ITEM BACKGROUND. Phase one of this task order is the detail design services, permitting and bidding for
the hangars and associated site development. Jacobs will provide civil, architectural, structural, mechanical,
electrical and plumbing engineeringdocunients fora new 20,400 sq. ft, aircraft hangars (I I hangar bays in two
engineering
Units) for the storage of aircraft located at the Florida Keys Marathon Airport,
Phase two of this task order will develop civil design documents to include demolition of the existing shade
hangars, and associated paved hangar pads and taxiway connectors. The FAA is requiring the Airport to remove
11 shade hangars from the RPZ on the NE area of the airport at Marathon for safety reasons. The airport entered
into a lease buyout agreement with the tenants of the shade hangers and agreed to build I I new enclosed
hangars on the SE area of the airport. The tenants agreed to provide the local match (LIP to 20% of$2.2 Million
estimated project cost) and the project will be funded with FDOT grant funds (80%). FDOT will provide

SCOPE OF WORK
PHASE I
Jacobs previously provided site planning and preliminary engineering for the development of I I
new hangars at the Florida Keys Marathon Airport under separate task order. 'This task order is
for detailed design services, permitting and bidding for the hangars and associated site
development. Jacobs will provide civil,architectural, structural, mechanical, electrical and
Plumbing engineering documents for a new 20,400 square foot+/- (I I bays within 2 buildings)
aircraft hangars for the storage of aircraft located at the Florida Keys Marathon Airport in
Marathon. The hangars will be located on eastern end of the airport between two existing
hangars.
Jacobs understands that as-built documentation of the existing site is available. A topographic
Survey has been performed and a utilities map of the existing underground utilities is available. In
addition,the pre-engineered metal building manufacturer will need to provide their schematic and
the corresponding uplift loads, which Jacobs will coordinate.
PHASE 2
The Florida Keys Marathon Airport has eleven shade hangars on the northeast side of RW 25
along Taxiway E. These hangars have exceeded their useful life span and are also within the
Runway Protection Zone (RPZ) of Runway 25. In Phase I of this task eleven new hangars will
be designed on the southeast side of RW 25 along Taxiway A to replace the existing shade
hangars which will be demolished therefore removing the RPZ obstruction,
Phase 2 of this task will develop the detailed civil design documents to include the
demolition of the existing shade hangars and associated paved hangar pads and taxiway
connectors. Phase 2 will be incorporated into the bid documents along with Phase 1.
ExISTING CONDITIONS
The existing site is undeveloped with a Florida Department of Transportation easement located
on the south side of the property. Existing potable water, sewer, and electric utility services are
available on the south side of the property along Rick Turner Rd.
DESCRIPTION OF WORK
The data collection,design, bidding, and special services will provide the following:
Article A—Data Collection
Field Verification: Visit and inspect the site (I visit) to determine if existing conditions match
those provided by Monroe County. Take photographs and make written documentation, sketches,
notes or reports to confirm and record the general conditions of the existing site for both Phase I
and Phase 2. Within this initial phase we will review all applicable requirements.

Initial Meeting: Conduct a meeting with representatives frorn Monroe County and the design A/E
team to include architect, mechanical engineer, plumbing engineer, electrical engineer and civil
engineer. The purpose of the meeting will be to brief the Jacobs tears on the design intent, discuss
project features, and review submittal requirements with the design team, and answer questions
developed by the Jacobs team.
• A topographic survey and geotechnical investigation which will be reviewed,
• Coordinate with design and geotechnical sub-consultants, as necessary.
• Coordinate with the topographic Survey sub-consultant, as necessary.
• Review available record drawings
• Obtain and review available fleet mix information to be provided.
• Per-form a site investigation
Services for Article A will be provided Linder a lump sum basis,
Article B—30% Design
The specific tasks Jacobs will perform are as follows:
A meeting (I visit) with Monroe County will be held to review the 30% Design documents and
generate comments towards the next design phase. The 300,10 design will include the following
drawings:
• Set up drawing set.
• Title Sheet
• General Notes, abbreviation and code information,
• Site Plan
• Floor plans(s)drawn at an architectural scale that will allow the entire facility to be
shown on one sheet,without break-lines and with notes and dimensions.
• Typical building sections to show dimensions, proposed construction materials, and
relationship of finish floor to finish grades,
• Architectural elevations
• Preliminary Construction Phasing Plan
• Preliminary Site Plan
• Preliminary Site Details
• Preliminary Pavement Marking and Plan
• Preliminary Utility Plan
• Preliminary Grading and Drainage Plan
• Demolition Plan-, Phase 2
Outline specifications will be provided and a Design Report to include a cost estimate and
construction schedule will be developed. In addition, a meeting pre-application meeting with
South Florida Water Management District(SFWMD)will be held to review the project scope and
determine the permit requirements prior to submitting the Environmental Resource Pert-nit(ERP)
application.
Services for Article B will be provided under a lump sum basis.
Article C—90% Design

