coupled with the unfailing commitment of a broad-based group of community volunteers,was Instrumental
in facilitating a unique partnership between the Florida Department of Transportation,Monroe County and
the Gty of Marathon,resulting In a funding a paw of$77 minion of camel improvements and 30-year
maintenance reserves.FDGT is currently engineering the restoration of the brkip,with actual work due to
commence sometime In 2016.
There is no question that tourism IS the economic it W*3od of the Florida Keys.it provides,directly or
Indirectly,most of its revenue and jobs.Without its extremely important economic contributions,the Keys
would contract to unimaginable levels.There is also no question,however,that the Upper,WKWe and
most Lower Keys facilities currentFy benefit mostly from tourists passing through on their way to Key West,
using restaurants as a lunclVdinner shop and occasionally hotels as an overnight stop on their way to or
from their final destination,and cold benefit a lot more if we were able to Increase the visitors'average
length of stay,evert by one extra day.
The Monroe County Tourist Development Council,by promoting and marketing events and attractions
throughout the Keys,has done a noteworthy job of expanding tourism and the economic benefits thereof,
to the entire County. More can and should be done.Notwithstanding the need to sustain and increase the
number of visitors to Key West,the Monroe County Tourist Development Council,in my opinion,should
Increasingly focus its attraction and facility development,marketing and promotion efforts toward the
objective of gradually but measurably ins destlnatlocn tourism to other parts of the Keys.
1 strongly believe 1 can contribute focused vision,organixatlon and my extensive experlence,to assist the
Council to achieve its full range of objectives.

I have known Mr. Spinrad for well over four years and can attest to his strong commitment and
hard work for the development of sustainable tourism in the Florida Keys. As a former
consultant,Bernard has extensive experience in all phases of the tourism industry, planning and
development.
As President of Friends of Old Seven, a 501 (c) 3 non-profit corporation whose mission is to
save, restore and enhance the Old Seven Mile Bridge, he succeeded in rallying overwhelming
