AGENDA ITEM WORDING: Discussion and direction for provision of sewer connections for non-
residential properties in the Cudjoe Regional Wastewater system.
ITEM BACKGROUND: When initially budgeted, $2 million was included in the project budget for
provision of grinder pumps on non-residential customers' connections in locations where the only
connection option was to a force main. The design of the project and the geography of the region
combined to create a situation in which a large number of small non-residential properties would
require lift stations to connect to force mains. The initial project budget prepared by staff included an
allowance of $2 million for these connections. FDEP has approved use of the same lift stations as
residences for these small non-residential properties without further permitting. Staff will present the
options and costs for providing these connections as a project expense.
PREVIOUS RELEVANT BOCC ACTION: BOCC approved the ILA with FKAA and seven
subsequent amendments during the period 20 SEP 2006 —20 NOV 2013.

SUBJECT: Connection of Non-Residential Properties to Cudjoe Regional Wastewater System
Action Requested: Guidance for the extent to which connections from non-residential properties should be
provided at project expense rather than at the expense of property owners.
Recommendation: Authorize the increase from$2 million to $2.53 million to provide low pressure lift
stations (grinder pumps)for the 191 properties identified in Attachment 1.
Background:
The initial project budget included$2 million to provide lift station connections (grinder pumps)for non-
residential properties. These were included in the project budget because the design of the overall system
required a very large number of non-residential properties to connect to force mains.
There are 238 currently developed,non-residential properties in the Cudjoe Regional service area which
require sewer connections. Of these, 191 are located in areas served by low pressure collection or force
mains and can be serviced with a single lift station. Thirty seven(37) are located in areas serviced by a
gravity collection system. Ten(10) are currently serviced by FDEP permitted package plants.
FDEP has approved an FKAA plan to provide single lift stations as a part of the system on private
properties without additional FDEP permitting when the property connects a single building source to an
FKAA provided lift station. Thus, 191 of the 238 properties can be provided with single lift stations as a
part of the system(i.e. installed as a part of the system and maintained by FKAA at its expense). The total
estimated cost of these lift 191 stations is $2.53 million as shown on Attachment 1 .
For background, a single lift station may contain 1 —3 pumps depending on the expected flow rate of the
connection. Of the 191 proposed installations there are 153 simplex stations, 35 duplex stations, and 3
triplex stations.
Of the remaining 47 non-residential properties, 37 will be able to connect via a simple gravity connection to
the central system and ten (10)properties must have engineered internal collection systems. These last ten
all have existing permitted package collection and treatment systems.
Attachment 1 summarizes the above. Attachment 2 shows the distribution of the properties proposed for
inclusion by area(Inner vs. Outer islands).
