$40,000 Wellness contribution for the medical program was offered upon award of the contract. • FCL indicated that it could comply with all except two of the items in the Scope of Services: Waive the Actively at Work and. Disclose any commissions or fees in the rate quotation (they indicated the deviation was that rates were net of commissions). • The Supplemental Life coverage was quoted for Employees, Spouse and Children. • The Basic Life and AD&D rates were the same regardless of the purchase of the Supplemental insurance. Hartford- Official Tabulation Sheet-Total Points 164; Ranked #4 • Hartford is the incumbent and provided a proposal for the existing coverage and for Supplemental Life without AD&D. • Rate guarantee was 3 years. • Hartford indicated that they could comply with the Scope of Services, except with regard to the Indemnification language. • The Supplemental Life was quoted for Employees, Spouse and Children. • The Supplemental Life has a 25% participation contingency. • The underwriting assumptions indicated that the rates were quoted as a package, meaning that the rate offer for the Basic Life is tied to the purchase of Supplemental Life. • The underwriting assumptions indicated that the 45 day grace period was available only if the Supplemental Life was purchased. MetLife - Official Tabulation Sheet- Total Points 137; Ranked #5 • MetLife is the only Proposer that did not provide a quote for the Supplemental Life program. • The cost sheet did not indicate the length of the rate guarantee. Given that the RFP specified an initial contract term of one year, we assumed the guarantee to be no longer than 12 months. • MetLife had a number of deviations from the requested Scope of Services including: Waive the Actively at work; provide firm rates 45 days in advance of renewal; comply with the Florida Local Government Prompt Payment Act; 90 day notice of termination by CONTRACTOR; 30 day notice of termination by County; providing firm rates based on the information in the RFP; maintenance of Public records; and indemnification. • MetLife indicated it would provide references if a finalist. • The Questionnaire indicates that a Supplemental Life plan was quoted; however, there was no information in the documentation provided in the proposal that shows an offer for Supplemental Life insurance. • There was information missing from the proposal package provided to the County, therefore it was difficult for the Selection Committee to offer additional insight to the offer from MetLife. Minnesota Life - Official Tabulation Sheet- Total Points 249; Ranked #1 • Minnesota Life provided the most aggressive pricing of the Proposers and provided the Basic We and AD&D plus a supplemental offer of a package including the Basic Life and AD&D with Supplemental Life and AD&D. • Rate guarantee of 3 years. • The Supplemental Life and AD&D were quoted for employees, spouses and children. • No minimum participation for the Supplemental Life if it is the exclusive Supplemental Life insurance offered by the County. • Minnesota Life indicated it can comply with the requirements under the Scope of Services. • Minnesota Life also provided an additional offer that bundled the Basic Life and AD&D with a Supplemental We and AD&D. The secondary offer provided for additional savings on the Basic Life insurance and required no minimum enrollment for the Supplemental Life insurance, provided their Supplemental Life insurance was the only such offering. Summary Based upon the benefit terms and projected overall cost of continuing the current plan benefits, the estimated premium savings over the first year of changing to Minnesota Life could potentially save the County almost $30,000 and if the Supplemental Life and AD&D are bundled with the Basic Life and AD&D the county could have an additional saving of$24,000. It is recommended that the BOCC give staff approval to negotiate a policy with Minnesota Life, for Basic Life and AD&D and Supplemental We and AD&D. If successful negotiations cannot be reached, approval to negotiate a policy with the next highest ranked respondent until successful negotiations are reached. *NOTE: The above estimated premium savings will occur only If ALL Constitutional and BOCC employees are covered under this policy.
