N AMENDED EMERGENCY DIRECTIVE #2020-11
Tropical Depression 13/Tropical Storm Laura
Subject: RECREATIONAL VEHICLES.TRAILERS, CAMPERS. MOBILE HOMES&LIVEABOARDS,
WHEREAS, Governor Ron DeSantis has declared a State of Emergency for this portion of the
State of Florida; and
WHEREAS, Mayor Heather Carruthers declared a state of local emergency due to the threat that
Tropical Depression 13/Tropical Storm Laura poses to the County pursuant to Section 252.38 (3) (a)
Florida Statutes, and Monroe County Code Section 11-1; and
WHEREAS, safeguarding the life and property of its citizens is an innate responsibility of Monroe
County, F.S. 252.38; and
WHEREAS, the severity of this event dictates that the only prudent way to protect the safety and
welfare of those occupying recreational vehides, trailers, campers, mobile homes, and live-aboard
vessels; and
WHEREAS, Emergency Directives has the force of law upon being filed with the Monroe County
Clerk, per F.S. 252.46.
WHEREAS, F.S. 252.50 makes is a criminal offense to violate this or any other order issued
during a declared state of emergency; and
WHEREAS, as of Sunday morning, August 23, 2020, the National Weather Service forecasts that
the impact on the Florida Keys has diminished to the point where the mandatory evacuation of
recreational vehicles, trailers, campers, and similar mobile units from the County is no longer necessary;
and
WHEREAS, the Weather Service still forecasts tropical storm force winds to impact the Florida
Keys; and
WHEREAS, it would be prudent for recreational vehicles, trailers, campers, and similar mobile
units that are currently located outside of the Rorda Keys to refrain from entering the County until
Tropical Storm Laura's winds subside; and

WHEREAS, it is appropriate to amended Emergency Directive 2020-11 to adapt it to the updated
weather forecast.
NOW THEREFORE, pursuant to the authority vested in me by Chapter 252, Florida Statutes and Chapter
11 of the Monroe County Code, I hereby amend Emergency Directive 2020-11 order as follows:
1. All occupants of recreational vehicles, trailers, campers, and other similar mobile units
located within the Florida Keys shall secure their units in place. Those units located outside
of the County shall refrain from entering the Florida Keys until Tuesday, August 25, 2020 at
the earliest.
2. All occupants of live-aboard vessels may want to consider taking shelter on land by no later
than Sunday,August 23, 2020,at 6 p.m.
3. This order shall remain in effect until the danger has past, as determined by the Mayor,
Mayor Pro Tem,
or Sheriff after consultation with the Director of Emergency Management.