The specific tasks Jacobs will perform are as follows:
Based on the approved 30% Design Phase documents Jacobs shall prepare the 90% Construction
Documents setting forth in detail the requirements for the construction of the project. During this
work phase, we will prepare all required construction documents for permit and construction of
the building. We will provide detailing for the completion of the building. This work effort will
include civil, architectural, structural, mechanical, electrical and plumbing plans. A meeting
(]visit) with Monroe County will be held to review the 90% Design documents and generate
comments towards the final design phase.
Documents shall include the following:
• Title sheet including index of drawings,abbreviations, schedule of material indications,
and schedule of notations and symbols.
• An area location map and legal description of property.
• Life-safety plans to show exit strategy, rated doors,emergency wall openings and ramps.
Fire extinguishers, emergency lighting, exit signs, smoke and fire dampers,and other life
safety-equipment relevant to the facility shall be indicated by symbol.
• Floor plans including: All dimensions and any target notes explaining the extent of work,
wall types, or other component, assembly or direction regarding the construction.
• Exterior elevations showing location of the rain water leaders, openings and light
fixtures.
• Interior elevations showing all restroorn elevations.
• Building and wall sections to establish vertical controls and construction types for the
Project.
• Details of the following: Doorjamb, head and sill conditions. Wall types. Window head,
sill and jamb conditions. Interior signage to include room identification, emergency
exiting and equipment signs, and any other items pertinent to the identification of the
project.
• Room finish and door schedules coordinated with the floor plans.
• Structural Engineering foundation plans, structural schedules and details.
• Structural foundation analysis and calculations.
• Mechanical Engineering: Detail of ventilation system (if required)to communicate the
design intent and coordination with other disciplines.
• Electrical Engineering: Drawings for lighting, including circuiting and luminaire
identification and switching. Convenience outlets and circuiting. Power systems and
equipment. Panel schedules, applicable installation details, general legend and
abbreviations,

A Project manual will be provided and a Design Report to include a cost estimate and
construction schedule will be developed that will include both phases. Construction Documents
will be submitted and coordinated with the city of Marathon Building Department. In addition,
the SFWMD ERP application will be prepared and submitted for review. We will respond to one
(1) Request for Additional Information(RAI)from SFWMD. The permit application fee shall be
paid for by the County.
Services for Article C will be provided Linder a lump SUrn basis.
Article D—100% Design
The specific tasks Jacobs will perform are as follows:
Based on the approved 90'/,o Design Phase we will prepare the bid and construction documents for
permit and construction of the building. We will finalize the construction documents and
incorporate final owner co►nments from the 900'o review. The construction documents will
include signed and sealed civil, architectural, structural, mechanical, electrical and plumbing
plans.
Documents shall include the final drawings for following:
• Title sheet including index of drawings, abbreviations, schedule of material indications,
and schedule of notations and symbols.
• An area location map and legal description of property.
• Life-safety plans to show exit strategy, rated doors, emergency wall openings and ramps.

Article E—Bid Phase Services
Upon completion of the construction documents and at the request of the Airport, Jacobs will
prepare the project documents for bidding. Jacobs will perform bidding Support services,the
following terms will apply:
• The County appoints Jacobs as its Agent, and Jacobs accepts, such appointment to perform
bid/procurement services on JAA's behalf in connection with the project.
• Such services shall be performed under County's direction and in accordance to Such
forms, terms and conditions, or modifications or revisions to same as County may in its
sole discretion at any time instruct Jacobs to use. All services shall be carried out in
accordance with the procedures mutually agreed upon by County and Jacobs.
• Jacobs shall not have authority to accept or bind the County in any way to changes,
modifications, revisions, alterations, amendments, or supplemental, additional, or
different terms and conditions (hereinafter referred to as "deviations") which may be
submitted or requested by a vendor or contractor. Jacobs shall immediately submit any
deviations from the County's standard terms and conditions to the County for review by
the County's Purchasing Manager or their representative and such deviations shall not be
accepted by Jacobs unless Jacobs receives express written approval thereof from the
County's Project and/or Purchasing Manager or their representative.
• All documents issued by Jacobs hereunder shall be signed by Jacobs for the County if so
directed. The ownership and title of all items purchased hereunder shall pass directly
from the selling party to the County, and Jacobs shall at no time be a party to such
transaction other than as agent of the County. The County shall have the unilateral right
to have the commitment authority of Jacobs, its employee or this limited agency
authorization in its entirety revoked and cancelled at any time, with or without cause,
The County shall be obligated directly to the selling party for all payments for materials,
equipment, supplies and services procured hereunder.
• The County shall hold Jacobs and its employees harmless from any claims, suits or
liabilities arising Out of any breach or other failure of performance by any contractor,
vendor or supplier under any contract or purchase order issued by Jacobs hereunder.

