Detailed description of change order and justification:
1 Stucco: Proposal Re nest No 13 is for patching of delaminated stucco. This work is an unforeseen
condition. It was not know that the previous renovations were conducted without properly preparingthe
walls including leaving aint which did not allow the stucco to bond to the wall. This work is required to
provide a proper finish and structurally sound stucco application, The cost associated with this additional
work is: 72 233.80.
The contractor has re guested 0 days extension.

condition, since it was revealed at the time of construction that the stucco was applied
to a painted surface, preventing it from correctly bonding. The stucco just began to
crumble off during construction. Therefore, extensive repair and a new finish coat
were needed on the entire building to achieve a uniform finished product.

Attached is D.L. Porter's pricing for Prof ig of delaminated stucco.
Following is my analysis and recommend
1. Porter has obtained pricing form three possible subocntractors, and included all bids for the
Owner's consideration. Porter's pricing is based on the low bidder. Each of the three
bidders has qualified their bid and offered to provide a texture coat over the entire building
after patching is complete. The purpose of the texture coat is to hide the variations between
the different patches that occurred over time.
2. If a texture coat is not provided, the various patches will show under the paint. On a historic
building, this variation is desireable because it is part of the building's character and history.
Mariner's is not a historic building and it is my opinion that Monroe County will prefer the
"new building" appearance of the texture coat.
3. I have reviewed the inforamtion provided and determined that the pricing is fair. The stucco
repair and removal of demolished stucco from the site is $38,758 plus profit and overhead.
The texture coat adds $30,000 plus profit and overhead. The total of these is $75,633.80
with Contractor's mark up.
4. This work is an unforseen condition. It was not known that previous renovations were
conducted without properly preparing the walls, including leaving paint which did not allow
the stucco to bond to the wall.
5. This work is required to provide a proper finish and structurally sound stucco. The structural
repair could be conducted without the finish coat if Monroe County does not want a``rt 'w
building" finished appearance.
Recommendation: Based on the above, I recommend accepting the/Contractor's pricing
including the proposed texture coat over the entire building, in the amount of$75,633.80.