The following task will be performed as part of the bid phase services:
• Coordinate with the County Purchasing Department and the Airport to advertise for bids.
• Coordinate with the County to provide electronic copies of the bid documents to
prospective bidders
• Prepare for and attend a project pre-bid conference
• Prepare responses to address requests for information from prospective bidders
• Prepare and coordinate the issuing one (1)addendum with the County purchasing
department.
• Revise bid documents as necessary for the addendum
• Review bids for responsiveness
• Prepare a bid tabulation
• Make a recommendation for award based on review of the bid information submitted.
• Prepare conformed documents and contracts
QUALIFICATIONS AND ASSUMPTIONS
For the purpose of providing a stipulated fee arnount, this proposal has been based on the
following qualifications and assumptions:
• All design work shall be designed in accordance with the Current Florida Keys
Marathon Airport Design Guidelines and shall comply with the Florida Building
Code 2010.
• Schematic Design Documents (pre-engineered metal building) is not included
and shall be provided by the pre-engineered metal building manufacturer.
• Permit issuance related work such as processing plans through City, County,
and/or State agencies, other than plan revisions requested by such agencies, are
not included.
• Government Agency cost for all building and engineering permit fees are not
included in this proposal.
• Construction Administration Services are not included.
• Jacobs will provide electrical coordination of Voice/Data& Communications
systems. (Voice �Data& communications system designs by others.)
• Life Cycle Cost Analysis is not included.
• The testing scope of services along with the construction testing is by others.
• Fire Protection(Suppression and fire alarm)design is not included as part of the
design as long as a minimum separation of 50'-0" is maintained between the new
hangar and the existing adjacent buildings. If for any reason Jacobs is requested
by the owner to design a building with a foot print that does not maintain a
minimum separation of 50'-0"then Jacobs shall receive additional services to
include a fire protection(suppression and fire alarm)design.
• Heating design within the hangar is not included.
• Interior floor drains are not included.
• A concrete pole with service disconnect, meter, conduit and weather head will be
included as part of the design.

• The electrical utility will provide the pole-mounted transformer and the overhead
secondary conductors from the public street to the weather head provided by
others.
• Security cameras will be by others.
• Lightning protection will be provided,
• Water fire flow test is not included.
® Surveying is not included, as it has previously been prepared.
• Preparation of 3D renderings and/or marketing brochures are not included.
• Proposal is based on the existing electrical systems having adequate capacity to
properly serve the new hangar.No major modifications to the existing electrical
systems are included in this proposal.
® Signed and sealed drawings for the metal building structure above grade shall be
provided by the pre-engineered metal building manufacturer.
® Attendance and/or presentation to public hearings and/or other meetings with
Municipal agencies are not included, as they are not anticipated.
• Municipal Agency and all associated permit fees are to be paid by the client.
Jacobs is not responsible for obtaining the building permits. Building Permits are
to be obtained by the contractor. Jacobs will monitor the contractor's progress
through the permit process for the client and provide follow LIP periodically with
the permitting agency to verify the status, but it is Ultimately the responsibility of
the contractor to obtain all permits.
• Services do not include "design to cost".Jacobs will assist the owner in
evaluating and offering cost reduction strategies as requested by client. The
"design to cost" is basically noting that if Jacobs receives direction from the
client or one of it's Sub consultants on how to design the project and if any
changes are required due to the project being over budget,then the re-design
required to bring the project back within budget is not a part of the lump sum fee
and shall be treated as additional services.
• No offsite Roadway improvements are included.
• Other services not described in the scope of work.
Items identified as not included or limited in the scope of services can be provided or
expanded upon as additional services under a separate agreement or supplemental to this
agreement.

The client will need to provide the following documentation to Jacobs before commencing with
our scope of work.
